Tourism Congress of the Philippines appoints 2023-2024 term officers

The Tourism Congress of the Philippines (TCP), the private sector consultative body assisting the government in developing and implementation of tourism policies, has elected Bob Zozobrado as its president.

He was previously chairman of PATA Philippines Chapter.

Other elected officers for the two-year TCP term 2023-2024 include executive vice president James Montenegro; vice president for Luzon, Rolando Canizal; vice president for Visayas, Peter Tay; vice president for Mindanao, Marilou Ampuan; treasurer Margie Munsayac; among others.

MANILA – Tourism industry veteran Roberto “Bob” Zozobrado officially assumed the role of General Manager and Chief Operating Officer of the Philippine Retirement Authority (PRA), an attached agency of the Department of Tourism (DOT).

According to the DOT, Zozobrado was sworn in by Tourism Secretary Christina Garcia Frasco, during an oath-taking ceremony held at the DOT Central Office last Thursday.

In her congratulatory message, Frasco said that she is optimistic that Zozobrado will lead the PRA “in accordance with our President’s vision of transformation for the entire tourism industry, including this robust sector of our tourism portfolio.”

Zozobrado held various roles in the aviation and hospitality sectors before becoming PRA Chief. He was also a columnist and a former public relations specialist, director of sales and marketing consultant.

Before his appointment at the PRA, Zozobrado also served as the President of the Tourism Congress of the Philippines (TCP) and was instrumental in formalizing a memorandum of understanding that automatically inducted newly accredited travel and tourism establishments as TCP members.

He also served as the Chairman of the Philippines chapter of the Pacific Asia Travel Association (PATA) and a member fo the PRA Board of Trustees.

“The PRA is one with the DOT in promoting our country to the world. So, my several decades of marketing experience will certainly come in very handy in increasing PRA’s present market. My PRA team and I will continuously find more reasons for these retirees to LOVE TO LIVE IN THE PHILIPPINES,” affirmed GM Zozobrado.

The PRA is a government-owned and controlled corporation created by virtue of Executive Order No. 1037, signed by former President Ferdinand E. Marcos on 04 July 1985.

According to its website, on 31 August 2001, through Executive Order No. 26, the control and supervision of PRA was transferred to the Board of Investments (BOI) – Department of Trade and Industry from the Office of the President.

On 12 May 2009, Republic Act No. 9593, otherwise known as Tourism Act of 2009, PRA became an attached agency of the Department of Tourism and placed under the supervision of the Secretary.

PRA is mandated to develop and promote the Philippines as a retirement haven as a means of accelerating the social and economic development of the country, strengthening its foreign exchange position at the same time providing further best quality of life to the targeted retirees in a most attractive package.

The Tourism Congress of the Philippines (TCP) recently convened and elected its new Board of Trustees for the period 2023-2025. Tourism industry veteran and Manila Standard travel columnist Bob Zozobrado is the President; James Montenegro of Chroma Hospitality, Executive Vice-President; Cindy Marie Virar of Marcian Garden Hotel Corp., Secretary;  Margarita Munsayac of Maribago Bluewater Beach Resort, Treasurer;  Harry Morris of Hijo Resources Corp., PRO.

TCP was created by the Tourism Act of 2009 under Republic Act 9593 to serve as the private sector consultative body to assist the government in the development, implementation, and coordination of Philippine Tourism policy.  Its hundreds of members come from all sectors of the Tourism Industry all over the country.

To live up to its mandate of being the true representative of the country’s tourism stakeholders, the new TCP Board filled up the various positions representing the industry’s various sectors and regions.  

Rolando Cañizal of Rajah Travel Corp. is the Vice-President for Luzon;  Peter Tay of Boracay Adventures, Inc. is the Vice-President for Visayas;  and Marilou Ampuan of Bloomers Travel and Tours is the Vice-President for Mindanao.

The appointed sectoral representatives for Luzon are Sylvia Elvira Domingo of Philippine Airlines,  Trustee for Transport; Michael Jaey Albaña of SMX Convention Center, Trustee for MICE (Meetings, Incentives, Conferences, Exhibitions); Javier Hernandez of LIO Tourism Estate, Trustee for Tourism Estate Development.

Sectoral representatives for Visayas are Maria Theresa Acelo of Check Cars Transport System, Trustee for Transport;  Celso Jimenez of Micro Soph Events Management Services, Trustee for MICE; Eduard Loop of Cebu Safari and Adventure Park, Trustee for Tourism Estate;  and Jaime Sarte III of Feel Deep Scuba Diving Services, Trustee for Other Accredited Tourism Enterprises.

The appointed sectoral representatives of Mindanao are Mary Ann Montemayor of Konkordans, Inc., Trustee for MICE; and Clyde Gamola of PHINMA Cagayan de Oro College, Trustee for Other Accredited Tourism Enterprises.

Presidential veto clears way for change in tourism slogan

MALACAÑANG on Wednesday cleared the way for the Department of Tourism (DOT) to change the Philippines’s tourism branding slogan, “It’s More Fun in the Philippines,” despite the agency’s piddling P3.5-billion budget for 2023.

In his veto message for the P5.3-trillion national budget for 2023 dated December 16, 2022, President Ferdinand R. Marcos Jr. said, “I likewise veto the proviso, ‘in no case shall the appropriations be utilized to change the tourism campaign slogan,’ under Department of Tourism (DOT)-OSEC, Special Provision No. 4, ‘Branding Campaign Program,’ Volume I-B, page 313, inasmuch as it intends to limit the exercise of the functions of the Executive Branch in implementing RA No. 9593 (The Tourism Act of 2009).

Under the same law, the DOT is mandated to be the primary planning, programming, coordinating, implementing, and regulatory government agency in the development and promotion of the tourism industry, both domestic and international. It is tasked to promote tourism as an engine of socioeconomic and cultural growth in the country.”

In separate statements, a lawmaker and tourism stakeholders urged the DOT to retain the “fun” branding slogan, to conserve financial resources and maintain a consistent message to attract tourists.

Senator Nancy Binay, chair of the Committee on Tourism in the Senate, said, “We respect the President’s power and prerogative to veto. Having been sidelined by the pandemic, we recognize the need to kickstart the tourism industry and push our persuasive power to sell the Philippines.”

She added, “We appreciate the promotions initiative of the DOT, but rebranding and marketing can be very costly considering that the DOT would be spending in millions of US dollars by just changing the slogan, not to mention the printing of marketing collaterals, global quad-media advertising placements, international and local sponsorships, travel and trade shows, and other below-the-line campaigns.”

Binay, who sponsored the DOT’s 2023 budget during Senate deliberations, said: “It is our commitment to equip the DOT with the necessary marketing tools, and provide essential funds to support its programs. But given the country’s financial challenges, changing to a new slogan at this time may not be a compelling argument. As much as possible, we don’t want potential tourists to be confused with constantly changing messages every time they watch our new ads on television and social media. We still hope that the DOT considers deferring its plan to ‘rebrand’ and replace the ‘It’s More Fun in the Philippines!’ campaign.”

For Tourism Congress of the Philippines President Jose C. Clemente III, “The stakeholders, on multiple occasions, and based on our regional consultations, have already made it clear that we prefer to keep the current slogan, as it has been effective in promoting tourism to the country, and we find it needless to change it.”

He added, “‘It’s More Fun in the Philippines’ captures the spirit of Filipinos, of ensuring all guests are welcome and enjoy their stay in the country. Our hospitality, famous throughout the world, provides the ‘fun’ in every tourist’s visit.” Under RA 9593, the TCP is mandated to represent tourism stakeholders nationwide.

The slogan was launched in 2012 under the term of Tourism Secretary Ramon Jimenez Jr., and has since gone on to win several major international advertising and tourism awards. Even during the pandemic, the DOT tweaked the slogan but kept the image and text of the “fun” visitor experience.

Tourism Secretary Christina Garcia Frasco early on in her term expressed preference to change the tourism slogan to reflect the heritage and culture of Filipinos. During initial deliberations on the DOT’s 2023 budget, Frasco promised Binay and Senator Koko Pimentel they will retain the “fun” slogan.

The DOT and its marketing arm, the Tourism Promotions Board, however, have not been using any “fun” branding campaigns in the international travel trade events they have been attending so far.

Hotels, resorts bounce back as tourists flock to key destinations

TOURISM stakeholders are increasingly optimistic of recovery this year, as many hotels and resorts reported high occupancy during the Holy Week break.

Roberto Z. Zozobrado, Tourism Congress of the Philippines (TCP) president, said an increase in tourist volume was observed in top destinations such as Boracay, Mactan in Cebu, Siargao, Bohol and Palawan.

“All the hotels are full, especially the hotels in the popular destinations. They’re full and they’re charging high because they know it is peak (season) and that’s the only time they can recover. We’re very happy with what’s happening,” he told BusinessWorld in a mobile phone interview.

Benito C. Bengzon, Jr., Philippine Hotel Owners Association, Inc. (PHOA) executive director, expressed optimism that domestic tourism will bounce back during the summer months.

He told BusinessWorld via Viber message that some of its member hotels in Metro Manila have already returned to pre-pandemic levels in terms of occupancy and average daily revenue.

“We at the PHOA, are optimistic that domestic tourists will travel in much larger numbers this summer season. Many city hotels have reported that revenue and occupancy in the last few months have returned to pre-pandemic levels. Meanwhile, resorts are likewise enjoying high occupancy especially with the long weekend,” Mr. Bengzon said.

For TCP, Mr. Zozobrado said they expect full recovery of domestic tourism later this year or by early next year. This is similar to the projection made by the Department of Tourism (DoT).

“We are very optimistic and very happy that tourism has rebounded so fast… The United Nations World Tourism Organization forecasts that recovery will be in 2025 but we don’t think so. We think it’s going to be earlier, especially here in the Philippines,” he said.

Mr. Zozobrado said international tourism is likely to return to pre-pandemic levels by this year or early next year.

John Paolo R. Rivera, Asian Institute of Management – Dr. Andrew L. Tan Center for Tourism associate director, said in a Viber message the tourism sector is expected to have a “strong recovery” this year.

“I think people are not afraid of coronavirus disease 2019 (COVID-19) anymore as it has been managed already and herd immunity has set in. There will be a strong recovery of the tourism and hospitality sector this year, especially this summer, as things have started to normalize and the economy opens much further,” he said.

Mr. Rivera said domestic tourism has always been a key driver of growth.    

He noted the dry season is a good time for local tourism businesses to generate more income.

“It is the time where our sun-sand-sea destinations are in demand, generating revenue opportunities for many tourism enterprises. It is an opportune time for everyone to maximize the benefits from Philippine tourism. It is also a good reminder that we need to make it sustainable through responsible tourism activities,” Mr. Rivera said. 

PHOA’s Mr. Bengzon also urged tourism stakeholders to continue observing minimum public health standards amid the surge in tourist volume.

DoT figures showed that the Philippines had 2.65 million international visitor arrivals in 2022.

For this year, the DoT is targeting 4.8 million international visitors, still far from the 8.26 million international arrivals logged in 2019.    

The Philippine tourism sector accounted for over 5% of the country’s gross domestic product in 2021, according to the Philippine Statistics Authority.

Frasco convenes first TCC meeting, forecasts full domestic recovery in 2023

MANILA — Department of Tourism (DOT) Secretary Christina Garcia Frasco on Monday (20 February) convened the Tourism Coordinating Council (TCC) in a meeting held at the Philippine International Convention Center (PICC) where she laid down the strategic directions that the Department will take in a bid to hasten the recovery of the pandemic-hit sector.

This is the first time that the council convened under the Marcos Administration with the last meeting held in November 2020. Republic Act 9593 or the Tourism Act of 2009 states that the Tourism Coordinating Council shall serve as a coordinating body for national tourism development efforts. The Tourism Secretary serves as the chairperson with heads of DOT attached agencies, heads of national agencies, and representatives of private and public sectors as members.

“I am looking forward to our exchange today as we lay out our plans for 2023 and onwards under the administration of President Ferdinand “Bongbong” Marcos , Jr.” said Secretary Frasco as she welcomed the attendees of the meeting.

The council is mandated to carry out functions deemed vital to the tourism industry such as the preparation of a five-year strategic plan to develop a culture of tourism, approved annual infrastructure program that shall promote access to and from airports and seaports, and tourism enterprise zones (TEZs) and other tourism destinations, as well as create committees and technical working groups in pursuit of its functions.

Underscoring the critical role of tourism, Secretary Frasco provided the TCC with an overview of the National Tourism Development Plan (NTDP) 2022 to 2028.

“This National Tourism Development Plan for 2023 to 2028 envisions Transforming the Philippine tourism industry to becoming a tourism powerhouse of Asia, that is anchored in the Filipino identity, on sustainability, resilience, and global competitiveness, and that benefits the Filipino people,” she explained.

“The NTDP is framed by the strategic values of Philippine Identity, Sustainability, Resilience, and Global Competitiveness. Our programs should reflect these values if we are to truly seize the opportunities for long-term growth for our industry. But these programs can and should be implemented through the strategic approaches of Convenience, Connectivity, and E-Quality, keeping in mind our collective duty to create positive experiences of our most important stakeholders – our travelers and the many tourism communities across the country,” the Secretary added.

The DOT targets to roll out the NTDP by March of this year.

“I’m glad that you did call a meeting because first of all, the newly-elected board of TCP would like to express our all-out support for the revised NTDP and we know that with everybody’s help, putting our heads together, we can easily make success out of the rebirth of our tourism industry,” said Tourism Congress of the Philippines (TCP) President Roberto Zozobrado.

“Definitely, your National Development Plan is something that we will support. We see in your vision an integrated tourism development plan,” enthused Department of Transportation (DOTr) Undersecretary Roberto C. Lim.

Full Domestic Recovery in 2023

The Tourism Chief also outlined the programs and projects that are currently being implemented such as the establishment of Tourist Rest Areas across the country, the enhancement of airports and seaports, and incorporation of the Filipino brand piloted at the Ninoy Aquino International Airport Terminal 2, as well as the provision of internet connection to at least 94 tourism destinations as part of the Memorandum of Agreement between the DOT and the Department of Information and Communications Technology (DICT); and projects in the pipeline such as the creation of a Tourist Lifecycle App, establishment of a Tourist Call Center and the anticipated signing of agreement with the Department of National Defense (DND) and the Department of Interior Labor and Government (DILG) recognizing the necessity of ensuring peace and security in tourist sites.

With many of the projects already in full swing, Frasco made a fearless forecast of full domestic recovery this year.

“Even as the pandemic set back our gains, the momentum for recovery and growth is already here. We see domestic tourism recovering to 2019 levels this year, and international tourism next year,” said the tourism chief.

“You hear it; you see it; you feel it. The time of Philippines is now. The possibilities for Philippine tourism are endless. With your continued support we will accomplish our goals for a tourism industry that is a major economic pillar for our country,” Secretary Frasco said in her closing remarks as she rallied the support of all tourism stakeholders present.
