Dubai: The Federal Authority for Identity and Citizenship (ICA) has informed applicants of how they can apply for a five-year multiple entry tourist visa for all nationalities through the authority’s website.

According to a post shared by the authority on its official social media channels on August 4, the authority provided the steps that an applicant needs to complete in order to apply for the visa.

On March 21, 2021, the UAE Cabinet approved a five-year multiple entry tourist visa for all nationalities.

Is a UAE-based sponsor required for the visa?

According to the details provided when the visa was announced, the visa does not require a UAE-based individual or organisation to sponsor the visa. Tourists can apply for the visa on self-sponsorship.

What is the maximum duration of stay on the visa?

As per the announcement, a tourist can stay for 90 days on each visit. This can be extended for another 90 days.

Up until now, tourists could only get visas for 30-day or 90-day durations.

How to apply for the five-year tourist visa

Step 1: Log on to the ICA website – www.ica.gov.ae

Step 2: Select ‘E-channel Services’ from the main module on the website.

Step 3: Select ‘Public services’.

Step 4: Select the service ‘Visa – multi-trip / tourist long-term (5 years) for all nationalities / visa issuance’

Step 5: Fill in the application form with your personal details as well as your passport details.

Step 6: Attach the following documents:

Coloured photograph

Passport Copy

Medical Insurance copy

Bank statement for the last six months with a balance of at least $4,000 or its equivalent in foreign currencies in the last six months.

Step 7: Review your application.

Step 8: Make the payment for the fees. The application fee is Dh650.

Note: It is also important to check the PCR test and vaccination requirements before you book a ticket, after you have received a visa to travel to the UAE.

UAE 5-Year Multiple-Entry Tourist Visa

The United Arab Emirates, or simply the Emirates, is one of the most popular tourist destinations in Western Asia, and the country has initiated numerous initiatives to promote the region’s travel and tourism industry. The new 5-year multiple-entry tourist visas are one such initiative the UAE has launched to draw more tourists to the Emirates.

In this article, we cover all the things you need to know about the UAE’s Multiple-Entry Tourist Visa, including the Application Process, Fees, and Processing Time.

UAE 5-Year Multiple-Entry Tourist Visa

The UAE’s five-year multiple-entry tourist visa is an excellent option that allows travellers to enter the country multiple times on self-sponsorship over a five-year period. Not just tourists, the new multi-entry visa is also useful for companies that want to bring employees in and out of the country for meetings, conferences, and other events.

During a Cabinet meeting in March 2021, Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President, Prime Minister, and Ruler of Dubai, announced the five-year tourist visa scheme. Soon after, the first visas were issued.

He went on to say, “We also approved multiple-entry tourist visas for all nationalities in order to strengthen the UAE’s status as a global economic capital.”

Eligibility And Stay Period

All nationalities are now eligible for a five-year, multiple-entry tourist visa to the UAE. Tourists can enter the UAE multiple times on self-sponsorship and stay for 90 days on each visit with a visa. However, they can extend their stay for another 90 days without leaving the country.

Notably, the five-year multiple-entry tourist e-visa is only valid for 60 months from the date of issue, the applicant must visit the UAE within 60 days to validate the e-visa.

Documents Required For UAE 5-year Multiple-Entry Visa

You can apply for a UAE visa directly on the ICA or GDRFA websites. While filling out all required fields, you must ensure that the information you provide in your visa application is correct.

For example, you do not need to show proof of flight tickets or hotel reservations for this type of UAE visa. However, you must provide certain travel documents when applying for a visa. These travel documents will be required for your application.

The following are the few requirements established by the UAE Federal Authority for Identity and Citizenship to apply for a 5-year multiple entry visit visa to the UAE:

  • Bank statement for the previous six months demonstrating a balance of USD 4,000 or its equivalent in foreign currencies.
  • Proof of UAE Health Insurance.
  • Copies of your passport’s front and last ages.
  • Recent colour passport-sized photographs against a white background.

It is worth noting that in some cases applicants may also be required to provide additional documents when applying for a UAE five-year multiple entry visa, such as:

  • Copy of the flight ticket.
  • Proof of residence, like an invitation letter from friends and family in the UAE.
  • Hotel bookings or lease agreements.

How to Apply For 5-year Multiple-Entry Visa?

The application process for a five-year tourist visa is fairly simple. Online applications are accepted through the Federal Authorities for Identity, Citizenship, Customs and Port Security (ICP) website or the General Directorate of Residency and Foreign Affairs (GDRFA) portal, Dubai Smart Application or by using the Amer247 Immigration Services.

Apply Through GDRFA Website:

  • Log in to the website (gdrfad.gov.ae)
  • Register a new user account (in case there is no account)
  • Select the required service
  • Attach the required documents
  • Pay the fees due for the service
  • Submit the application

Apply Through GDRFA-Dubai Smart Mobile Application :

  • Download the GDRFA-Dubai application through the authorized stores: Apple store/Play store
  • Register a new user account (in case there is no account registered)
  • Submit the request

Apply Through AMER Center:

  • Head to one of AMER service centres
  • Select the required service at the receptionist
  • Submit the required documents to the service employee

Please Note:

If any documents are missing from the application, the customer is notified and given 30 days to attach the missing documents. GDRFA will cancel the application if the missing documents are not attached.

If no missing documents are found in the application, GDRFA will notify the customer of the approval, and the authority will email the approved application to the customer.

GDFRA Visa Fee

According to the details available on the official website of the GDRFA, an application for a five-year multiple entry visa will cost you Dh1500 or around ₹32,653.

  • A collection commission of Dh20 is added per transaction / Commercial Bank of Dubai
  • A collection commission is added: Dh50 for companies and Dh15 for individuals/Emaratech Company.
  • If the application is submitted through AMER Centers, a fee of Dh100 will be added.

To apply for a Multiple-Entry Tourist Visa, applicants can also use the ICP’s official website , service centre, call centre, innovative application, and in-person attendance.

According to ICP, a five-year visa is issued to family members in order for them to obtain a multi-entry tourist visa for a period of five years (five years). It allows the beneficiary to stay in the country indefinitely, up to (90) days. It can be extended to a maximum of 180 days during the year.

Apply Through ICP Website/Mobile App

  • Access the smart services system (digital identity or username).
  • Search for the service you want to apply for.
  • Fill in the application data, where applicable
  • Pay the service fee (if any)

Apply Through Service Centres

  • Visit the nearest Customer Happiness Centre
  • Get a queue ticket and wait.
  • Submission of the application fulfilling all conditions and documents (if any) to the customer service employee

Apply Through Typing Centres

  • Visit the nearest Typing Center accredited by ICP
  • Submission of the application fulfilling all conditions and documents (if any) to the typing centre employee

ICP Visa Fee

When you apply for a Multiple-Entry Tourist Visa through the ICP, you must pay the visa application fees listed below.

  • Request fees: Dh100
  • Issue fees: Dh100
  • E-service fees: Dh28
  • ICA fees: Dh22

The application will be cancelled electronically after thirty (30) days if it is returned due to missing data or non-completion of the required documents, according to the ICA.

If the application is returned three times due to missing data or non-completion of the required documents, ICP will cancel it.

Issuance fees are refunded only if the application for Identity and Citizenship is rejected by the Federal Authority.

Visa Processing Time

With the UAE receiving an average of 2,000 tourist visa applications per day, the visa processing time is approximately 5 – 6 business days. If you applied through the ICA portal, however, you can track your visa status online by entering your request number and email address (used while registering).

The UAE Cabinet approved the decision to issue a multiple-entry UAE tourist visa that would remain valid for five years. 

This new Dubai tourist visa for 5 years was announced after a cabinet meeting. His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice-President, Prime Minister of the UAE and Ruler of Dubai chaired the meeting.

Passport holders from all nationalities will be eligible to apply for the new 5-year multiple-entry tourist visa. One can stay in the country for a continuous 180-days. However, another 90-day extension could be granted upon request. The applicant will be self sponsoring the visa and can enter and exit the country as many times as he or she desires.

This is another step by the UAE government to reaffirm the country’s position as one of the top global tourist destinations.

IMPLEMENTATION OF THE FIVE-YEAR UAE TOURIST VISA

The five-year, multi-entry UAE tourist visa announcement was made on 21st March 2021. The finer details about how this visa will be rolled out will be revealed in due course. Its implementation, on the other hand, is the responsibility of the Federal Authority for Identity and Citizenship.

As per reports, the terms and conditions for getting the five-year, multi-entry UAE tourist visa will be the same as for the current UAE tourist visa.

EXPO 2020 VISITORS

The initial announcement regarding the 5-year visa was made last year in line with Expo 2020.

At the time, the chairman of the Federal Authority for Identity and Citizenship, Ali Mohammad Bin Hammad Al Shamsi, had said that this decision was also taken into account, keeping in mind the upcoming visitors for Expo 2020 . The UAE welcomes 21 million visitors each year. Dubai, in particular, contributes to welcoming a significant number of tourists, so having this longer, new 5-year Dubai tourist visa will certainly be helpful.

With Expo 2020 scheduled for later this year, the government is trying to increase that number significantly. The idea is to use this mega event as a catalyst to create further global interest. By offering a 5-year tourist visa to Dubai, the government wants to ensure higher volumes of visitors that would like to stay in the country for the long term.

So far there hasn’t been an announcement regarding the fees for the 5-year Dubai visa for tourists.

HOW LONG IS THE VISA PROCESSING TIME?

An announcement in this regard is also expected soon. However, generally, UAE visa processing timing are fairly swift.

HOW WILL THE RESIDENTS BENEFIT FROM THIS CHANGE?

Relatives of residents who want to stay in the UAE currently have to apply for extensions if they intend to stay longer than the period mentioned on the visa. With this 5-year tourist visa in Dubai due to be enrolled soon, families can spend more time with their loved ones in the UAE. 

Moreover, this five-year UAE tourist visa will, at the very least, reduce the application processing times. Applying for a visa can be a stressful experience and having to do it repeatedly is a hassle. With the 5-year UAE tourist visa, residents can stay with their relatives for longer periods. More importantly, they would only have to make a one-time payment. 

While the new tourist visa for Dubai has been announced, the implementation and roll-out of the procedures may take some time. So, those who are currently staying in the country on a tourist visa, here’s how to extend tourist visa in Dubai .

  • .Exit and Re-entry Requirements : While the visa allows for multiple entries, there may be restrictions on the maximum duration of each stay and requirements for exiting and re-entering the country.
  • A passport with six-month validity at the time of submission.
  • A passport-size photograph
  • Medical insurance that is valid for the UAE.
  • A bank statement of the last six months with a minimum balance of $4,000 
  • You must also provide a local UAE address, local landline number, and mobile number.
  • A copy of your  round trip flight ticket and proof of residence.
  • You can also submit an invitation letter from friends and family in the UAE.
  • Or provide confirmation of hotel booking or a lease agreement.

As the first half of 2024 concludes, Dubai’s property market continues to exhibit robust growth, with a significant influx of foreign buyers, absorption of existing inventory, as well as movement into suburbs, according to data released by real estate firms.

Post-new year stability and rising prices

Following what looked like post-New Year stability in early Q1 2024, property prices in Dubai’s most searched-for areas have risen again, countering any speculations of a slowdown.

Despite the ongoing increase in property prices, Dubai remains highly affordable compared to other luxury real estate destinations worldwide, making it an attractive option for new and institutional investors, solidifying the city’s position as a global investment hub, as per Bayut’s latest report.

Its report on H1 trends shows that prospective homebuyers and investors for affordable properties have shown heightened interest in areas such as International City, Dubai South, DAMAC Hills 2, and The Valley by Emaar. Additionally, individuals looking for mid-range properties have gravitated towards neighbourhoods such as Jumeirah Village Circle, Jumeirah Lake Towers, Al Furjan, and The Springs.

Conversely, investors interested in luxury properties have focused on a range of options available in Dubai Marina, Business Bay, Arabian Ranches, and Dubai Hills Estate during H1 2024.

Record growth in sales volume

In the first half of 2024, Dubai’s property sector saw a year-on-year volume growth of more than 30 per cent, as reported by Property Monitor.

May 2024 marked a record-breaking month for sales transactions in Dubai.

Property Monitor reported a 47.7 per cent month-on-month increase and a 45.9 per cent year-on-year rise in sales transaction volumes. Similarly, haus & haus also noted that May was their best performing month, possibly due to delayed transactions from April caused by unprecedented storms and flooding in Dubai.

Rising demand for villas

The demand for villas continues to surge as Dubai’s population grows and matures. Property Monitor’s H1 figures indicate significant volume growth for villas, driven by residents looking for family-friendly, long-term living options.

In response, developers have launched 3,323 villas in H1, with many expected to be completed by 2028.

Emaar has announced key master community projects such as The Oasis, The Heights Country Club and Wellness, and Grand Polo Club & Resort, which have garnered strong interest from investors.

High demand for new real estate projects

More than 80 per cent of new property units launched in Dubai since 2022 have sold out, highlighting the high demand for off-plan projects.

Dubai Land Department data shows nearly 214 projects launched, with 148 currently active.

Taimur Khan, head of research for CBRE in the Middle East, noted that despite concerns about an oversupply dampening prices, new stock absorption remains high, with at least 70 per cent of units launched since 2022, sold to date.

Trends for buying properties in Dubai

Meanwhile, Bayut’s data indicates that sales prices for apartments and villas in prominent Dubai neighbourhoods have recorded significant increases, with the highest increase reaching up to 17 per cent for villas in The Valley by Emaar, during the first half of 2024.

In the mid-tier property segment, there has been a noticeable increase in average sales transaction prices for apartments, varying from 12 per cent to 40 per cent, with the most significant growth observed in Jumeirah Lake Towers.

Similarly, sought-after areas featuring mid-tier villas have observed increases in average transaction sales prices ranging from 4 per cent to 23 per cent. Most areas in the luxury property segment have consistently recorded increases in transactional prices, ranging from 5 per cent to 24 per cent.

Record transaction volumes

According to data from Bayut’s Dubai transactions, which leverages data from the DLD, the first half of 2024 saw a total of 43,075 property sale transactions. These transactions amounted to a combined value of Dhs122.9bn, covering both residential and commercial properties.

Shifts in price brackets

According to CBRE, there has been a notable shift in market dynamics. The sales numbers in the first half of 2024 have been marked by a shift in transaction price brackets.

Transactions below Dhs1,000 per square foot declined by 19.3 per cent in May 2024 compared to the previous year.

However, transactions in the Dhs1,000 to Dhs2,000 per square foot range grew by 64.1 per cent. The Dhs2,000 to Dhs3,000 per square foot bracket saw a significant increase of 154 per cent in activity.

The higher-end segment, priced between Dhs3,000 and Dhs8,000 per square foot, experienced a 19.5 per cent drop in activity due to limited stock availability. Properties priced above Dhs8,000 per square foot accounted for just 0.2 per cent of total sales in May 2024, as per CBRE data.

Changing buyer preferences

Taimur Khan, head of research for CBRE in the Middle East, noted that despite concerns about an oversupply dampening prices, new stock absorption remains high, with at least 70 per cent of units launched since 2022 sold to date.

Sales transactions have moved away from Dubai’s core and prime residential hubs, with buyers now exploring other areas.

Tatiana El Bazi, senior research analyst at CBRE, noted that recent data indicates a trend of buyers shifting away from the city’s central and prime areas.

Trends for renting properties in Dubai

In terms of ROI based on projected rental yields for apartments, areas such as Dubai Investments Park (DIP), and Discovery Gardens, have emerged as top choices for potential investors seeking affordable properties, offering yields of up to 11 per cent.

For mid-tier apartments, Dubai Sports City, Dubai Silicon Oasis, and Motor City are particularly attractive, with rental yields surpassing 9 per cent.

Additionally, luxury apartment locations such as Green Community, Al Sufouh, and DAMAC Hills have shown impressive returns of up to 9 per cent, outpacing many global real estate markets.

Bayut’s analysis of ROI trends for villa communities also shows a positive outlook. Buy-to-let villas in International City offer an average ROI exceeding 7 per cent, making them attractive for investors.

Areas such as DAMAC Hills 2 and Wasl Gate provide ROI percentages above 6 per cent.

Mid-tier villas in Jumeirah Village Triangle, Jumeirah Village Circle, and Mudon have projected ROIs ranging from 6 per cent to 8 per cent.

In the luxury villa market, The Sustainable City stands out with an ROI exceeding 7 per cent, due to the unique features of the properties and limited market supply. Additionally, communities like Tilal Al Ghaf and Al Barari, which cater to family needs, present strong ROIs of over 6 per cent.

Bayut said its data analysis indicates notable increases in advertised rental prices across various segments in popular areas.

Affordable apartment rentals have seen surges ranging from 4 per cent to 31 per cent, with studio flats in Al Nahda reporting the most significant price hike. Mid-tier apartments have experienced upticks of up to 15 per cent. Luxury apartment rentals have generally increased by up to 7 per cent, although some units in Business Bay and Downtown Dubai reported price decreases of under 6 per cent.

Mid-tier villa rentals have increased by up to 15 per cent, with certain bed types in Town Square seeing price decreases of under 1 per cent. Luxury villa rentals have surged by up to 27 per cent, with DAMAC Hills recording the highest increase for its limited inventory of 6-bed units.

For those seeking affordable accommodation, Deira and Al Nahda have become popular choices for apartments, while DAMAC Hills 2 and Mirdif have attracted interest for villas.

In the mid-tier segment, Jumeirah Village Circle (JVC) and Bur Dubai apartments have remained in high demand among tenants, whereas properties in Town Square and JVC have appealed to those in search of villas.

In the luxury category, Dubai Marina and Business Bay have maintained their popularity for apartment rentals, while Dubai Hills Estate and Al Barsha have been the desired destinations for high-end villa rentals.

Increase in rental prices

Transactional rental prices in affordable neighbourhoods for both villas and apartments have generally increased by 2 per cent to 9 per cent. Mid-tier segment apartment and villa rentals have reported increases of up to 10 per cent.

In the luxury real estate segment, transactional prices for both apartment and villa rentals have also risen by up to 10 per cent.

Commenting on the findings, Haider Ali Khan, CEO of Bayut and head of Dubizzle Group MENA said, “Amidst the global economic slowdown and rising interest rates, we have noticed a pattern of investors worldwide turning to wealth-preserving assets.

“Dubai’s real estate sector has emerged as a standout choice in today’s economic climate, with prices and consumer interest continuing to rise even after a 24-month period of continuous growth.”

Who is buying in Dubai?

As evident from the data, there has been a notable surge in demand for both apartments and villas, accompanied by significant increases in transaction prices and volumes.

This rising trend in property prices reflects a dynamic market sentiment. Dubai’s high rental yields, easy real estate financing, and accessible residency visas are factors driving property ownership over renting.

A report by W Capital revealed that British investors were the top purchasers in Dubai’s real estate market during the first half of 2024. Other prominent nationalities included Indians, Chinese, Lebanese, Canadians, French, Italians, Dutch, Pakistanis, and Turkish buyers.

A stranded Indian national — who overstayed his visit visa and lost his vision in one eye — was recently flown home, with the help of the Indian Embassy in Abu Dhabi.

Sunil, who hails from the southern state of Kerala, arrived in the UAE on a visit visa in 2022. “I came looking for employment opportunities. However, I was unable to find a job,” he said.

He ended up exceeding the duration of his visit visa and adding to his woes, he suffered from glaucoma — a disease that damages the eye’s optic nerve.

Sunil's condition got worse, leading to vision loss. “I lost one eye. I am losing vision in another eye," he said.

With his problems mounting, he sought assistance from the Indian Embassy's officials, who promptly took action.

“I contacted the Indian Embassy. The officials offered timely assistance, including air ticket and exit permits. I thank the embassy officials for their support,” Sunil said.

A spokesperson from the embassy confirmed facilitating Sunil’s repatriation to Kerala after completing the necessary paperwork and formalities.

“He sought help from the embassy. We completed the required exit formalities and issued him an air ticket. Sunil flew to his native place on Tuesday,” the spokesperson said.

The embassy has called on expats to strictly observe the UAE’s rules and regulations.

“The Embassy of India in Abu Dhabi is committed to the welfare and assistance of all Indians in the UAE. All Indian nationals are also advised to carefully review the terms and validity of their UAE visas and follow the rules and regulations,” the spokesperson said.
