Let's Take A Closer Look

Plano All Weather I is completely weatherproof. Your gun is 100% protected from water and dust inside of this tough, hard-sided case.

The case is made out of thick, sturdy plastic. It barely bends when you press it down. It's not Pelican-tough ( see below ), but tough enough for most purposes.

For locking, there are a total of 5 latches - 3 latches in the front and 2 on the sides. 2 of the front latches have integrated keyed locks  on them ( keys included ). The latches are easy to release and feel strong with minimal play.

There is also a pressure release valve  that will equalize the pressure inside the case. This case is TSA-approved and airline-approved. You can travel with your gun inside of this case.

Note: For air travel, you'll have to get yourself TSA-Approved Padlocks as the internal lock of the case is not good enough to pass the airport security.

Things To Watch Out For

The hinges on the back can be destroyed or compromised if you really try - especially with tools. The integrated lock on the front latch doesn't feel secure - it could be picked or destroyed easily. With this case, you should get hard padlocks to keep your gun secure.

SKB iSeries is for you if you want something stronger than a Plano for your AR 15, but you can't quite afford the Pelican.

It costs a little more than a Plano. But in my honest opinion, that extra money is well worth it.

SKB iSeries gets you all the features and durability of a Pelican ( which is arguably the best rifle case ever made ). But it retails at about half the price of a Pelican - and this makes it a real winner for me when it comes to value for money.

Because this case is built like a tank. When I first tried it, I was surprised at the rigidity. I couldn't get this case to bend even while standing on top of it ( I'm about 220 lbs. ).

For locking, there are four latches with lock holes that open and close easily and securely. The latches are reinforced with stainless steel, which is something you won't see on a cheaper case like Planos ( and others included below ).

Inside the case there's rigid, customizable foam. The foam is not pluck & pick, but it's very easy to cut with a knife. I even prefer it this way, because I can cut out exactly what I need and get a tighter fit for my rifle.

Just like its twice-as-expensive brother Pelican, SKB is made with military grade design ( MIL-STD-648C ) and is suitable for air transport. The case comes with an inbuilt pressure equalization valve.

Best of all, the SKB case comes with a lifetime guarantee.

The biggest downside of SKB is the size. At 49 inches the case will be a bit large if you only need it for your AR 15. This case is also heavier than most other rifle cases that I've used.

Finally, the cheaper price means more quality control issues. I've read the reviews and it's mostly small things that people complain about. Unfinished plastic bits etc. - couldn't find any serious complaints.

With Pelican, there is that certain satisfaction  of knowing that you have the absolute best rifle case on the market. That once you buy this case, it'll last you a lifetime.

So, if you decide to go with Pelican, it will be the only rifle case that you'll ever need.

4. Plano All Weather II Gun Case - The Classic Upgraded

What's Good About It

Plano "All-Weather II" is an upgraded version of the "All-Weather I" hardshell case. The main changes here are in the handle and case design.

What's surprising is that they didn't include any new features. Both AW 1 and AW 2 cases are nearly identical with what they offer. If anything, the old one feels a little sturdier than this one.

I'll give it to them - the handles feel more comfortable and the case just looks better overall .

But there is one potentially very serious issue this model that the previous one doesn't have...

I have some doubts about the waterproofness of this case.

The first model of Plano's all-weather case has two of the handles on front and two of the handles on the sides. The sides are compressed, and so is the front. No water gets in.

With this model, as you can see from the image, Plano moved all of the 4 latches to the front of the case. As a result, there is nothing compressing the sides when the case is closed. With serious downpour, or if your case ever gets submerged , water will get in. And that's just not acceptable.

I was unable to reach Plano for comment on this.

Get the All-Weather I while it's still available.

AW II is not worth the money for me - at least as long as Plano hasn't solved the waterproofing problem or convinced the customers that it's not an issue.

5. Flambeau Outdoors 6500AR Tactical AR Case - Best Inexpensive AR-15 Case For The Money

Flambeau 6500AR is the best budget AR 15 case on the market. By "budget" I mean that it doesn't get cheaper than this.

One thing you should know about Flambeau is it's not a Chinese fly-by-night company. They've been making rifle cases for major brands for decades. So, even though it's not the best case out there, I  expect them to have decent quality control.

And 6500AR is a decent basic case for the money. It's good for transporting your rifle over shorter distances, which is what you'll most likely be doing most of the time anyway.

Considering how little this case costs, I feel bad comparing it to more expensive alternatives. Still, here are some of the shortcomings that you'll get.

Length: 42 Inches

This case is not weatherproof. Don't leave it out in the rain or the water will get in.

Instead of customizable foam, this case has velcro straps to keep your gun in place ( there is still softening foam around the straps ). While this works in most situations, I wouldn't travel with this case or treat it too rough.

And finally, the plastic of this case is on the thin side and the latches feel more flimsy than Plano's. Again, considering the price I can't complain, but keep in mind that you shouldn't bang the case around too much.

Flambeau 6500AR is a cheap, basic AR 15 case that gets the job done . You don't need more than this for transporting your rifle over short distances - for example to the range and back.

But if you're planning to take your rifle out in the woods, or ship it anywhere, this is not a case for you.

While I would personally go with a Plano because it's waterproof and stronger, Flambeau is your best choice for a hard AR 15 case when you're on a really tight budget.

6. Plano Pro-Max Contoured Rifle Case - Best Contoured Case

Pro-Max Contoured is Plano's budget rifle case. It's very similar to Flambeau in terms of features and pricing.

The only difference between them is that Plano's Pro-Max case is much longer at 51 inches . The gain in size somewhat evened out by the contouring, as the squeezed form means that there is less space inside.

As all Plano's cases, this one is Made In America . But don't be fooled - don't expect superior quality because of that.

You'll get exactly what you paid for. This case will:

  • Protect your gun from dust
  • Provide adequate protection to get the gun to the range and back

And that's really all it does. A decent basic case that will be good enough for most people out there.

Now, let's talk about what you're not getting for the cheap price.

The lock holes are easy to damage . They will stop children from opening this case, but I wouldn't be surprised if you could use a screwdriver to break them.

You can probably guess the rest:

  • The case is not waterproof
  • The plastic is thin and bends easily
  • The plastic handle is not reinforced and may break off

You're better off going with Flambeau's budget case for your AR. Pro Max is too long at 51 inches for a standard sized AR and I would only consider it if you're packing a lot of gear in addition to your rifle.

7. Plano Double Scoped Rifle Case w/Wheels - Best For Two Rifles

This case is Plano's double-rifle version of the All-Weather case. It can fit two scoped rifles or shotguns, which is great if you want to carry your AR 15 with another rifle. Or if you have two rifles, for example.

As the normal All-Weather case, this one is waterproof , airtight , and dust-proof .

It's airline-approved and TSA-Approved and includes an internal pressure-adjustment valve.

And you'll love the included wheels - they're lifesavers. Because I can't overstate how heavy this case is - we're talking two rifles and 55 inches in length, after all.

As with all Plano's cases, this one's Made In America .

The only downside of this case is that it has an exceptionally tight fit for two scoped ARs. If you have two big scopes, you might have to remove one of them. Otherwise, your rifle will sit too close to the edge of the case and that's not good.

If you're transporting two AR rifles, this case is as good as it gets for the money. Plano delivers as usual.

Keep the heavy weight of this case in mind, but also the fact that you might have a hard time fitting two scoped rifles in there.

Even if you have nothing to hide... sometimes you just don't want people on the streets to know that you're carrying a rifle.

Especially with the current debate about gun rights going on. You don't want to stick out too much on the streets.

So let's take a look at what we have here.

This is an actual guitar case. Built at an actual guitar factory. So, the only thing makes this case different from a normal guitar case is the foam that they put inside there.

Now, I don't know if you're familiar with guitar cases or not, but they're strong . This case might just offer you better protection than conventional rifle cases.

After all, the guitar body is only made out of a thin piece of wood. It's way more fragile than your AR 15. Therefore, if the case can protect the guitar, you can be 100% sure that it can protect your AR 15 as well.

Internal Length: 42 Inches

Since this is an actual guitar case, it won't protect your AR 15 from thieves. There are no locks attached. This case is obviously not waterproof.

Most importantly, make sure that you triple-check the legality of these cases in your state.

The TSA won't let you board a plane with a rifle in your guitar case either.

You'll be the real-life Mariachi with this case. And although I didn't get it because of the hefty price tag... I can see the appeal.

Case Club AR 15 cases are very popular on Amazon. It's one of the best-selling AR cases out there.

But what many people don't know is that -

This case is actually a Plano All-Weather Case with pre-cut foam.  They even have Plano tags inside and on the handles.

Let me say that again -

Pre-cut foam is the only thing that makes this case different from a regular Plano case. Everything else is the same.

These guys take regular Plano cases, outfit them with customized foam, and sell them for about double the price . Heck, Case Club might even be a subdivision of Plano.

The bottom line is - you shouldn't be paying $40+ for pre-cut foam. That's just way too expensive. Especially considering that the normal Plano case comes with Pluck & Pick that is easy enough for anyone to use.

So, if you don't want to mess around with cutting the foam and have money to spend - go ahead and check them out. But if I were you, I would go straight for Plano and do customizing myself.

AR 15 Hard Cases - Points To Consider Before Buying

The value of your gun: cheap vs. expensive cases.

How much is your gun worth?

The easiest way to tell whether or not you need an expensive case is by looking at the value of your gun.

A Plano case for less than $100 will most likely do just fine for you. Especially if you're only going to range and back.

On the other hand, if you have a gun that's worth $1000 ... then you should seriously consider dropping a couple of hundred on a Pelican or SKB. It's well worth it.

The Length Of Your AR 15

AR 15 comes in many different sizes. Measure the length of your gun before buying the case. If you need to pack extra gear, go for a larger case.

Side note: This should be obvious, but you'd be surprised how many people don't know the exact length of their AR.

Note that case length goes both ways. Unless you're packing a lot of extra gear, you might not need that heavy 50-inch case. Because the weight on these things adds up - fast.

Is Your AR-15 Scoped or Not?

Let's be honest - removing the scope and putting it back every time you want to transport your rifle is a pain.

So, if you have a scoped AR 15, remember to measure the height of the rifle together with the scope . Then, make sure that the internal dimensions of your case are big enough. With that being said, most cases will fit a scoped AR 15 rifle.

Are You Traveling?

If you travel from one state to another with your gun, keeping it in a hard case is a must .

The thing is, not all rifle cases are TSA approved . And even on the approved ones, you'll have to get special padlocks  to pass the security check. I've noted which cases on this list are TSA-approved and which ones are not.

Also, remember to check the gun laws in the different states you're going to.

Why Hard Cases Are Better Than Soft Cases

There are two different ways in which a hard carrying case will protect your AR 15 rifle:

One: When your rifle is locked away in the case, no unauthorized users can access it. You can keep your weapon under control even when it's not in your reach. Soft cases are less secure because they can be cut, meaning that you'll constantly have to keep an eye on it.

Two: When traveling, your rifle will get bumped around and scratched. Especially with scoped rifles, that can be a HUGE problem. Getting a proper hard case for your rifle will eliminate that risk completely. You don't have that with soft rifle cases.

Have owned a Pelican 1750 for over ten years. Not a problem, ever. I got it on sale at Sportsman's Warehouse for $178 plus tax. My hunting rifle/scope (purchased on same day as the case) is absolutely protected inside of it. The case itself doesn't have a scratch on it despite bouncing around in trucks and cargo holds. Buy once, cry once is absolutely right.

One downside is that we wish there was a little more focus on special locking to ensure that others can’t get into the case. For instance, in a place like an airport where you won’t be able to have an eye on your luggage the entire time.

But as far as the interior design of this AR-15 gun case, we really don’t have any big complaints.

Also, we think our one complaint here is that we’re not sure how we feel about the precut foam padding. While thoughtful, that also leaves us limited on how we get to utilize the space within the case.

Plus, you don’t want to necessarily have to use your hard case for only an AR-15. We would prefer all-over foam padding with the eggshell pattern, but this can come down to personal preference.

The protective foam inside is scored so you can cut or pluck it away to get the perfect fit for your AR-15 and accessories. This guarantees there will be zero movement when you’re in transit.

Security is reasonably good. Three top latches and two side latches hold things firmly in place. Two of the top latches have a lock built in. It wouldn’t take a huge effort to break these locks, so it’s a good job that there are fittings to attach hard padlocks.

Rugged design…

The case is constructed from the kind of reinforced resin that feels like it could take a truck driving over it. Whilst not putting this to the test, standing on the case makes no impact at all. You can also add dust and weatherproofing to the SKB iSeries list of attributes.

The locks are also a big improvement over the Plano case. Four steel-reinforced latches provide a tight seal with no play. The “trigger release latch system” is a nice touch and certainly makes the case more easily accessible.

Don’t forget about the scope either. If your AR has a scope, you really don’t want to have to keep taking it off and putting it on every time you utilize the case. Make sure the hard case you buy has ample room to accommodate your AR with its scope mounted. You’ll need to know the height, including the scope, to make sure of this.

All ok cases. But for 2019 hard cases that won’t break the bank winner hands down goes to the (vault) rifle line by pelican. These cases are amazing for the price. No annoying pluck foam. Top of the line. PELICAN VAULT’S

Thanks for your post but I have to chime in on the Voodoo case. I’ve been using mine for about a year now and am not impressed. The shoulder strap buckles have failed twice while carrying. No one likes that. The zipper is sub standard. First one failed months ago so I used it with the one remaining zipper just zipping it all the way in one direction and yesterday that one failed at the range too. I take care of my equipment but have the expectation that it will hold up to normal wear and tear. THIS CASE IS MADE IN CHINA. I am looking for a case that is made in the USA and built to last.

The trouble with buying an AR-15 case is that, unlike most other rifles, there’s no “standard” AR-15. For example, barrel lengths can range from 16-inch home defense builds to 18-inch sporting builds to 24-inch target shooting builds. Your rifle can also have different stocks, including collapsible stocks that are set at a variety of lengths. And that’s before you add a flash suppressor or muzzle brake.

All in all, this leads to a lot of confusion in online forums as to what the ideal gun case is for an AR-15. Even people with very similar builds will be hesitant to offer a recommendation, because there are so many variables. It’s been said that you don’t own an AR-15. You own your AR-15. So you need a case that’s right for your gun.

And make no mistake, your AR-15 will most certainly need a case. Unless you live in an extremely rural area and are only using it on your own property. Otherwise, you’ll need a case for taking your gun to the range at a bare minimum. If you’re going to hunt with your AR, you’ll also need a soft case for keeping it clean and dry while you’re out in the field.

It has a padded internal divider which allows you to carry up to two rifles, with restraining straps for both of them. This case has ¾-inch padding that will protect your rifle from most bumps and tough double stitching on the straps that won’t let go under stress. We can’t say the same for the plastic buckles, which are disappointing, but forgivable on a mid-priced case. The 12-inch width isn’t enough to accommodate a large scope, so it’s a good thing it has all that extra storage.

The BLACKHAWK!  is smaller than most other gun cases because it’s designed specifically as an AR-15 case. Unfortunately, it’s only designed for smaller models with collapsible stocks. Anything over 34.5 inches won’t fit.

This case is very inexpensive and has four external pockets that are designed specifically for 30-round AR magazines. There are two additional storage pouches for extra ammo, cleaning supplies, etc. Our only serious criticism is the zipper, which is flimsy, and tends to catch the internal padding every few inches when you’re closing it.

The NcSTAR VISM  is a soft case that holds up to two rifles. Both are held in place by internal restraining straps, and separated by a padded divider. There are three external storage pouches for carrying extra ammo and magazines. You can take it in the field using the backpack-style carrying straps.

Unfortunately, these straps have very little padding, and dig into your shoulders if you wear them for a while. The storage pouches are also poorly designed and will expand inside the case when you fill them. Basically, if you want to fill the external pouches, this is a one-gun case. That said, it’s reasonably priced.

The Bulldog Cases  is by far the smallest rifle case we’ve seen, at only 27 inches in length. It has no external pockets, and looks like a slim gym bag or overnight bag. It’s very inexpensive.

There are 2 internal magazine sleeves that are made specifically to fit AR magazines, but there’s not much room for extra ammo. Because it’s so small, you’ll need to remove the barrel to make your AR fit. This case has a padded divider to keep your barrel from scratching the stock and receiver, but it means you’ll have to break down and reassemble your gun every time you go shooting.

What to Look For in An AR-15 Case

If you’re new to AR-15s, you’ve probably got some questions bouncing around in your head. No worries. We love answering questions. Here are some of the most important things you need to know when you’re shopping around.

What is the Ideal Size

FOAM FOR A GUN CASE FEATURED IMAGE

Where we run into trouble with the AR-15 is the fact that it’s a modular gun with tons of options. Let’s say you have a target shooting rifle with a long, 24-inch barrel and a fixed stock. It’s going to measure up to 48 inches in length, depending on the stock. Consider this the upper limit, and take it with a grain of salt because it’s an unusual build.

A home defense model, with a 16-inch barrel and collapsible stock, can measure as little as 34 inches when fully collapsed. This is a more common build, and it’s the lower limit. If you have accessories, such as a flash suppressor, on the tip of the barrel, that’s also going to affect your overall rifle length.

Bottom line, there’s no “standard” AR-15, so there’s no “standard” case length. Measure your rifle, from the back of the stock to the tip of the barrel, and look for a case that’s 1 to 2 inches longer.

Hard vs. Soft Cases

Hard and soft cases have their own features and benefits. Let’s take a look at each of them.

  • Hard cases have a durable metal or polymer shell, with a foam pad on the inside that’s molded to fit your rifle. These cases can oftentimes be locked, which is a requirement for transport in some states. They’re more protective than a soft case, but they also need to be molded to your particular build. If you decide to modify your rifle later, you may need to modify the foam padding to fit the new configuration.
  • Soft cases come in a variety of builds, but usually, zipper shut. They’re more lightweight than hard cases and more forgiving in terms of build. However, the inside isn’t molded, so the rifle is liable to slip around inside. These are preferred for carrying your rifle in the field since they’re lighter and easier to open when you get to your hunting location.

What Extra Features Should I Look For

Besides having a rifle case that fits, you’re also going to want some extra features. Here are some common features to look for.

  • TSA compliance . If you intend on flying with your firearm, you’ll need a TSA-compliant hard case. If your hard case doesn’t say specifically that it’s TSA-compliant, it’s almost certainly not, which means you won’t be able to fly with your AR.
  • Magazine storage . Most cases provide space for you to store extra magazines. Unless you only keep your rifle at home and only use it for home defense, this is practically a necessity.
  • Accessory storage . If you’re taking your case out in the field, you may want to carry some extras. For example, you may want space for a cleaning kit if you’re going on a multi-day hunting trip. You might want an extra pouch to store your binoculars, or room for a set of skinning knives. Consider what you’re going to want to take in the field, and look for a case with plenty of extra pockets.
  • Waterproof/floating options . This isn’t usually necessary for an AR case, but waterfowl hunters often prefer a waterproof soft case that floats. If you’re a duck hunter who’s going to use the same case for multiple guns, consider this option.

Bottom Line

There’s a lot that goes into choosing the right rifle case, and most of it depends on what you’re going to use your gun for.

For example, competitive shooters will almost always want to choose a TSA-compliant hard case. This will allow you to travel to competitions without any hassle from airport security.

On the other hand, hunters will usually want a soft case. You don’t want to be lugging a hard case around through the woods all day. If your state requires a hard case for transport, you may ultimately decide to buy two cases; one for driving to your hunting spot, and one for carrying your rifle once you’ve arrived there.

For many rifles, it’s easy enough to check the manufacturer’s website for overall length and order a case based on that. For an AR-15, it’s important to buy one that’s suited for your individual build. For that, you’ll need a measuring tape and some patience while you wait for your case to arrive in the mail.

FACT SHEET: President   Biden and Vice President Harris Announce Additional Actions to Reduce Gun Violence and Save   Lives

New Executive Order Directs Federal Agencies to Combat Emerging Firearms Threats and Improve School-Based Active Shooter Drills

Today, President Biden and Vice President Harris are announcing a new Executive Order directing federal agencies to improve school-based active shooter drills and combat the emerging threats of machinegun conversion devices and unserialized, 3D-printed firearms, as well as additional executive actions that advance the Biden-Harris Administration’s agenda to reduce gun violence and save lives.

After the prior Administration oversaw the largest one-year increase in murders ever recorded, President Biden and Vice President Harris took action from the start of their Administration to reduce violent crime. The President and the Vice President helped deliver over $15 billion in funding through the American Rescue Plan for law enforcement, community violence interventions, and other public safety strategies. By the middle of 2022, the Biden-Harris Administration had already announced more executive actions to reduce gun violence than any other administration. Then, on June 25, 2022, President Biden signed into law the Bipartisan Safer Communities Act, the most significant gun violence prevention law in nearly 30 years. On September 22, 2023, to help drive further progress, President Biden established the first-ever White House Office of Gun Violence Prevention, overseen by Vice President Harris.

Under the leadership of President Biden and Vice President Harris, in 2023 the United States experienced the single largest homicide rate drop in recent history. The reduction in homicide has accelerated this year. Data submitted to the Department of Justice shows that the homicide rate dropped another 17 percent from January through June 2024, compared to the same time period in 2023. Data from the Gun Violence Archive indicates that the number of mass shootings so far this year is 20 percent lower than it was at this time last year.

Today, as we mark one year since the establishment of the Office, President Biden and Vice President Harris are announcing additional meaningful actions to reduce gun violence and save lives. This announcement builds on the numerous additional life-saving actions the Biden-Harris Administration has taken, as detailed in the Office’s Year One Progress Report .

President Biden is signing an Executive Order to accelerate progress on two key priorities: combating emerging firearms threats and improving school-based active shooter drills.

Combatting Emerging Firearms Threats: In April 2021, one of the Biden-Harris Administration’s first executive actions to reduce gun violence was to address the emerging threat of firearms without serial numbers, often referred to as “ghost guns.” To expand these efforts, ATF established an Emerging Threats Center. This Center focuses ATF’s resources on identifying developments in illicit firearm marketplaces, including the use of new technologies to make and unlawfully distribute undetectable firearms and devices that convert semi-automatic firearms into illegal machineguns.

Now, President Biden and Vice President Harris are taking additional action on two emerging firearms threats: machinegun conversion devices and unserialized, 3D-printed firearms.

  • Machinegun conversion devices enable semi-automatic firearms, including easily concealable handguns, to match or exceed the rate of fire of many military machineguns with a single engagement of the trigger—up to 20 bullets in one second. From 2017 through 2021, ATF recovered 5,454 of these devices, a 570 percent increase over the previous five-year period. Machinegun conversion devices are illegal to possess under federal law, but we continue to see these devices show up at crime scenes because they are small, cheap, and easy to install. Machinegun conversion devices are often illegally imported or illegally made on a 3D printer from computer code found online. The 3D-printing of a machinegun conversion device costs as little as 40 cents and takes fewer than 30 minutes.
  • Unserialized, 3D-printed firearms can be used for illegal purposes such as gun trafficking, unlawful possession by people convicted of felonies or subject to domestic violence restraining orders, or unlawfully engaging in the business of manufacturing or selling firearms. These firearms can be 3D-printed from computer code downloaded from the Internet and produced without serial numbers that law enforcement use to trace firearms recovered in criminal investigations. Some 3D-printed firearms can be made to be undetectable by magnetometers used to secure airports, courthouses, and event spaces, even though these undetectable firearms are illegal to make, sell, or possess under federal law. As 3D-printing technology continues to develop rapidly, the safety threat posed by 3D-printed firearms may suddenly increase.

In this Executive Order, President Biden is establishing an Emerging Firearms Threats Task Force, consisting of leadership from key federal departments and agencies. President Biden is directing the Task Force to issue a report within 90 days that includes: an assessment of the threat posed by machinegun conversion devices and unserialized, 3D-printed firearms; an assessment of federal agencies’ operational and legal capacities to detect, intercept, and seize machinegun conversion devices and unserialized, 3D-printed firearms; and an interagency plan for combatting these emerging threats. The report will include any additional authorities or funding the federal agencies need from Congress in order to complete this work.

Improving School-Based Active Shooter Drills: The Biden-Harris Administration is committed to preventing gun violence in schools, including by keeping guns out of the hands of potential school shooters and investing more resources in school safety and violence prevention. The majority of schools are currently using drills to prepare for an active shooter situation. Despite the ubiquity of these drills, there is very limited research on how to design and deploy these drills to maximize their effectiveness and limit any collateral harms they might cause. Many parents, students, and educators have expressed concerns about the trauma caused by some approaches to these drills. Federal agencies need to help schools improve drills so they can more effectively prepare for an active shooter situation while also preventing or minimizing any trauma.

In the Executive Order, President Biden is directing the Secretary of Education and the Secretary of Homeland Security, in coordination with the Attorney General, the Secretary of Health and Human Services, and the U.S. Surgeon General, to develop and publish, within 110 days, information for K-12 schools and institutions of higher education regarding school-based active shooter drills. The information will include a summary of: existing research on active shooter drills and resources for school districts and institutions of higher education on how to create, implement, and evaluate evidence-informed active shooter drills; how to conduct effective and age- and developmentally-appropriate drills; how best to communicate with students, families, and educators about these drills; how to prevent students and educators from experiencing trauma or psychological distress associated with these drills; and how best to serve people with disabilities and those with language-related needs, including by ensuring compliance with federal civil rights laws, when designing and implementing school-based active shooter drills.

In addition to the Executive Order, federal departments and agencies are taking the following actions:

Promoting Safe Gun Storage and Red Flag Laws

  • Encouraging Safe Storage of Firearms: Today, the Department of Education is providing schools, school boards, and policymakers with a new tool to promote safe gun storage in their communities. Following up on its initial safe storage actions , the Department of Education is publishing an  interactive website that highlights examples of state, community, and school district actions across the nation that promote safe gun storage within school communities. The website includes a map with state safe storage laws, examples of how schools are communicating with parents about safe storage, and examples of local policies on safe storage education. This new resource builds on guidance the Department published earlier this year to highlight physical safety measures schools can pursue to help keep students safe in the event of gun violence in schools.
  • Clarifying Medicaid Reimbursement for Counseling on Firearm Safety: Health systems, hospitals, and healthcare workers are an essential component of a healthy gun violence prevention and intervention system. By the end of October, the Centers for Medicare and Medicaid Services (CMS) will announce that states may choose to use Medicaid to pay a health care provider for counseling parents and caregivers on firearm safety and injury prevention. This announcement will build off the coverage that Medicaid provides for “anticipatory guidance,” which is health education and counseling to help parents and caregivers understand and improve the health and development of their children. For example, Bright Futures/American Academy of Pediatrics’ guidelines include firearm safety guidance, such as safe storage guidance, as recommended anticipatory guidance for pediatricians to provide to parents.
  • Implementing State Red Flag Laws: The Department of Justice is announcing over $135 million in formula awards to 48 states under the Byrne State Crisis Intervention Program (Byrne SCIP), which provides funding for the implementation of extreme risk protection order, or “red flag”, programs, state crisis intervention court proceedings, and related programs/initiatives. The implementation of state red flag laws is supported by the National Extreme Risk Protection Resource Center.

Funding Community Violence Intervention

  • Funding Community Violence Interventions: In furtherance of the Biden-Harris Administration’s strategy to invest in community violence interventions as a proven solution to prevent gun violence, the Department of Justice is announcing an additional $85 million in funding through the Community Violence Intervention and Prevention Initiative (CVIPI). This funding will help 30 agencies and organizations develop and expand their community violence intervention work, including hospital-based violence intervention, street outreach, and cognitive behavioral therapy. These strategies are essential complements to law enforcement and this investment is part of the $400 million in total funding that the Biden-Harris Administration has secured for CVIPI. CVIPI is only one part of how the Administration funds community violence interventions. This fact sheet lists the full range of federal resources available to address community violence.
  • Clarifying Medicaid Reimbursement for Violence Intervention: CMS previously clarified that states may authorize health care providers to be reimbursed by Medicaid for violence intervention programs. In October, CMS expects to proactively raise this clarification with states. CMS will also explore how best to convene state governments and healthcare providers on incorporating Medicaid benefits into violence prevention programs.

Improving the Gun Background Check System

  • Facilitating Enhanced Background Checks for Individuals Under Age 21: The Bipartisan Safer Communities Act (BSCA) established enhanced background checks for individuals under age 21 trying to purchase a firearm. These enhanced checks have already stopped over 900 transactions, keeping guns out of the hands of dangerous individuals. But a number of states across the country have privacy laws that prevent state officials from fully responding to enhanced background check inquiries. The Biden-Harris Administration’s Safer States Agenda made fixing this issue a top priority for states, and Connecticut, Vermont, Nevada, Texas, and Kentucky have all recently made necessary changes. Today, the Department of Justice is issuing model legislation that additional states may use to inform their own legislation and allow a carve-out to share juvenile records solely for the purpose of enhanced background checks. In addition, the Justice Department is releasing information on whether state laws permit information-sharing with regard to juvenile records for the purposes of enhanced background checks.
  • Maximizing the Enhanced Background Check with Red Flag Laws: Part of the enhanced background check requires requesting records from state and local law enforcement and mental health repositories about potential purchasers under 21.  In these and other circumstances, if a person shows clear signs of being in crisis and a danger to themselves or others, they may qualify for consideration under applicable red flag laws which would generally result in that person being ineligible to possess or receive firearms.  By October 22, the Extreme Risk Protection Order (ERPO) National Resource Center will provide training to state and local law enforcement on the ERPO process, including how it intersects with individuals under 21.
  • Improving the Federal Gun Background Check System: BSCA’s enhanced background checks for gun purchasers under age 21 and the law’s narrowing of the “boyfriend loophole,” along with the expanding number of states with red flag laws, are placing new challenges on state and local agencies attempting to ascertain what records they need to send to the federal gun background check system. To address these challenges, there needs to be system-wide improvements and a new era of collaboration among various entities engaging with the federal gun background check system. By December 15, the Department of Justice’s Office of Justice Programs will have evaluated the existing grant programs that support improvements to the gun background check system and make any changes needed to support states looking to improve their records systems, which may include lengthening the duration of grants where appropriate. 

Expanding Data on Gun Violence and Gun Trafficking

  • Publishing Additional Data on Ghost Gun Trends and Firearms Trafficking: This winter, ATF will publish the fourth volume of its National Firearms Commerce and Trafficking Assessment. This volume will provide an update on ghost gun trends and trafficking investigations, as well as expanded information on machinegun conversion device recoveries.
  • Expanding Collection of Gun Violence Data: There is a lack of reliable and timely data on gun deaths and gunshot injuries that show what is happening nationwide and in individual communities. This data is critical to focusing investment and enforcement efforts. Today, the FBI is announcing that it will collect additional detail in its data collection for gunshot injury wounds in the National Incident-Based Reporting System (NIBRS) by June 2025. The FBI will implement a new injury code to reflect a gunshot wound in the NIBRS victim segment. NIBRS will also enable law enforcement agencies to submit additional detail as to how firearms were used in specific crimes, and the nature of the crime at issue.
  • Improving Data on Gunshot Injuries: The Centers for Disease Control and Prevention (CDC) is improving a data visualization tool to present gun death and injury data faster and at a more local level. Using data from vital statistics and emergency rooms at the local level can help inform prevention strategies and evaluate the effectiveness of programs.

Supporting Survivors of Gun Violence

  • Best practices for local offices of violence prevention to use in addressing trauma resulting from gun violence;A tip sheet for individuals affected by gun violence who may be seeking more information on the behavioral health impacts of gun violence and how to seek help;A report on lessons learned from the federal ReCAST grant program to uplift the voices of communities impacted by violence as well as share strategies other communities can implement to promote healing, recovery, and resiliency; and
  • A toolkit for faith-based leaders, educators, and other leaders to help communities affected by the trauma resulting from gun violence.

Destroying Crime Guns

  • Ensuring Appropriate Disposition of Firearms Seized by Law Enforcement: Firearms or firearm parts that were presumed to be destroyed by law enforcement have begun showing up in crimes. Sometimes the guns recovered by law enforcement are sent to a third-party that only partially destroys them. By October 30, the Department of Justice will refresh and clarify best practices for federal law enforcement disposition of seized firearms, including when working in partnership with state and local law enforcement. The Department of Justice will also release a plan to offer new training and education for state and local partners on safe and appropriate firearm disposition.

Preventing Firearm Suicide

  • Facilitating Voluntary Out-of-Home Storage to Prevent Firearm Suicide: Voluntary out-of-home storage of firearms is an effective tactic to saves lives by creating time and space between a person in crisis and a firearm. A number of states, including Colorado , Louisiana , Maryland , North Carolina , and Wisconsin , have developed gun storage maps to show different locations where a gun owner can voluntarily store their firearms. A federally funded program has developed model guidelines, contracts, and standard operating procedures for businesses interested in providing this option. Today, the Department of Veterans Affairs and SAMHSA are using their network of teams committed to preventing Veteran suicide—known as the Governor’s Challenge to Prevent Suicide Among Service Members, Veterans, and Families—to encourage states to convene federally licensed gun dealers around offering out-of-home storage to our Nation’s heroes and their families.

Congress must act. While the Biden-Harris Administration’s gun violence prevention actions are saving lives, there is much more to do. President Biden and Vice President Harris continue to call on Congress to enact commonsense gun safety legislation—from a ban on assault weapons and bump stocks to universal background checks to a repeal of gun manufacturers’ immunity from liability—and to enact federal safe storage and red flag laws and fully fund community violence intervention programs and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).
