Saudi Arabia's Ministry of Tourism announced a new Ministerial Decree that will allow faster, easier access to the country.

New regulations will enable Gulf Cooperation Council (GCC) residents the option to apply for an eVisa through Visit Saudi's online portal. Moreover, residents of the UK, the US, and the EU can apply for a visa on arrival.

Holders of a valid tourist or business visa from the UK, US or one of the Schengen agreement countries will continue to be applicable for a visa on arrival, provided the tourist or business visa has been used at least once to enter the country.

The eVisa will be a one-year, multiple entry visa, allowing tourists to spend up to 90 days in the country. It covers tourism-related activities and Umrah (excluding Haj season) and excludes other activities such as studying.

The new decree also no longer requires visitors to visit the country's embassy before entering Saudi Arabia, allowing potential travellers a more simplified journey.

Ahmed Al-Khateeb, Minister of Tourism for Saudi Arabia, said, "Elevating the visitor experience is at the heart of the tourism sector's future. Through harnessing digital innovation and streamlining the traveller journey, Saudi Arabia is welcoming more and more visitors from all corners of the globe."

Travellers from 48 countries are eligible to apply for the visa; including Canada, the USA, Switzerland, the UK, China, Singapore, Australia, and South Korea. However, South Asian countries India and Pakistan are not on the list of countries eligible for the eVisa.

Here is how applicants can apply for the visa:

According to the https://visa.visitsaudi.com/ website, travellers can apply for a visa in three simple steps:

  • Fill in the online application
  • Pay the visa fee
  • Get your online visa

Here are things to keep in mind:

  • Applicants must be at least 18 years old to use the service and to apply for an eVisa. Travellers cannot use the service if they are under 18 years of age. "If you will be using the service on behalf of a minor, you agree to these terms on behalf of that minor and you represent that you have the authority to do so. If you do not have such authority, you must not use the service," according to instructions posted by the Saudi Ministry of Tourism.
  • Applicants need to have a valid passport with six months validity from a permitted country.
  • If the eVisa application is accepted, the visa will be sent as an attachment via e-mail.
  • Rejected applicants will be informed via e-mail.
  • Once applicants have submitted an application for an eVisa, they will not be able to cancel it or request a refund under any circumstances.
  • However, applicants that are not successful (for whatever reason) will not be entitled to a refund of any application fees paid.
  • Any application containing false or misleading information will be rejected.
  • Payment of an application fee does not guarantee approval of an eVisa.
  • The price of the service will be set out on the Website and at the time of payment during the eVisa application process.
  • VAT will be charged at the applicable rate and will be payable by the applicant as part of the fees.
  • eVisa will be valid for one year from the date of issuance.
  • It will be valid for multiple entries unless stated otherwise on the specific eVisa.
  • The maximum length of stay allowed under the eVisa is three months.
  • Once granted an eVisa, it cannot be extended.
  • If the eVisa expires before entry to KSA, applicants must apply again and another application fee must be paid.
  • An eVisa is granted solely for tourist purposes or for the purpose of performing an Umrah and it is not considered a visa for work.
  • Applicants must be able to support themselves (and any dependents) during the visit.

Requirements

The following are the requirements to apply for a Dubai Visit Visa for a GCC resident or a Saudi Iqama holder;

  • Original Iqama with at least 3 months validity. – Check Iqama Expiry Date
  • Suitable Profession .
  • Passport with at least 6 months validity.
  • Iqama is issued at least 12 months before the travel. It means that only those people who have been in Saudi Arabia for at least 12 months are eligible for this visa.
  • A personal Photo.
  • ID Card issued from your home country.
  • The profession must not be changed after getting the visa.
  • Credit Card to make online Payment
  • The expat sponsor must be traveling with the dependents.

Register with GDRFA Website

Every GCC resident or Saudi Iqama holder has to register with the Dubai GDRFA website to apply for a UAE visit visa;

  • Open GDRFA Website https://smart.gdrfad.gov.ae/
  • Register New User with Email .
  • Enter your details and then click on the “ Send OTP ” button.
  • Enter the OTP and click on the “ Register ” button.  
  • First name: Given Name (as in passport).
  • Middle name: Surname (as in passport).
  • Last name: Father’s name (as in passport).

After the successful registration;

  • Log in to your account https://smart.gdrfad.gov.ae/
  • Click on the “ New Application “.

Upload Documents

At this stage of applying for a Dubai Visit Visa, a GCC resident or Saudi Iqama holder needs to upload the following documents with a maximum size of each document to be 100KB ;

  • ID Card/Birth Certificate Issued from the Home Country.
  • Personal Photo.
  • Sponsored GCC Residency: Iqama .
  • Passport Page.
  • Flight Ticket if traveling by Air.

Once you have received a Dubai visa for the head of the family, you can  apply for the UAE Visit Visa for the dependents of GCC residents or Saudi iqama holders;

Follow the same process with the only difference in GCC Sponsor Details, where you are required to enter them;

UAE-KSA Border

Experience:   The immigration process at the KSA-UAE border was very smooth. Nobody asked me which port of entry I chose, which was my main concern before traveling. I chose the Hatta border, as mentioned in the article above.

In 2019, the Kingdom of Saudi Arabia introduced an electronic application system to allow a number of foreign citizens, including UAE residents, to apply online for a Saudi tourist visa.

The new system marks the first time that a tourist visa has been available to travel to the Kingdom, and has been implemented by Crown Prince Mohammed bin Salman as part of the Vision 2030 initiative to modernize Saudi Arabia and encourage growth in the tourism sector.

Can UAE Passport Holders Apply for a Saudi Online Visa?

The majority of foreign citizens require an approved Saudi visa to enter the country and enjoy a short stay. The only exceptions are citizens of 4 countries that are part of the Cooperation Council for the Arab States of the Gulf : Bahrain , Kuwait , Oman, and the United Arab Emirates . Citizens of these countries are only required to present a valid passport to gain entry to the country.

However, while citizens of the United Arab Emirates do not need a visa to enter Saudi Arabia , non-visa-exempt foreign nationals resident in the UAE are required to obtain an approved visa to visit the Kingdom.

Citizens of countries that are usually not eligible for the Saudi eVisa including nationals of Bangladesh, India, and Pakistan , may apply as a resident of the United Arab Emirates. Obtaining a Saudi tourist visa for UAE residents is as easy as completing an online application form , which only takes a few minutes to fill in,

The Saudi Arabia eVisa is a multiple entry visit visa which allows the holder to enter the Kingdom multiple times, for a maximum stay of 90 days with each entry . Once approved, a Saudi visa for residents of the UAE has a validity of 1 year from the date of issue.

Saudi Arabia e-Visa Requirements for UAE Residents

In order for foreign residents of the UAE to submit an online visa application, it is first necessary to meet the Saudi entry requirements . UAE residents are required to have:

  • A passport with a minimum validity of 6 months from the intended date of arrival in Saudi Arabia
  • A valid residence permit for the UAE
  • A recent photograph, passport-style
  • A current email address at which to receive a copy of the approved Saudi eVisa
  • A valid debit or credit card to pay the Saudi visa fee.

The eVisa fee includes a Mandatory Medical Insurance Policy linked to the approved electronic visa, which is a compulsory requirement to travel to the country. The applicant is randomly assigned a government-approved insurance provider at the moment of eVisa approval.

When completing the online form, it is necessary to input a variety of personal and passport information , including:

  • Country of birth
  • Country of citizenship
  • Passport number, type, and issue and expiry dates
  • Residential Home Address
  • Marital status
  • City of Residential Address
  • Country of Residential Address
  • Travel details including the intended date of entry.

It is also necessary to provide details of the traveler’s accommodation in Saudi Arabia on the form, including accommodation type, and name and address of the hotel or host.

Applying for a Saudi Online Visa from the United Arab Emirates

In addition to filling in all of the information listed above, UAE residents are also required to answer a few simple questions related to security matters in order to submit an online Saudi Arabia visa application . The answers provided will be screened against security databases before the eVisa can be approved.

Before submitting the form and paying the visa fee, it is essential to check that all the data provided on the application is correct in order to avoid delays in receiving the approved eVisa or the rejection of the application form. This is because even small errors in the details entered may cause problems in processing the application.

Applicants are advised to submit a Saudi visa application from the UAE at least 3 working days before the intended date of travel , to ensure sufficient processing time. The eVisa processing time does not include weekends or Saudi public holidays.

A Saudi visa for UAE residents is an official document offered by the Saudi Arabia government to UAE residents who want to enter Saudi Arabia. The visa is a multiple entry electronic type of visa and is only offered to GCC residents who include people living in the UAE and other GCC countries.

When you apply for this visa, it is provided in PDF format and is given to those travelling to Saudi for tourism purposes and those going for Umrah when it is not the Hajj season. The UAE resident visa from Saudi is valid for one year and allows you to stay in the country for up to 90 days.

If you are 75 years old and above, and applying for this visa, you will have to pay additional money for insurance because the regular insurance does not cover people aged 75 years and above.

The price of this visa may also change depending on the specific type of visa you are applying for and the period you plan to stay in Saudi.

Validity Period for Saudi Visa

The Saudi Arabia visa for UAE residents is a multiple entry type of visa and is valid for one year after the date you enter Saudi. You can enter and exit Saudi multiple times in that one year when using this visa. The total number of days you stay in Saudi should however not exceed 90 days.

Saudi Visa Extensions for UAE Residents

According to the Ministry of Foreign Affairs in the Kingdom of Saudi Arabia ( MOFA ), Saudi E-visas are generally non extendable. The E - visa is valid for one year. Also it allows multiple entries with a maximum stay of 90 days per entry. If the E – visa expires before using it or if you stay in Saudi Arabia exceeding the visa expiry date you will have to apply for a new visa. In such cases you cannot request for extensions of the current visa.

Insurance for Saudi Visa

Every visitor entering the Kingdom of Saudi Arabia, including UAE residents must have a valid travel insurance to be allowed into the country.

When you apply for a Saudi visa, your insurance policy is activated on the date you are expected to travel to Saudi, that is the date registered on MOFAA’s Visa Issuance System (Enjaz).

Immediately the insurance policy gets activated, we will email you with an electronic copy of the insurance and an electronic medial card.

If you want to cancel the insurance, you will also have to cancel your Saudi visit visa from the Saudi Embassy or the consulate office.

Moreover, if the Saudi visit visa is issued after the date you expected to arrive in Saudi, we will activate your travel insurance on the date your visa is issued to you.

Saudi Visa for Specific Categories

Presently, Saudi Arabia offers 4 visa categories for UAE citizens--Multiple entry visa for 90 days, business visa, umrah visa, tansit visa. Most UAE residents, in general, opt for the 90-days multiple entry visa. On the other hand, some travellers opt to get the visa relevant to their purpose of travel ( Business visa for business purposes, umrah visa when travelling to Mecca )

Saudi Tourist Visa

Travellers visiting Saudi Arabia for leisure, family visits can apply for a Saudi tourist visa. It is a multiple entry visa with 90-days validity period. Also pilgrims traveling to perform Umrah can obtain a Saudi tourist visa as well. However, this visa type is not issued during the Hajj season.

Business Visa

Travellers who wish to enter to Saudi Arabia for business purposes can apply for a Saudi business visa. Business purposes may include business meetings, conferences, exploring business opportunities in Saudi Arabia.

You are usually required to have an invitation from a Saudi company or government entity in order to apply for a Saudi business visa

Pilgrims planning to visit Mecca to perform Umrah can apply for an Umrah visa and pre-plan their religious pilgrimage. This type of visa is not available during the Hajj season

Transit Visa

Travellers passing across Saudi Arabia can apply for a transit visa ( Also known as stopover visa ). This visa type allows its holder to stay in the country for up to 96-hours. Transit visa is the best choice for travellers who wish to explore Saudi Arabia during their layover. You can apply for a transit visa, if you are booking your flights with carriers like Saudia or Flynas

Saudi Visa for Indian and Pakistani UAE Residents

Similar to all the other UAE residents, both Indian and Pakistani UAE residents can apply for a tourist E – visa or business visa. However, the applicant must fulfil the general requirements.

This tourist visa allows both Indian and Pakistani UAE residents to enter to Saudi Arabia for leisure, events, family visits, and Umrah ( excluding Hajj season ). All you got to have is UAE residency and a passport with at least six months of validity. If you are holding a US, UK or Schengen visa, you become eligible to obtain an on arrival visa.

This is a multiple entry visa. You can use this eVisa for tourism, family visits and Umrah ( excluding Hajj season ).

Validity of Visa

The visa validity period is one year for multiple entry visas and three months for single entry visas. The length of stay will be 90 days for multiple entries and 30 days for single entries.

For starters, there are plans for a unified tourist visa to be made available to Gulf Cooperation Council (GCC) nationals. Saudi Arabia is also investing $800 billion in its tourism sector, in the hopes of attracting 150 million annual visitors by 2030. Travelers passing through Saudi Arabia have the opportunity to visit Saudi Arabia’s wealth of natural wonders, provided they meet certain requirements. That being said, what’s the process like to obtain a Saudi transit visa for UAE residents? Who is eligible for one and what are the requirements?

In this article, we share how UAE residents can apply for a Saudi transit visa.

Defining the transit visa

Let’s first define what a transit visa is before we jump into the specifics of how UAE residents can apply for one.

The Saudi transit visa is a travel document that permits you to pass through another country en route to your destination. For instance, you may be traveling to Europe from Asia and your flight would need to make a stop in Riyadh, Saudi Arabia.

The Saudi transit visa (sometimes also referred to as a stopover visa), in particular, refers to temporary entry into Saudi Arabia for a few hours to a few days as part of a layover, or when passing through Saudi Arabia via land or sea. It allows travelers to pass through Saudi land borders, airports, or ports for no more than 96 hours.

Transit visa holders may perform a variety of activities while in Saudi Arabia, such as going sightseeing or performing Umrah, but not Hajj.

Eligibility

Now that we know what a transit visa is, let’s find out who can apply for it. In particular, are UAE residents eligible for it?

A transit visa is open to all nationalities and is only required if your layover in Saudi Arabia is over 12 hours. If your stay in the country is between 12 to 96 hours, then you are eligible for a Saudi transit visa. This means that UAE residents, regardless of their nationality, may apply for a Saudi transit visa.

Those eligible for a Saudi transit/stopover visa may enjoy its 96-hour validity period upon their arrival in Saudi Arabia.

Once you have a Saudi transit visa, you may check it through Saudi Arabia’s Ministry of Foreign Affairs (MOFA) website. Just visit MOFA’s Visa services platform and look for the Enquiry field, select “Visa document number, indicate your visa number, and your passport number, followed by your nationality and the image code for the Captcha. Once verified, you’ll see the status of your Saudi visa.

In case you overstay in Saudi Arabia, you will need to pay a fine of SAR 100 ($26.66) at the airport for each day you’ve extended your permitted stay in the country beyond your visa validity.

Application 

Before we dive into the specifics of applying for a Saudi transit visa, let’s learn about the different types of transit visas, as these will dictate the process or fees involved.

Requirements

To apply for a standard transit visa, you’ll need to prepare the following:

  • Passport with at least six months validity remaining
  • Passport-size photo with a white background. The file must not exceed 20kb in size and should be in JPEG or PNG formats. The image dimensions allowed are 200×200 pixels.
  • Health insurance

Processing time

The great thing about applying for a Saudi transit/stopover visa online is that it only takes about just three minutes to finish. You should receive the transit visa instantly in your e-mail inbox.

As mentioned, while you can avail of a free transit/stopover visa via Saudia or Flynas, note that it is still subject to an administrative fee of $10 as well as medical insurance fees, which may vary depending on the nationality of the applicant and his/her chosen insurance provider. It costs SAR 93.73 ($24.99) via Saudia or Flynas and around SAR 100 ($26.66) for a standard/transit visa (inclusive of tax and insurance fees). Note that these fees are non-refundable.

Applying on behalf of children or a group

If you’re transiting through Saudi Arabia, you might be touring the country with family or friends. If, on the other hand, you are availing of the free transit/stopover visa through Saudia/Flynas on behalf of children, simply enter their passenger and passport details on the airlines’ respective websites.

Should you be applying for a standard Saudi transit visa on behalf of children and you are their guardian, you should apply for the children’s transit visa using your KSA Visa account. Simply tick the box “apply on behalf of someone else” and indicate your name as their guardian. Note that the child’s nationality must match yours and you must have first secured your transit e-visa before you can apply for the child’s transit e-visa.

In the event that you’re applying for a transit e-visa on behalf of a group, click “Save and add applicants” to add the other group members. If there are children in the group, just fill out the same guardian form. Note that the nationality of the one applying for the group must match those of the group members. If there are different nationalities within the group, apply via a VFS Tasheer center or a Saudi embassy/consulate.

Finding and keeping a copy of your transit visa

You won’t need to present a hard copy of your visa, because it will show up in the Saudi travel authorities’ system. But it is recommended to keep a digital copy on your mobile phone.

If you wish to print your visa and you did not receive a copy of it, visit https://visa.mofa.gov.sa/visaservices/searchvisa (from the website of Saudi Arabia’s Ministry of Foreign Affairs) to print it from the platform.

Apart from the above-mentioned requirements to obtain a Saudi transit visa, you will also need to acquire travel insurance for your trip. According to Saudi Arabia’s Council of Health Insurance (CHI), health insurance is mandatory if you are applying for a visa.

Once your visa is issued, your health insurance will automatically be activated. The health insurance will cover in-patient treatment (including the cost of COVID-19 treatment) and all health emergencies by a network of approved healthcare service providers.

When making a claim, note that it is not necessary to pay a deductible or a co-payment when you visit an authorized health insurance provider such as a pharmacy, doctor’s office, or an ambulance service center. To get a copy of your insurance policy, download it as a PDF file through the same account you used for the application.

What is an Umrah visa?

According to the official website of Saudi Arabia’s Ministry of Haj and Umrah – haj.gov.sa – an Umrah visa is an electronic visa granted by the Kingdom of Saudi Arabia to people who wish to perform Umrah. The visa allows the visa holder to travel freely between Mecca, Medina, and all cities of Saudi Arabia during the period of their stay .

How can I apply for an Umrah visa?

According to the official website of the UAE government – u.ae – anyone who wishes to perform Haj or Umrah needs to apply for a visa through a licensed tour operator.

“The Haj/Umrah tour operator will apply for a visa on your behalf. The Ministry of Haj and Umrah of the Kingdom of Saudi Arabia issues visas,” the website states.

Gulf News spoke with Husham Kattingeri, an outbound travel supervisor at Regal Tours Worldwide, who specialises in visa processing for travel outside the UAE, to find out how UAE residents can apply for an Umrah visa.

According to Kattingeri, anybody who is a UAE resident and Muslim can apply for the visa.

“The system has now changed and it is very easy to get an Umrah visa. Earlier, you had to go to the application centre, submit your passport and wait for the visa to be stamped on it, which would take five to seven days. Now, they have changed to an e-visa system, so you can apply through an authorised travel agent, submit your documents, make the payment and get an e-visa. Then you can book your tickets,” Kattingeri said.

How long is the visa valid for?

“Validity to use the visa is 30 days. This means that once you get the visa you can travel to Saudi Arabia within 30 days,” Kattingeri said.

Umrah in Saudi Arabia

According to haj.gov.sa, Umrah visas allow holders to stay in the country for a length of 30 days. The visa cannot be extended further.

However, according to travel agents Gulf News spoke with, the duration of stay can more often be shorter, as applicants may choose a six-day or 10-day package, depending on the options provided by the tour operator.

The Saudi Ministry’s website – haj.gov.sa – also states a similar requirement for applying for Umrah visas. According to the website, individuals cannot come on an Umrah Visa without a service package.

“The external agent [travel agent] cannot get an Umrah Visa without a service package (housing/transportation),” the website states.

Can women travel without a male companion?

Thai Umrah pilgrims arrive at the King Abdulaziz airport in Jeddah.

According to haj.gov.sa, a woman can get an Umrah visa if she is going to travel with a group of women and is 45 years or older. “If she is under 45 years, she is obliged to travel with a mahram . The local authorised agent shall identify the male relatives of the women,” the website states.

According to the Islamic Affairs and Charitable Affairs Department, Dubai, a m ahram is a male with whom marriage is prohibited.

When is the Umrah visa issued?

Umrah visas are not issued throughout the year. According to haj.gov.sa, the Saudi government issues Umrah visas from the 15th day of the month of Dhul Hijjah, and the last date of receiving Umrah Visa applications is the 15th day of the month of Shawwal of each Hijri year, in coordination with the Saudi Ministry of Foreign Affairs.

Documents required

According to Kattingeri, as the application process is now online, the documents should also be in a digital format. To apply for an Umrah visa, you would need to submit the following documents:

• Passport copy • UAE visa copy • Passport-sized photograph

COVID-19 requirements

While the Saudi authorities have lifted the requirement for applying for a permit to visit the grand mosques in Mecca or Medina, you would still need to take a PCR (Polymerase Chain Reaction) test 48 hours before your flight’s departure time .

“You will also need to register on the Muqeem portal – arrival.muqeem.sa – to register as a vaccinated or non-vaccinated passenger,” Kattingeri said.

The registration process will require you to enter your country of departure (UAE), your nationality, and your visa number.

How much will the Umrah visa cost?

The cost for the Umrah visa is currently between Dh1,400 to Dh1,800 per person, according to tour operators in the UAE.

“This is only the cost of the visa, per person. The standard packages include the cost of hotel stay and airlines for specific dates. We also customise the packages, according to the needs of the customers,” Kattingeri said.

Group packages

According to Bujair Mangalangattu, Supervisor at Deira Travel And Tourist Agency, group packages are also often selected by people wishing to go for Umrah, as the total cost can be a lot cheaper, compared to individual packages.

He added that the number of days you can stay in Saudi Arabia can also vary, depending on whether you are travelling by road or by air.

“The ‘By road’ package is usually for 10 days, including the travel time. It usually takes us around 14 to 15 hours to travel to Saudi Arabia by road. If there is heavy traffic at the border, it may take up to 18 hours. So, you can stay in Mecca for four nights, in Medina for three nights and two nights are for travelling. If you take a flight, you may get a six-day package, with three nights in Mecca and two in Medina,” Mangalangattu said.

What would be the total cost of the Umrah trip?

According to Mangalangattu, the total cost would depend on not just your length of stay but also the hotel you wish to stay in.

“The cost actually depends not so much on the star rating of the hotel but the distance from the grand mosques. The closer the hotel is to the mosque, the more expensive it would be,” he said.
