One Health Pass replaced with PHL’s ‘simpler’ eARRIVAL CARD system

The Department of Tourism (DOT) on Friday (Oct. 21) welcomed the national government’s introduction of the eARRIVAL CARD as a means to provide a more convenient and stress-free experience for Filipino and foreign travelers arriving in the Philippines.

According to Tourism Secretary Christina Garcia Frasco, the inception of the eARRIVAL CARD as a replacement of the existing One Health Pass (OHP) entry requirement for travelers fulfills part of the Marcos administration’s objective to ease the country’s remaining stringent entry protocols in order to attract more travelers and boost the country’s tourism recovery.

The eARRIVAL CARD stemmed from the DOT’s proposal to remove the OHP especially amidst numerous complaints from inbound travelers to the Philippines and, to improve the same, benchmarking more convenient arrival protocols in the ASEAN such as Singapore. Following the DOT’s coordination and discussions with the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), Department of Health (DOH), Bureau of Quarantine (BoQ), and other member agencies of the IATF, the OHP requirement has now been lifted.

Prior to the adoption of the new eARRIVAL CARD, travelers were required to register for the OHP a few days before their travel and accomplish the electronic Health Declaration Checklist (eHDC) on the day of departure.

Compared to the previous OHP system, the eARRIVAL CARD also removes unnecessary information fields, allowing the easier and faster completion of the traveler registration process. For instance, tourism-related fields were significantly cut by half, from 20 items under the OHP to now less than 10 items in the eARRIVAL CARD. Fields such as traveler occupation and educational attainment were also removed.

Upon providing their travel details, personal information, health declaration, and vaccination details on the eARRIVAL CARD website: www.onehealthpass.com.ph , travelers will be issued with a unique QR code.

Travelers must then capture a screenshot of the QR code on his/her mobile or computer device and present this to the BoQ officers at their destination airport in the Philippines.

Further, there is no need for travelers to download and install a mobile app to register, as the eARRIVAL CARD is a browser-based system.

In the event that a traveler is unable to complete their eARRIVAL CARD, the BoQ has staff stationed at the airport to assist in the travelers’ registration. Serving as an important step in the national government’s shift towards a paperless system, the eARRIVAL CARD will eventually remove the need for travelers to fill up the physical arrival cards done upon their arrival in the Philippines.

Aside from the shorter and easier registration process for inbound travelers, the DOT also lobbied to make the eARRIVAL CARD aesthetically appealing by incorporating Philippine sceneries and neutral colors in the design. To promote accessibility and ease of use among travelers, the eARRIVAL CARD registration page also utilizes sectioned fields instead of a single long web page.

According to Secretary Frasco, the eARRIVAL CARD will continuously be improved by the DOT and the DICT, as the agencies work towards making travel into the country more convenient by streamlining the information requirements of agencies including the DOH, BI, and the BoQ into one unified database.

“We at the DOT look forward to continuing this synergistic approach to the improvement of the overall tourist experience through close collaboration with our partner national government agencies under the guidance of President Marcos. Our shared aspiration is to provide travelers with better and stress-free services through continuous improvement of tourism enabling mechanisms in the country, digitalization, and liberalized entry protocols that provide the least inconvenience to travelers and convey that the Philippines is open and ready to receive travelers,” Secretary Frasco said.

Philippine One-Stop Electronic Travel Declaration System

All passengers traveling to the Philippines must complete an electronic travel declaration both ahead of their journey and before departing the country.

The Philippine One-Stop Electronic Travel Declaration (previously called eTravel) replaces the eArrival Card ( originally the One Health Pass ) and the paper-based departure card.

The one-stop declaration requires less information and simplifies the process of authorizing your arrival in and departure from the Philippines and providing your health declaration.

Note that the eTravel declaration is not a visa or eTA . Passengers who require a visa or Philippines eTA must have both a visa/eTA and one-stop authorization. Visa-exempt travelers will still need to complete the One-Stop Electronic Travel Declaration .

What Is the One-Stop Electronic Travel Declaration for the Philippines?

Electronic travel registration includes providing a health declaration and information about the trip.

The data collected from eTravel enables Filipino authorities to perform contact tracing in the event that a traveler is found to have an infectious disease. In this way, it is an important measure to protect public health for both residents and visitors.

You must register with eTravel online before any trip to the Philippines , as well as before departure from the country . Once completed, you will receive a QR code or barcode to present on arrival or departure.

The declaration is the latest iteration of the Philippines’ digital health form. It has replaced the eArrival Card, which, in turn, replaced the One Health Pass. The original name for the form was the e-CIF. It also replaces the paper-based departure card.

The one-stop registration is now the only required health form . The eArrival Card, One Health Pass, and e-CIF are no longer in use.

How to Complete eTravel Declaration for the Philippines

Passengers register the Philippines eTravel declaration online. This is done through a web-based portal rather than a mobile app.

The registration involves completing a short online form with the requested information.

This can be done using a personal computer, laptop, smartphone, tablet, or other device connected to the internet.

The one-stop declaration form

The form asks for the following details:

  • Basic personal details
  • Travel plans
  • Accommodation
  • Vaccination status

There are fewer questions than on previous Filipino online health forms. The new form is more streamlined and quicker to complete .

Once the details are submitted, a QR code is generated .

Who Needs the Philippines eTravel Declaration?

All passengers entering or departing the Philippines must present a QR code or barcode from the one-stop declaration.

This includes:

  • Foreign residents of the Philippines
  • Filipino nationals

Travelers of all nationalities are required to complete a declaration for the Philippines. It is required for all purposes of travel, including transit through the country, and is also needed for departure.

Each traveler must complete a separate form . It is not possible to include multiple individuals on one form.

Do children need the one-stop declaration for the Philippines?

Yes, all travelers, including minors and infants , must have their own eTravel QR code/barcode on arrival/departure.

Parents or guardians may complete the online form on behalf of their dependents.

When Can I Complete the Philippines Electronic Travel Declaration?

Passengers should complete the registration process in the days leading up to their trip.

The information will be submitted for processing a maximum of 72 hours before traveling to the Philippines or departing from the country.

Can I Use the Same One-Stop eTravel Declaration More than Once?

No, the eTravel declaration is valid for a single use only .

The QR code can only be used to board a flight to/from the Philippines within 72 hours of completing the online form. Once it is scanned by a border officer on arrival/departure, it cannot be reused .

Each time you travel to or from the Philippines, you will need to register with the Philippine One-Stop Electronic Travel Declaration System..

Traveling to the Philippines With the One-Stop Declaration

After completing the online form, print or take a screenshot of the QR code or barcode . This is required to board a flight to or from the Philippines and must be shown to a Bureau of Quarantine (BOQ) officer on arrival or departure.

Passengers may present their QR or barcode in one of the following ways:

  • Printed copy
  • Digital copy on a smartphone or device

eTravel QR code or barcode?

The passenger will be issued with a QR code as long as the information provided:

  • Is complete
  • Meets the entry protocols

Travelers with a QR code will be able to use the "Express Lane" on arrival or when departing. This means that all they need to do is scan the code on arrival/departure. There is usually no further interview or checking of health-related documents.

The individual will be issued with a barcode in the following circumstances:

  • The information provided during one-stop registration is incomplete
  • The individual’s details or health documents require further checks

Upon arrival in the Philippines, they will be interviewed by a BOQ officer . Here, the information and documents will be checked. It may be determined that the individual will need to quarantine or undergo other measures.

NEW INTERNATIONAL DEPARTURE PROCESS & TRAVEL REQUIREMENTS: For PAL Passengers from MANILA

If you are planning to go on an international trip soon, here are the travel requirements and procedures you must follow on your departure if you’re flying with Philippine Airlines (PAL).

Travel protocols and requirements have been continuously changing due to the COVID-19 pandemic, so also check with the concerned government authority for updates.

WHAT'S COVERED IN THIS GUIDE?

1. Pre-register and fill out the PAL Passenger Profile and Health Declaration form (PPHD).

You should do this as early as 5 DAYS before departure .

You must first accomplish the pre-registration form here: https://bit.ly/PALIntPPHD . This is step one of the 2-step registration process for passengers departing from the Philippines.

After submitting this form, you will be sent the following via email:

  • a list of requirements of your destination
  • a unique reference code
  • the PAL Passenger Profile and Health Declaration form (PPHD form)

Save or print the unique reference code that will be sent to you. You might need to use it later on so don’t forget this step.

2. Complete the requirements.

The requirements below are applicable for all outbound Filipino travelers except OFWs and students enrolled abroad or exchange program participants.

  • Valid Philippine passport
  • Confirmed roundtrip tickets
  • Travel and health insurance
  • Accomplished PAL Passenger Profile and Health Declaration Form (PPHD Form). You can find it here .
  • Signed Bureau of Immigration Declaration Form. Available upon check-in and on PAL website.

In addition, some countries may have additional requirements such as:

  • Valid visa (if applicable)
  • Travel and health documents (if required by destination country)
  • Negative COVID-19 Test Result (if required by destination country)

Note that these are just the requirements for leaving the Philippines. Your destination country most probably has additional ARRIVAL rules and restrictions that you must follow. These entry requirements vary per country. For example, some countries may require a negative COVID-19 test result prior to departure but some don’t.

If you’re flying with PAL, you may check the requirements here! On that page, scroll down to the bottom and you’ll find a menu. Click those that apply to you and they’ll reveal a list of requirements per destination and passenger classification.

It is also important to note that NOT ALL countries accept travelers from the Philippines . It’s best to contact the authorities in your destination directly to make sure and get their updated policies.

3. Undergo a COVID-19 testing, if required by your destination country.

4. On departure date, proceed to the airport.

Arrive at the airport at least 4 hours before the scheduled time of departure or before 8PM latest.

The extra time is due to the additional protocol for COVID-19 done at the airport.

5. Follow safety procedures at all times.

  • Wear a face mask and a face shield at all times inside the airport and during the flight. The face shield must be of clear and sturdy and must cover the entire face.
  • Have your temperature checked at designated spots.
  • Use foot baths and disinfection facilities at designated stations.
  • Observe physical distancing at all times. Minimum contact must be ensured during all procedures from check-in, boarding, in-flight, disembarking, to retrieving of check-in baggage.

6. Check in and clear Immigration and Security checks.

Check in to your flight as usual. The check-in staff will check your requirements.

If you don’t have an Immigration Declaration Form yet, you may get one from the check-in counters too.

  • New system will be rolled out in full from Saturday, according to Philippine immigration authorities.

Manila: From Saturday, April 15, 2023, paper-based departure cards will be done away with completely, the Philippines’ Bureau of Immigration (BI) has announced Friday.

As such, passengers must fill out the online departure cards via the eTravel portal — etravel.gov.ph.

The platform was initially launched in December 2022.

With the e-Travel system, flying in and out of the Asian is expected to be faster and more convenient as the digital system will be rolled out — in full — from Saturday (April 15), the Bureau of Immigration (BI) announced Friday.

The system provides integrated border control, health surveillance, and economic data analysis, the bureau said.

Immigration Commissioner Norman Tansingco told the Philippine News Agency (PNA) that the high-tech system requires all passengers and crew members arriving in the Philippines to register through the secure portal [www.etravel.gov.ph] not earlier than 72 hours from their intended arrival.

What happens from April 15

Outbound travellers should be able to access the site [etravel.gov.ph] as early as 72 hours and no later than 3 hours prior to their scheduled flight.

Meanwhile, the “One Health Permit” platform, which the government had previously used for travel health declaration checklist, has been replaced by the eTravel platform.

The eTravel system's implementation will simplify the formalities for departing passenger and speed things up without compromising security, said Tansingco.

As a result, quicker and more efficient immigration processes are expected at the country’s major travel gateways.

“This is a major step in streamlining documents presented by departing travelers, allowing for faster and more efficient immigration processing,” Tansingco said in a statement.

How to use e-Travel platform:

(1) Log in to the web portal etravel.gov.ph before your flight

(2) Fill up all the required fields in the online form.

(3) Hit the submit button.

(4) You will get an acknowledgement email.

As for data privacy, the government assures that enough safeguards are in place to protect customer data from going into the wrong hands.

The National Privacy Commission (NPC), the Department of Transportation (DoTr), the Department of Health (DOH), the Department of Information and Communications Technology (DICT), the Department of Tourism (DOT), the Bureau of Quarantine (BoQ), and the Bureau of Customs (BoC) are all partners in the eTravel system project.

Application for APEC Business Travel Card (ABTC)

APEC Business Travel Card (ABTC) provides business people streamlined entry to participating economies through a simple pre-clearance system that allows them, through a single application, to obtain a multiple short-term entry to participating APEC economies.

Participating economies in the ABTC Scheme currently includes Australia, Brunei Darussalam, Chile, Chinese Taipei, Hong Kong, Indonesia, Japan, Republic of Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, People’s Republic of China, the Philippines, Peru, Russia, Singapore, Thailand and Vietnam.

Qualifications for an ABTC, among others:

  • The company/business entity represented by the business person must be engaged in international trade, and selling of goods or services and investments between APEC economies
  • Applicants must have never been charged or convicted of any criminal offense
  • Vested with powers and prerogatives to lay down and execute management policies in furtherance of the primary business purpose of the business entity and hold specific authority to negotiate and commit to trade and investment activities (e.g. Chairman, CEO, President, Vice Presidents, Chief Financial Officer, Regional Head and Board members of a registered company); or,
  • An official nominated by the CEO, President, or Regional Head, whose work is directly involved in the trade of goods, the provision of services, or the conduct of investment activities when travelling overseas.

When you say “Manila,” it can mean two things. First, it can refer to the City of Manila, the capital of the Philippines. Manila is made up of 16 administrative districts, including Binondo, Ermita, Intramuros, Malate, and Quiapo, among others.

Holiday Season  | September to December

The best months to go to Manila are during the -ber months of September, October, November, and December, when the city is full of festive lights and Christmas decorations.

It is also cooler during these months, which is great if you’re planning to do a lot of walking around. However, traffic can get worse than usual during the Christmas season. It is also during this time when a lot of people flock to the malls for their holiday shopping.

Dry Season | January to April 

If you have a lot of outdoor destinations included in your Manila itinerary, it's best to explore during the dry months of January to April.

While there is rainfall throughout the year in Manila, January to April has the least chance of rain. Make sure to bring water bottles, caps, and an umbrella with you if you're planning to do a lot of walking in Manila.

During the dry season, the temperature in Manila is warm. Take note that the hottest months in Manila, are typically from April to May, with an average daily high temperature above 33°C. 

If you plan to visit during these months, always bring a bottle of water to keep yourself hydrated while exploring Manila. Additionally, make sure to check for  weather updates and the forecast on the days of your trip.

What to Wear 

When visiting Manila, expect a tropical climate. So dress in casual breathable clothes, especially during the dry months. If you're in the malls or outdoors at night, especially during the holiday season or rainy season, it's best to bring a light jacket with you to keep you warm.

Manila is accessible from both international and local destinations by flight. You will be landing in one of the four terminals of  Manila Airport , depending on the airline.

Note that there are four terminals in Manila, which are not connected by subway systems. It can be confusing for many first-time visitors, so make sure to find out which airport you're landing in before making transfer arrangements.

The Ninoy Aquino International Airport Terminal 1 is located in Parañaque City, while Terminals 2, 3, and 4 are in the neighboring Pasay City.

The metro or subway system does not connect these airport terminals at the moment. The only way to get there and out is via private transport, shuttle buses, or taxis. 

There is a free shuttle bus going to all terminals that runs every 15 minutes, depending on traffic. Given the heavy traffic in Manila during the day and early evening, it may not be the best idea if you are pressed for time (e.g., if you have a connecting flight with a layover of less than 4 hours).

You can also take the Airport Loop buses from all terminals. It will take you from the airport to Baclaran, Pasay Rotonda, Taft Avenue station of the Manila Metro Rail Transit System (MRT), and Manila Light Rail Transit System (LRT) in Pasay. Taft Avenue is the closest light rail station to the airport. Both MRT and LRT1 have a Taft Station and are connected with each other by a walkway.

Another option is the P2P (Point-to-Point) buses called the UBE Express. Fares vary depending on your destination. These buses run on four fixed routes, stopping at selected hotels and shopping malls, while other buses stop at big bus terminals. Check the  P2P bus schedules here .

By Taxi/Cabs

All Manila airports have taxi stands. You can ride the following: 

Regular Taxi - White metered taxi/cabs with a fixed flag down rate and per kilometer fee.

Coupon Taxi- Blue-marked white taxi/cabs that are dispatched by airport personnel and charge a fixed price

Yellow Airport Taxi - Metered taxi with a fixed flag down rate and per kilometer fee, but almost double than the regular taxis.

Taxi scams at the airport are common. If the driver shows you a printed list of destinations and their corresponding prices, be warned that those rates are most probably overpriced.

Another red flag is when the driver doesn't use a meter and charges you ridiculous prices. To avoid the headache of getting scammed, use the official taxis (coupon taxis and yellow airport taxis).

When someone outside the arrival area offers you a ride, say no. Often, these drivers (or their middlemen) will overcharge you. They might offer to help you with your bags, keep a tight grip on your belongings and say no, or ignore them.  

By Car Booking App

Another recommended way to get out of the airport and into the city is through Grab, a ride-hailing app similar to Uber (Uber is no longer operating in the Philippines).

Grab offers GrabTaxi (accredited regular metered taxi), GrabCar (private), and GrabShare (carpooling).  Download the Grab App before arriving in the Philippines in case the airport WiFi fails.

By Car Rental

There are car rental services in Manila that you can avail of, including Manila van rentals ,  SUV rental in the Philippines , and  luxury car rentals in the Philippines . Self-drive car rentals in the Philippines  like budget car rental in the Philippines  are also available in all Manila airports (except Terminal 4). Just make sure you have the requirements to rent a car in the Philippines . You can book a  car rental in Manila in advance so you can pick up the car at the airport or their designated pick-up points in Manila.

If you're driving in Manila, we highly recommend using GPS navigation apps like  Google Maps and  Waze . Traffic in Manila needs a lot of patience and excellent driving skills, so make sure to prepare yourself if you're driving here for the first time. 

Public Transportation    

Inside the LRT in Manila, Philippines

The fastest way of getting around is via train. Three lines are operating in Manila: Manila Metro Rail Transit (MRT), Light Rail Transit 1 (LRT1), and Light Rail Transit 2(LRT2). The other modes of transportation are the tricycle and jeepney, both unique to the Philippines.

You can also hail a taxi or use car booking apps or a motorcycle booking app if you want to explore Manila.

MRT and LRT

The Manila Metro Rail Transit (MRT) and Light Rail Transit (LRT) run across major roads in Manila and connect Manila's north and south areas. The MRT traverses Epifanio de Los Santos Avenue (EDSA), while LRT1 and LRT2 have routes crossing Pasay, Manila, Caloocan, and Quezon City. 

If your hotel is somewhere in the city of Manila, Makati, Pasay, or even Quezon city, you can ride the MRT or LRT. Be warned though, that the MRT and LRT are very crowded during rush hour (7 AM to 9 AM and 5 PM to 9 PM on weekdays).

However, if you travel during the off-peak hours, the MRT and LRT offer the quickest way to slice through Manila's notorious traffic jams. 

You can purchase single-journey tickets/cards (one way) or stored value cards (reloadable BEEP cards) in any station in MRT, LRT1, and LRT2. Reloading can be done at any station, as well.

The single-journey tickets are exclusively used in each line where you purchased them, while the reloadable BEEP cards can be used in all three lines. If you'll be riding the MRT and LRT a lot while in Manila, purchasing a BEEP card is highly recommended.

MRT runs along EDSA, from Taft Avenue to North Avenue in Quezon City. This line gives travelers access to Roxas Boulevard, Makati, Mandaluyong, San Juan, and Quezon City. You can take this line if you want to explore  Makati tourist spots and Quezon City attractions. 

LRT1 and LRT2

There are two LRT routes, LRT1 and LRT2. LRT1 is the first among the three light rails in the Philippines, while LRT2 is the newest. A walkway in Doroteo Jose station connects LRT1 and LRT2. 

LRT1 runs from Baclaran to Monumento. It lets you explore areas in Roxas Boulevard or Pasay area, Makati, Manila, and Caloocan. Beyond Caloocan are mainly residential areas not frequented by travelers.

LRT1 cuts through most of the city of Manila, which makes it the best transit to ride to get to popular Manila attractions such as Binondo, Intramuros, and Rizal Park. 

LRT 2 has the shortest route. It runs through Metro Manila's East to West areas. It starts in Manila and ends in Marikina City, with stops along Quezon City and San Juan City. LRT 2 may be the shortest line, but it can still take you to Manila tourist spots. You can ride the LRT 2 to get to Binondo and San Sebastian Church in Intramuros, which is the only all-metal building in the country.

Jeepneys have become an iconic symbol of Philippine culture and art. These can accommodate up to 20 passengers, depending on the size of the jeepney. Riding these open-aired vehicles in the streets of Manila offers an interesting experience for first-time visitors. 

You can hail these anywhere on most Manila roads, but take note if there are designated loading and unloading stations in the area. Each jeepney has a sign on its windshield that indicates its last stop and 1 or 2 other significant stops along its route. Find out first which route you need to take before riding a jeepney. 

Payments are handed to the driver at the front during the ride. If you're seated at the far end of the jeepney, the other passengers can pass it to the driver for you.

Locals say "Bayad po, " (Here's my payment) when handing the money to the driver. It is so the driver can compute how much your fare is since it varies on your pick-up point and destination.

When you're about 5 to 10 meters away from your stop, locals will say "Para po!" (Please stop) to notify the driver to slow down and stop at the nearest unloading station.

Motorized tricycles, or simply tricycles, are the local form of the auto-rickshaw similar to Thailand’s tuk-tuk. These public utility vehicles ply a set route in inner roads. They are usually found in terminals where passengers line up to wait for their turn to board one.

These can also be hired like taxis in some areas if their route allows it. Built in a variety of styles that differ from city to city, these are usually made locally by building a sidecar affixed to a motorcycle. These can usually accommodate 2 to 4 passengers only.

Taxi or Car Booking App

For those who only have a short time in the city and want a hassle-free journey, the best option is to take a taxi or book Grab using the  Grab App .

While Grab is usually more expensive than riding jeepneys or buses, these can ensure you can get around safely and in comfort. You don't have to do multiple transfers, which is convenient for travelers coming from and going to the airport.

Motorcycle Booking App

More adventurous travelers can choose to book with the  Angkas app , which is similar to Grab Motorbike in other countries like Vietnam.

If you are traveling solo, you can use the app to hire a rider to pick you up and take you to your desired location. It is especially significant if you are in a hurry since motorcycles can navigate through heavy traffic easily.

Perfect for solo backpackers, hostels in Manila usually offers dorm-type rooms and single rooms but with shared bathrooms. You can find several hostels in Makati. Hostel common areas are ideal for meeting new people, and some even have rooftop bars where you can chill at night.

Location is a significant factor when booking your hotel in Manila. The ideal location would either be one nearest to the airport or where most of the activities you plan will be concentrated around. 

However, if you are planning to stay a little longer, then you should have ample time to explore Manila thoroughly. Your choice of where to book your accommodation depends on your budget and itinerary. 

For business and leisure travelers who want modern conveniences, creature comforts, and luxury hotels, the best place to stay would be in the central business districts or CBDs. Manila has several central business districts to choose from, including Makati, Bonifacio Global City, and Ortigas Center. 

Aside from the CBDs, cities like Quezon City, Mandaluyong City, Pasay City, and the city of Manila also offer an excellent selection of quality accommodations.

There are luxury hotels and budget hotels in Manila that are near the attractions mentioned above. The best views are in the hotels lined up at Roxas Boulevard, where you are treated to breathtaking sunset views of Manila Bay.

Major establishments in Manila accept credit cards. There are also several money changers and ATM throughout Manila. However, it's better to bring enough Philippine Peso (PHP) with you, in smaller bills in 20, 50, and 100 denominations for faster transactions.

Additionally, always carry loose change. They will come in handy when you are riding public transportation or buying food and small items from vendors.

Most Manila locals use Filipino when communicating. The majority of locals can speak and understand English. Make sure to greet the locals with a simple "Hello" to initiate a conversation. Don’t worry, they’re friendly and can accommodate most of your questions.

Watch out for pickpockets when commuting and keep your valuables safe, especially in crowded areas like Cubao, Binondo, and Makati Avenue. If you’re planning to walk alone at night, make sure to keep your bags close to you. Always be aware of your surroundings.

Wear light clothing when going to nature parks, and bring lots of water. It's best to bring a jacket or umbrella with you in case of rain. Don’t forget to bring a small bag when you’re going on a sightseeing trip! It will be more comfortable when you're walking along minor roads, especially if you plan to shop.

The weather in Manila can get quite hot and humid, so be sure to bring drinking water while going around. Although vendors are selling bottled water everywhere, it is best to bring your water bottle to stay hydrated and minimize plastic waste.

Before ordering an e-sim card for Philippines make sure your phone is first of all unlocked. E-sim cards only work in unlocked phones. Second, make sure your phone is e-sim compatible. Pretty much all newer smartphones are e-sim card compatible. 

Arrival at Manila International Airport

Manila is the capital city of Philippines and most international flights arrive at Manila International Airport. Manila Airport with airport code MNL is also called Ninoy Aquino International Airport - NAIA.

There are 3 terminals. Terminal 1 is mostly for domestic flights and low-cost carriers, Terminal 2 is used only by Philippines Airlines and pretty much all other major international airlines like Emirates, Qatar, Turkish Airlines, Qantas and all European airlines arrive and depart from Terminal 3. 

There is free WiFi at Manila Airport but you need a phone number and be able to receive an sms to login, which can be a pain. When you manage to connect it actually works pretty fine. 

As soon as you walk out of the plane a long hallway will direct you to passport control. There is only one way, so don’t worry you won’t get lost. You will walk past duty free and then around the corner there is immigration. You are required to fill out a health declaration form, which can be done online and there is WiFi available in this area. So while I was queueing up I filled out the health declaration form. Surprisingly, no one asked me or checked the QR code generated by filling out the health declaration.

Passport control was fairly busy but the wait wasn’t too long. After passport control you take the escalator down into a huge baggage claim hall. In the baggage claim hall there are no facilities, all ATM’s, money exchange, sim card shops, banks, tour agencies, car rental companies, etc. are in the Arrival Hall.

There is a luggage check x-ray machine, but only for carry-on luggage, it is a small machine. In my case everyone could walk past on my arrival and no bags were checked. Then finally you arrive in the Arrival Hall.

Where to buy a sim card at Manila Airport

It is very easy to find the sim card shops at Manila Airport where they sell tourist sim cards for Philippines. As soon as you walk into the Arrival Hall you can either go left or right. On both ends there is the exact same shop.

There are two sim card desks together in one sim card booth. One desk is from Smart and the other desk is from Globe. These are the main mobile internet providers in the Philippines.

The sim card shops are very easy recognizable as staff will be in front of them with signs for buying a sim card and trying to attract people by loudly screaming: ‘buy your prepaid sim cards for Philippines here’.

Great thing is that the sim card shops at Manila International Airport are open 24 hours and they accept international credit cards as well as cash. So no matter what time you arrive you can always buy a sim card at Manila Airport.

Expect to pay tourist prices for sim cards at Manila Airport. If you want the cheapest Philippines prepaid sim card deals then you have to buy a sim card in a phone shop in Manila City center and not at the airport. At the airport they sell tourist sim cards for tourist prices.

At the Globe shop they sell 5 different prepaid sim card plans for tourists which are all valid for 30 days:

  • 131 GB data + unlimited calls & text = 2,000 PHP - $36 USD
  • 200 GB data + unlimited calls & text = 2,500 PHP - $44 USD
  • 262 GB data + unlimited calls & text = 3,000 PHP - $53 USD

The Globe prepaid sim cards are 5G ready. Globe does NOT provide e-sim cards, they only have physical prepaid sim cards available at Manila Airport.

At the Smart shop they offer prepaid sim cards for Philippines with unlimited data valid for 30 days and they have 4 different tourist sims available:

  • unlimited data + 93 minutes = 2,000 PHP - $36 USD
  • unlimited data + 156 minutes = 2,500 PHP - $44 USD
  • unlimited data + 218 minutes = 3,000 PHP - $53 USD
  • unlimited data + 281 minutes = 3,500 PHP - $62 USD

The Smart prepaid sim cards are 5G ready and Smart also offers e-sim cards for tourists. Physical prepaid sim cards are also available. You choose the tourist sim card you want at the Smart sim card shop at Manila Airport.

Best sim card for tourists at Manila Airport 

When we look at the prices we see that there is hardly difference between the Smart and Globe prepaid sim cards plans for tourists. The cheapest sim card plans for both Smart and Globe are $2,000 PHP which equals $36 USD.

Although the same price, Smart gives you unlimited data and Globe gives you 131 GB data.

So the first match is won by Smart. Based on the prepaid sim card plans and prices Smart is the best sim card you can buy at Manila Airport.

Tourist sim cards with data plans in Philippines are very big and although I am a very heavy data user even on a crazy day I barely use more than 5 GB. On average I use about 2 - 3 Gigabyte per day, mostly on social media apps like Instagram, TikTok, YouTube, Facebook, Snapchat, etc. 

For my research about the best sim cards for traveling in Philippines I also compared the network coverage maps of Smart and Globe. Both have a pretty decent 4G/5G network around the country and it seems like pretty much all the best places to visit and tourist destinations in Philippines are covered with a 4G and even often a 5G signal.

On top of that Smart offers e-sim cards as well as physical prepaid sim cards for tourists and Globe does only offer physical sim cards. 

All in all it is a fairly easy conclusion that Smart is the best sim card at Manila Airport.

That said, the cheapest tourist sim card at Manila Airport is 2,000 PHP ($36 USD), but an e-sim card for Philippines already starts from just $4 USD. Or get 20 GB data for $27 USD.

Remember that e-sim cards can only be used in e-sim compatible phones. If your phone is not e-sim compatible and you want to order a sim card for Philippines on the internet then you have to look into buying an international prepaid sim card for Philippines.

These pre-activated physical prepaid sim cards will be delivered to your home address before your trip. You put them in your phone during your flight and you are online as soon as the plane touches the ground in Manila and your international sim card connects to an available network.

Unfortunately at the moment there are very few choices when it comes to international prepaid sim cards for the Philippines:

My experiences buying a sim card at Manila Airport

Unfortunately it was already my second time in 2023 that I was in Manila for just 1 day, basically on a long stopover. I have traveled in Philippines extensively for several months on different trips back in the days of backpacking. But I really wish I had more time to travel again in this incredible country. 

Since I knew I was staying in Manila only for like 16 hours and I did not need so much data I bought an e-sim card online from Airalo with 1 GB data for just $4.5 USD . It was the perfect match for what I needed and as soon as we landed in Manila I had a working data connection on my phone.
