Joint Statement: Visit of Prime Minister to the United Arab Emirates (February 13-14, 2024)

President of the United Arab Emirates, His Highness Sheikh Mohamed bin Zayed Al Nahyan and Prime Minister of India Shri Narendra Modi met in Abu Dhabi on February 13, 2024. President His Highness Sheikh Mohamed bin Zayed Al Nahyan welcomed Prime Minister Narendra Modi to the UAE and expressed his appreciation for accepting the invitation to speak at the World Government Summit 2024 in Dubai on February 14, 2024.

The two leaders underlined that this was the seventh visit of Prime Minister Shri Narendra Modi to the UAE in the last nine years. The Prime Minister last visited the UAE on December 1, 2023, to participate in the UNFCCC COP28 conference in Dubai, where he met with UAE President His Highness Sheikh Mohamed bin Zayed Al Nahyan on the sidelines. During that visit, India applauded the COP28 presidency for guiding the "COP for Action” and arriving at "The UAE Consensus.” The Prime Minister participated in the COP28 Presidency’s Session on "Transforming Climate Finance”, and together with the UAE President, co-hosted the high-level event on the ‘Green Credits Programme’ on the sidelines of Summit. The leaders also highlighted the four visits of President His Highness Sheikh Mohamed bin Zayed Al Nahyan to India over the past eight years, the latest of which was on January 9-10, 2024, to attend the 10th edition of the Vibrant Gujarat Global Summit, as Chief Guest, and during which he witnessed the exchange of several Memorandums of Understanding on Investment Cooperation, along with Prime Minister Shri Narendra Modi.

The two leaders discussed the India-UAE bilateral relationship, which was formally elevated to a Comprehensive Strategic Partnership during the visit of His Highness Sheikh Mohamed bin Zayed Al Nahyan to India in 2017. They expressed satisfaction on the progress achieved in various sectors, noting that the partnership between the two countries has been significantly expanding over the years.

President His Highness Sheikh Mohamed bin Zayed Al Nahyan, and Prime Minister Shri Narendra Modi witnessed the exchange of the following:

I. Bilateral Investment Treaty II. Inter-Governmental Framework Agreement on the India-Middle East-Europe Economic Corridor (IMEEC) III. Memorandum of Understanding for cooperation on Digital Infrastructure Projects IV. Memorandum of Understanding in the field of Electricity Interconnection and Trade. V. Memorandum of Understanding for cooperation with the National Maritime Heritage Complex, Lothal at Gujarat. VI. Cooperation Protocol between the National Library and Archives of the UAE and the National Archives of India. VII. Agreement on interlinking of the instant payment platforms – UPI (India) and AANI (UAE). VIII. Agreement on inter-linking domestic debit/credit cards - RuPay (India) with JAYWAN (UAE).

Ahead of the visit , RITES Limited signed agreement with Abu Dhabi Ports Company and Gujarat Maritime Board with Abu Dhabi Ports Company. These would help in building port infrastructure and further enhance connectivity between the two countries.

The two leaders endorsed the efforts from both sides to strengthen the strong economic and commercial cooperation and explore new areas of collaboration. They welcomed the strong growth witnessed in the UAE-India trade relations since the entry into force of the Comprehensive Economic Partnership Agreement (CEPA) on May 1, 2022. As a result, the UAE is India’s third-largest trading partner for the year 2022-23 and India’s second-largest export destination. India is the UAE’s second largest trading partner, with the bilateral trade rising to USD 85 billion in 2022-23. In this regard, the leaders expressed optimism regarding elevating the bilateral trade to USD 100 billion well ahead of the target year 2030. The two leaders also acknowledged the formal unveiling of the UAE-India CEPA Council (UICC), which stands as an important development in the bilateral trade partnership.

The leaders noted that the Bilateral Investment Treaty will be a key enabler for further promoting investments in both countries across sectors. The UAE was also the fourth largest investor in India in 2023 and the seventh largest source of Foreign Direct Investment overall. They highlighted that India has signed both the Bilateral Investment Treaty and a Comprehensive Economic Partnership Agreement with the UAE, reflecting the uniqueness and depth of the bilateral economic engagement between the two countries.

The leaders underscored the importance of a well-functioning and equitable multilateral trading system in fostering global economic prosperity and resilience, and stressed the importance for the 13th WTO Ministerial Conference, taking place in Abu Dhabi from 26 to 29 February 2024, to achieve a meaningful outcome that serves the interests of all WTO Members and strengthens the rules-based trade order.

The leaders welcomed the decision to create Bharat Mart at Jebel Ali, which will further promote bilateral trade and serve as a platform for enhancing the utilization of CEPA by leveraging the strategic location of Jebel Ali port. They noted that Bharat Mart would support micro, small and medium sector enterprises from India by providing them an effective platform to reach out to international buyers and promote their products across Middle East, Africa, and Eurasia.

The leaders appreciated the deepening of economic engagement in the financial sector. Prime Minister Shri Narendra Modi congratulated His Highness Sheikh Mohamed bin Zayed Al Nahyan for the launch of the UAE’s domestic card scheme JAYWAN, leveraging on the digital RuPay stack shared by the National Payments Corporation of India (NPCI) with the Central Bank of the UAE. They also welcomed the Agreement on interlinking the national payment platforms – UPI (India) and AANI (UAE), which will facilitate seamless cross-border transactions between the two countries.

The two leaders discussed ways to enhance their bilateral partnership in the energy sector, which includes oil, gas, and renewable energy. They acknowledged the recent signing of two new long-term LNG supply agreements between ADNOC Gas and Indian Oil Corporation Ltd and Gas Authority of India Ltd (GAIL) for 1.2 MMTPA and 0.5 MMTPA, respectively. These agreements mark the beginning of a new era in the energy partnership between the two countries, and both leaders encouraged the companies to explore more such opportunities. Furthermore, the two sides agreed to advance their cooperation in hydrogen, solar energy, and grid connectivity.

The leaders acknowledged that the Memorandum of Understanding in the field of Electricity Interconnection and Trade signed today opens a new area of energy cooperation between the two countries, which will also bring to life the Green Grids – One Sun One World One Grid (OSOWOG) initiative launched during by Prime Minister Shri Narendra Modi during COP26. . They expressed confidence that the MoU would further boost energy cooperation and connectivity between both countries.

Prime Minister Shri Narendra Modi thanked President His Highness Sheikh Mohamed bin Zayed Al Nahyan for his personal support and for his graciousness in granting the land for the construction of the BAPS Temple in Abu Dhabi. Both sides noted that the BAPS Temple is a celebration of UAE-India friendship, deep-rooted cultural bonds uniting the two nations, and also an embodiment of the UAE’s global commitment to harmony, tolerance and peaceful coexistence.

Both leaders noted that the cooperation protocol between the National Archives of the two countries and the MoU for cooperation with National Maritime Heritage Complex at Lothal, Gujarat will help in restoring the centuries old roots of India-UAE relationship and preserving the treasures of shared history.

The two leaders appreciated the commencement of the first Master’s program in Energy Transition and Sustainability by the Indian Institute of Technology (IIT) Delhi in Abu Dhabi, the first IIT in the Middle East. They reiterated the shared commitment of both countries for cooperation in education and research with a focus on advanced technologies, Artificial Intelligence, and sustainable energy.

The two leaders reviewed the progress of establishing the UAE-India Culture Council Forum and the membership of the council from both sides. The two leaders also emphasized the role of cultural and knowledge diplomacy in shaping a deeper mutual understanding that benefits both nations.

The leaders welcomed the MoU for creation of an intergovernmental framework between India and UAE on the India-Middle East-Europe Economic Corridor IMEEC, which reflected the lead taken by the UAE and India in furthering regional connectivity. The main elements of the Framework include development and management of a logistics platform, including a digital ecosystem, and provision of supply chain services to handle all types of general cargo, bulk, containers and liquid bulk in order to enable IMEEC. This will be the first agreement under the IMEEC initiative, launched on the side-lines of G20 Leaders’ Summit in New Delhi.

The leaders welcomed the MoU to jointly explore, assess and evaluate investment cooperation in the digital infrastructure sector. This MoU was signed by the Ministry of Investment of the UAE and the Ministry of Electronics & Information Technology of the Republic of India and focuses on creating strong and effective collaboration by building relationships between public and private organisations in the UAE and India. It aims to explore and evaluate the possibility of establishing a supercomputer cluster in India and data centre projects in India.

Prime Minister Shri Narendra Modi thanked President His Highness Sheikh Mohamed bin Zayed Al Nahyan for the warm hospitality extended to him and the Indian delegation.

Prime Minister’s visit to the United Arab Emirates (February 13-14, 2024)

Prime Minister Shri Narendra Modi will pay an official visit to the United Arab Emirates (UAE) from 13 to 14 February 2024.

2. This will be Prime Minister Modi's seventh visit to the UAE since 2015 and the third in the last eight months. During the visit, Prime Minister will hold bilateral meetings with His Highness Sheikh Mohamed bin Zayed Al Nahyan, the President of the UAE. The two leaders will discuss ways to further deepen, expand and strengthen the strategic partnership between the countries and exchange views on regional and international issues of mutual interest.

3. Prime Minister will also meet with His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Defence Minister of UAE. At his invitation, Prime Minister will participate in the World Government Summit 2024 to be held in Dubai as Guest of Honour and deliver a special keynote address at the Summit.

4. Prime Minister will inaugurate the BAPS Mandir, the first Hindu temple in Abu Dhabi. He will also be addressing the Indian community in the UAE at an event in Zayed Sports city in Abu Dhabi.

5. India and UAE enjoy warm, close and multi-faceted relations underpinned by strong political, cultural and economic linkages. Following the landmark visit of Prime Minister Shri Narendra Modi to UAE in August 2015, bilateral relations between the two countries been elevated to a Comprehensive Strategic Partnership. Both countries signed a Comprehensive Economic Partnership Agreement (CEPA) in February 2022 and a Local Currency Settlement (LCS) System in July 2023 to promote the use of Indian Rupee and AED for cross-border transactions.

6. The two countries are among each other’s top trading partners with a bilateral trade of about US$ 85 billion in 2022-23. UAE is also among the top 4 investors in India in terms of foreign direct investments in 2022-23.

7. About 3.5 million strong and vibrant Indian community forms the largest expatriate group in UAE. Their positive and well-appreciated contribution in the development of their host country has been an important anchor of our excellent bilateral engagement with the UAE.

India-UAE Joint Statement during the visit of PM to UAE

President of the United Arab Emirates His Highness Sheikh Mohamed bin Zayed Al Nahyan and Prime Minister of India Shri Narendra Modi met in Abu Dhabi on 15 July 2023.

Both sides noted that this was the fifth visit of Prime Minister Shri Narendra Modi to the UAE in the last eight years. Prime Minister Modi last visited the UAE in June 2022 when he visited Abu Dhabi to meet HH Sheikh Mohamed bin Zayed Al Nahyan to convey his greetings as His Highness assumed the presidency of the UAE. In 2015, Prime Minister Modi became the first Prime Minister of India to visit the UAE in 34 years. This visit was followed by the visit of HH Sheikh Mohamed bin Zayed Al Nahyan to India in 2016, then in 2017, when HH Sheikh Mohamed bin Zayed Al Nahyan was the Chief Guest at India’s Republic Day celebrations. Moreover, the India-UAE relationship was formally elevated to a Comprehensive Strategic Partnership during the visit of HH Sheikh Mohamed bin Zayed Al Nahyan to India in 2017.

The leaders expressed satisfaction that UAE-India relations have witnessed tremendous progress on all fronts. India-UAE trade rose to USD 85 billion in 2022, making the UAE India’s third-largest trading partner for the year 2022-23 and India’s second-largest export destination. India is the UAE’s second largest trading partner. In February 2022, India became the first country with which the UAE signed a Comprehensive Economic Partnership Agreement (CEPA). Bilateral trade has increased by approximately 15% since the entry into force of the CEPA on 1 May 2022.

The leaders noted the significant global roles played by both countries in 2023, with India’s presidency of the G20 and the UAE’s presidency of COP28. The UAE side appreciated the hosting of the Voice of Global South Summit by India in January 2023. The Indian side also commended the UAE for its instrumental role in promoting the Global South’s interests at COP28 and making COP28 a “COP of action.” Both sides also looked forward to further cooperation in plurilateral fora such as I2U2 and the UAE-France-India trilateral cooperation initiative. They noted that such platforms provide greater opportunities for both countries to elevate the partnership to new heights.

Today, in Abu Dhabi, the President of the UAE HH Sheikh Mohamed bin Zayed Al Nahyan and the Hon’ble Prime Minister of India Shri Narendra Modi witnessed the following: I. The signing of a Memorandum of Understanding for the establishment of a framework to promote the use of local currencies (INR-AED) for cross-border transactions by Governors of the respective Central Banks.

II. The signing of a Memorandum of Understanding on interlinking payment and messaging systems by Governors of the respective Central Banks.

III. The signing of a Memorandum of Understanding for planning to establish Indian Institute of Technology – Delhi in Abu Dhabi.

The leaders discussed that developing the Local Currency Settlement System between the two countries to settle bilateral trade is a reflection of mutual confidence. Moreover, it underlines the robustness of the economies in both countries and enhances the economic engagement between the UAE and India. The leaders expressed their interest in strengthening cooperation in the payment systems area by enabling integration between their instant payment systems to process cross-border transactions between the UAE and India more efficiently. Such cooperation will also include the mutual acceptance of domestic card schemes by interlinking national card switches. Integration between these systems will enhance access to payment services for the benefit of the citizens and residents of the two countries.

The leaders reiterated their resolve to further strengthen investment ties between the two countries. In this context, they appreciated the efforts of the bilateral High-Level Joint Task Force of Investments. They acknowledged that the UAE became the fourth largest investor in India in 2022-2023, compared to the seventh in 2021-2022. They appreciated the plan of Abu Dhabi Investment Authority (ADIA) to set up a presence in Gujarat International Finance Tec-City (GIFT City), a financial free zone in Gujarat, in the next few months. This will further facilitate investment opportunities for the UAE in India.

The leaders also discussed the significance of the tripartite MoU between the Ministry of Education of India, Indian Institute of Technology (IIT Delhi) and Abu Dhabi Department of Education & Knowledge (ADEK) for the establishment of IIT Delhi – Abu Dhabi. In February last year, during the Virtual Summit between the two leaders, they agreed to establish the Indian Institute of Technology in the UAE. Both sides have worked tirelessly over the past two years to make this vision a reality. The two leaders expressed their endorsement and approval that IIT Delhi – Abu Dhabi will become operational by January 2024 by offering a Master’s program in Energy Transition and Sustainability. Other Bachelor, Master’s and Ph.D. Level programs are expected to be offered from September 2024, in addition to establishing research centers in the fields of sustainable energy, climate studies, computing, and data sciences.

The leaders resolved to further enhance bilateral partnership in the energy field, both in oil, gas, and renewable energy. Both sides will take forward their cooperation in Green Hydrogen, solar energy and grid connectivity. Both sides also agreed to increase investment across the energy spectrum, including in India’s Strategic Petroleum Reserve Programme.

The leaders acknowledged the joint work on issues of climate change, particularly during India’s presidency of the G20 and the UAE’s presidency of COP28. They resolved to work together to make COP28 a success for all.

Recognizing the importance of food security, the leaders reiterated their resolve to promote the reliability and resilience of food supply chains and expand food and agriculture trade, including through food corridors projects in India. The UAE side will complete its consultations with various Indian stakeholders swiftly for the early realization of projects in this area.

The leaders highlighted the importance of the health sector and scope of cooperation bilaterally and in third countries by energizing ongoing health cooperation and further diversifying it. The potential of both countries to become a reliable alternative in global health supply chains of vaccines and medicines was highlighted. Opportunities for collaboration in the growing health infrastructure in the UAE and India were also discussed.

The leaders noted that people-to-people contacts, which date back centuries, are one of the strongest and most important pillars of the historic India-UAE ties. The UAE expressed appreciation that the large Indian diaspora continues to play a significant role in the society and economy of the UAE and further reinforces bilateral relations.

The leaders agreed to further strengthen bilateral collaboration to strengthen maritime security and connectivity in the region to promote prosperity in India, the UAE, and the shared neighborhood. They also agreed to enhance defense exchanges, sharing of experiences, training, and capacity building.

The leaders reaffirmed their joint commitment to the fight against extremism and terrorism, including cross-border terrorism, in all forms, at both the regional and international levels. They agreed to further deepen their bilateral cooperation in the fight against terrorism, terrorist financing, and extremism. In this context, they emphasized the importance of promoting the values of peace, moderation, coexistence, and tolerance among peoples and stressed the need for all forms of extremism, hate speech, discrimination, and incitement to be renounced.

Both leaders emphasized the importance of multilateralism and called for collective action to promote a just, rules-based global order. The two leaders also expressed satisfaction on the coordination between the two sides on UN Security Council matters, especially in 2022, when both countries served as non-permanent members of the UNSC. Prime Minister Modi commended the UAE’s achievements during the UAE’s term as an elected member of the Security Council. The UAE reiterated its endorsement of India’s bid for permanent membership of the reformed UNSC.

Prime Minister Modi thanked HH Sheikh Mohamed bin Zayed Al Nahyan for his warm hospitality to his delegation. Prime Minister Modi is looking forward to the participation of HH Sheikh Mohamed bin Zayed Al Nahyan in the G20 Leaders’ Summit on 9-10 September 2023 in New Delhi.

Both leaders reaffirmed their commitment to further strengthening the Comprehensive Strategic Partnership, exploring emerging areas of collaboration, and promoting peace, stability, and prosperity in the region and beyond.

UAE and India issue joint statement after Indian PM's visit to UAE

The United Arab Emirates and India have issued a joint statement following the official visit made by Narendra Modi, Prime Minister of India, to the UAE today.

Following is the full text of the statement:

"1. President of the United Arab Emirates His Highness Sheikh Mohamed bin Zayed Al Nahyan and Prime Minister of India Shri Narendra Modi met in Abu Dhabi on 15th July 2023.

2. Both sides noted that this was the fifth visit of Prime Minister Shri Narendra Modi to the UAE in the last eight years. India has signed both a Bilateral Investment Treaty and a Comprehensive Economic Partnership Agreement with UAE, which are going to be a key enabler for further promoting investments in both countries.

Explaining the bilateral investment treaty, India's foreign secretary Vinay Kwatra said it aims to promote further capital flows between the two economies.

Constructed by the BAPS Swaminarayan Sanstha on a 27-acre plot in Abu Mreikhah, near Al Rahba off the Dubai-Abu Dhabi Sheikh Zayed Highway, the BAPS Hindu Mandir embodies traditional construction methods outlined in Hindu scriptures such as the Shilpa and Sthapathya Shastras. Notably, the temple has integrated over 300 advanced sensors to monitor seismic activity and temperature fluctuations, ANI reported.

Remarkably, the temple's construction eschews the use of metal, employing instead fly ash to fortify its foundation. The project, estimated to cost approximately ₹ 700 crore, signifies a harmonious fusion of ancient wisdom and contemporary engineering.

So, yes, the discussions did feature the Israel-Palestine and the situation in the Red Sea did focus on the discussions between the two leaders.”

Indian Prime Minister Narendra Modi will be on a two-day visit to the UAE starting Tuesday (Feb 13), during which he will meet UAE President Sheikh Mohamed bin Zayed Al Nahyan and inaugurate the Middle East's first traditional Hindu stone temple in Abu Dhabi.

It will be his third visit to the country in the last eight months and his seventh since 2015 , which was the first visit by an Indian prime minister in 34 years. During this visit, Modi has a packed schedule of meetings and events in Abu Dhabi and Dubai.

Modi will hold bilateral meetings with the UAE President, the Indian Ministry of External Affairs (MEA) said in a statement. They will discuss ways to deepen, expand, and strengthen the strategic partnership between the countries and exchange views on regional and international issues of mutual interest. Modi will also meet Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of the UAE and Ruler of Dubai.

On Tuesday evening, Modi will address more than 60,000 Indian expatriate community members during the 'Ahlan Modi' event at Zayed Sports City Stadium in Abu Dhabi. The event organisers said the registrations were closed because of an "overwhelming response" from the Indian community.

On Wednesday, the Indian PM will first participate in the World Government Summit 2024 in Dubai. He will deliver a keynote address at the summit where India, Turkey, and Qatar are the 'guests of honour' countries.

Modi will inaugurate the BAPS Hindu Mandir in Abu Mureikha on Wednesday evening. The historic event is poised to highlight the close ties and mutual respect between the two nations and their commitment to promoting cultural and religious diversity.

The two countries enjoy a close relationship courtesy of a deep bond between the top leaders. Since the UAE-India Comprehensive Economic Partnership Agreement (CEPA) came into force on May 1, 2022, bilateral trade reached $85 billion last year. The UAE is among the top 4 investors in India in terms of foreign direct investments in 2022-23, the Indian MEA underlined.

PM Modi in UAE: India and the UAE have signed 10 agreements to collaborate in areas such as energy, infrastructure, investments, and archive management, as announced by Foreign Secretary Vinay Kwatra on Wednesday. These agreements were signed during a meeting between Prime Minister Narendra Modi and UAE President Sheikh Mohamed bin Zayed Al Nahyan. 

The MoU in the field of electricity interconnection and trade will focus on green hydrogen, energy storage, and cooperation on energy security and trade. The Inter-governmental Framework Agreement concerning Cooperation for the Empowerment and Operation of the India-Middle East-Europe Economic Corridor (IMEC) aims to enhance regional connectivity.

The primary aspects of the recently signed agreement encompass collaboration on logistics platforms and supply chain services for all kinds of general cargo, bulk containers, and liquid. This cooperation is seen as vital to advancing the goals of the specific corridors. 

One of the objectives is to expedite the operation of the IMEC and enhance regional connectivity amongst the concerned parties, said the spokesperson. The announcement of the corridor was made in New Delhi during the G20 summit held in September. The IMEC, anticipated as an alternative to China's Belt and Road Initiative (BRI), will link India, the United Arab Emirates, Saudi Arabia, Jordan, Israel, and Europe.

Foreign Secretary Kwatra announced that the Memorandum of Understanding (MoU) on Cooperation in Digital Infrastructure projects will establish a comprehensive cooperation framework. This includes investment cooperation in the digital infrastructure sector and the exchange of technical knowledge and skills. Government and regulatory authorities will form partnerships under this MoU, focusing on high power computing, digital innovation, and data management platforms. 

Kwatra also mentioned that the Bilateral Investment Treaty will strengthen a broad-based investment partnership. It will not only protect existing investments but also promote further capital flows between the two economies. 

The MoU on the Development of the National Maritime Heritage Complex (NMHC) aims to foster engagement between the two countries to support the Maritime Heritage Complex at Lothal, Gujarat. Both parties will collaborate extensively to develop this project, as stated by the foreign secretary.

The Cooperation Protocol between the National Library and Archives of the UAE and the National Archives of India will establish expansive bilateral cooperation in the field of restoration and preservation of archival material. This protocol will also bolster cooperation in archives management via the exchange of expertise, historical information, research, and studies. 

Additionally, the agreement on the interlinking of the instant payment platforms, UPI of India and AANI of UAE, will enable seamless cross-border transactions. An agreement on interlinking domestic debit/credit cards, RuPay of India with JAYWAN of UAE, was highlighted as a significant step in fostering financial sector cooperation, which will boost the universal acceptance of RuPay across the UAE.

Prime Minister Narendra Modi will begin his two-day UAE visit today where he is expected to participate in the World Government Summit 2024, inaugurate the first Hindu temple in Abu Dhabi and address the ‘Ahlan Modi’, besides attending official meetings.

In a press briefing on Monday, Foreign Secretary Vinay Kwatra said that PM Modi will visit UAE on February 13 and 14, following which he will travel to Doha in Qatar. The Doha visit comes days after the release of eight Indian Navy officials who were jailed in Qatar.

UAE is one of India’s key trade diplomatic partners, and experts say that PM Modi’s latest visit is meant to shore up business, defense and cultural ties with its Middle Eastern neighbour. According to a press release on the PM visit, the Ministry of External Affairs said that India and UAE are among each other’s top trading partners with a bilateral trade of about US$ 85 billion in 2022-23. “UAE is also among the top 4 investors in India in terms of foreign direct investments in 2022-23,” it said.

“Modi is not going to travel widely this year before the election,” said Viraj Solanki, a researcher at the International Institute for Strategic Studies, told Reuters . “The fact that he is willing to go to the UAE shows how important this relationship is for India.”

What does PM’s schedule look like?

In UAE, Modi will meet with the UAE President Sheikh Mohamed bin Zayed Al Nahyan, whom he had met with in Gujarat during the ‘Vibrant Gujarat 2024’ in January 9. The two leaders had shared good rapport, with PM Modi greeting the President of UAE as “my brother.”

PM Modi will also meet Sheikh Mohammed bin Rashid Al Maktoum, who is the Vice President, Prime Minister and Defence Minister of UAE.

World Government Summit 2024

The Prime Minister is scheduled to attend the World Government Summit 2024 on the Vice President’s invitation.

The theme of this year’s Summit in Dubai is ‘Shaping Future Governments’, and will comprise six main ideas namely ‘Government Acceleration and Transformation’, ‘Artificial Intelligence and The Next Frontiers’, ‘Reimagining Development and Future Economies’, ‘Future Societies and Education’, ‘Sustainability and The New Global Shifts’, and ‘Urbanisation and Global Health Priorities’.

PM Modi has been invited as the Guest of Honour and will deliver a special keynote address at the Summit, as per the MEA release.

Abu Dhabi Hindu temple inauguration

The BAPS Hindu Mandir, the first of its kind in Abu Dhabi, will be inaugurated in a grand ceremony on February 14. PM Modi will participate in the ceremony at 6 pm IST. Following this, he will address the Indian community at the ‘Ahlan Modi’ event in Zayed Sports City in Abu Dhabi.

Speaking to Reuters, Pujya Brahmavihari Swami, who oversaw the construction of the temple, praised Sheikh Mohammed and Modi for their cooperation.“The leadership of the UAE … has been so generous and supported us,” he said, adding, “The leadership of India, the prime minister, he thinks not just of trade, he thinks beyond — that the exchange of culture, the exchange of values, is equally important.”

More than 3.5 million Indians call the UAE home, making them the largest group of people in the country, including Emirati citizens.

Besides asking tough questions about India’s proximity and friendship towards Russia, Ukrainian President Volodymyr Zelenskyy displayed perplexity about why Prime Minister Narendra Modi was in Kyiv in the first place. Even after the seven-hour visit to Kyiv after a 10-hour train ride from Poland, the real import of this journey remains wrapped in mystery.

If the trip was about brokering peace, Ukraine did not buy India's services. Instead, it chose the UAE to organise a prisoner swap between the warring nations. And if the purpose was to organise a ceasefire after the Kursk occupation by Ukraine and work towards a land swap, then the fierce attack by Russia on Monday conveyed the message that both belligerents are in no mood to back off.

Then why did PM Modi travel to Kyiv?

Quite visibly, he was forced to visit the Ukrainian capital after his earlier trip to Moscow where he famously embraced Russian President Vladimir Putin. His bear hug was juxtaposed with Russia allegedly bombing Ukraine’s biggest children's hospital, an attack that killed 38 people. The Russians denied having any role, but who's believing them? Instead, questions were asked even by President Zelenskyy, who claimed that Putin had no respect for Modi as he bombed Ukraine even when he was visiting Moscow.

Though the Indian prime minister had expressed sadness over the death of children and how "this is not the era of war," his presence in Moscow last month did not augur well for his credibility as a potential peacemaker. Similarly, his presence in Kyiv may not have endeared him to Russia and Putin. Russia would not have liked how India sat down with a close ally of the US and NATO that wants nothing more than the dismantling of Vladimir Putin.

It seems that Modi, recovering from his electoral setback while heading a coalition government in Delhi, credible sources claim, was sold the idea by the US or a similar Western entity, that he could be the peacemaker that the world awaits, as he has had close ties with the Putin.

Bizarrely, two days after his visit, PM Modi made a phone call to US President Joe Biden informing him about his visit to Kyiv and his desire for peace. While the Indian readout of the call included the issue of protecting Bangladeshi Hindus besides his concern for Ukraine, the US spoke only of Modi’s courageous visit to Kyiv.

In fact, it gave an opportunity to Republican Senator Niraj Antani to tweet, "Very disappointing that the @WhiteHouse ’s readout of the @JoeBiden - @narendramodi call doesn’t acknowledge the plight of Bangladeshi Hindus, as the Indian Prime Minister’s readout does. Shameful. The Biden administration’s callous indifference of Bangladeshi Hindus is abhorrent."

It’s a different matter that Zelenskyy was undiplomatically castigating India for buying oil from Russia and providing Putin with a war chest. While Zelenskyy’s reservations were well known, Modi still chose to travel to Ukraine after its Kursk incursion. Russia has now recovered with an aggressive fusillade of missile attacks. At the time of writing, the exchange of fire has intensified. Zelenskyy’s Independence Day speech that promised war in Russia may have acquired a different spin altogether.

The US and NATO are aware that they cannot subdue Russia till two of its allies, China and India, stop supporting it. The US has been working on China to fall in line. In March, legislation was unveiled that would block China from buying oil from the Strategic Petroleum Reserve.

Similarly, US think tanks gloatingly explain how India's dependence on Russian weapons has gone down considerably. Till 2013, India was buying 76 percent of its arms from Russia. This has now come down to 36 percent. India is also under pressure to taper its purchase of offshore crude oil from Russia as the global supply stabilises.

US experts have been telling India that there is no reason why it should buy any weapon from the Russians. The US has offered to set up a Kalashnikov factory in India, which they hope to bring from a former Soviet Republic. Kalashnikovs were a Russian monopoly, but after the collapse of the Soviet Union, it is available, in bulk, in other breakaway Soviet Republics of Eastern Europe and Central Asia.

While Modi was in Ukraine, Defence Minister Rajnath Singh was in the US, meeting the heads of many arms manufacturers. There is, after all, the US-India Roadmap for Defence Industrial Cooperation. Rajnath reportedly bought snoopers to locate the presence of a submarine in Indian waters. Much of the equipment that India bought or seemed to be interested in had a visible China focus.

The manner in which the US is pressuring India, and to some extent China, has important implications for BRICS too, a multilateral body that is at the forefront of de-dollarising the world economy. India has been ambivalent about de-dollarisation and taking on the US. It had not attended the Shanghai Cooperation Summit at Astana earlier in June, which was piloted by Russia and China.

The next BRICS summit will take place in October in Kazan, Russia. 70 odd countries are keen to join the evolving multilateral body, much to the annoyance of the US and its NATO allies.

Since his trip to Moscow, the West has been actively seeking PM Modi to visit Ukraine too. Geopolitical experts opine this trip as India's "balancing act". However, the Ministry of External Affairs in a recent presser dubbed the trip as both "significant" and "historic". “It is a landmark and historic visit since this will be the first time that an Indian prime minister will be visiting Ukraine in more than 30 years since the diplomatic relations were established between the two countries,” an MEA official said on his ongoing trip.

The official said Modi-Ukraine President Volodymyr Zelenskyy's talks are expected to focus on the entire gamut of India-Ukraine ties including in areas of agriculture, infrastructure, pharmaceuticals, health and education, defence, and people-to-people ties. Asked whether India is interested in the reconstruction of Ukraine, Lal said New Delhi is willing to provide all support and contribution that may be required not only to find a peaceful solution to the conflict but also in the recovery process.

Dr. Prashant Prabhakar Deshpande has post-graduated in Economics with a Gold Medal in 1976 and was awarded a Ph.D in Social Sciences from Nagpur University in 2007.

Introduction

US Senator Marco Rubio on July 25, 2024 introduced a bill in the U.S. Senate proposing to treat India on par with its allies like Japan, Israel, Korea, and Nato allies as regards the technology transfers and support India in its response to growing threats to its territorial integrity. The bill also proposes to bar Pakistan from receiving security assistance if it is found to have sponsored terrorism against India.

With India’s growing influence & return of Narendra Modi’s as PM & recognising India as a strategic ally of the US, Congressman Marco Rubio has proposed elevation of India’s status to that of America’s close allies, Japan, Israel, South Korea, and Nato members reflecting a shift in the US policy, prompted by acknowledgment of India’s pivotal role in Regional stability and Countering terrorism, opine observers.

Strengthening military and diplomatic ties

The bill calls for enhancement of United States’ military cooperation with India:

1. By treating India on par with its allies Japan, Israel, and South Korea & Nato members, and;

2. Increasing military aid and sharing critical defence technology with it.

Rubio has highlighted the necessity of the partnership with India to counter China’s growing influence in the Indo-Pacific region drawing attention to China’s efforts at increasing its dominance in the Region & continuing to violate the sovereignty of the regional allies of the US.

Addressing Pakistan’s proxy war

Referring to Pakistan, the bill demands that, if Pakistan continues proxy war against India, the US should halt its economic aid and take action against it, underscoring the US’s commitment to supporting India’s security, and curbing terrorism in the region.

Advocating Exemption from sanctions under the Countering America’s Adversaries Through Sanctions Act

A notable provision proposed in the bill has been the call for exempting India from sanctions under the Countering America’s Adversaries Through Sanctions Act (CAATSA), arguing that, India should be allowed some freedom in continuing its heavy reliance on Russian defence equipment purchases to enable it to maintain its defence capabilities without facing US sanctions.

India’s historical stance on becoming a part of Nato Plus

In 2023, the US Parliament’s Select Committee had recommended India’s inclusion in Nato Plus, a security system that brings together NATO and five alliance nations, Australia, New Zealand, Japan, Israel, and South Korea to enhance Global Defence Cooperation. However, Indian Foreign Minister, S Jaishankar had made it clear that India was not keen on joining Nato Plus & that India’s strategy has always been to maintain its Strategic Autonomy, and not be a part of any power bloc compromising its independent decision-making.

Enhancing US-India partnership

Rubio’s bill aims to strengthen the US-India partnership across multiple dimensions, including defence, civil space, technology, medicine, and economic investments. It proposes that the US should support India in its efforts to secure its land and maritime borders, particularly against Chinese aggression. The bill also calls for a comprehensive review of US aid to Pakistan, ensuring that it does not support terrorism against India.

India’s growing defence imports from the US

In the past decade, India has significantly bolstered its defence capabilities through substantial imports from the US totalling nearly $ 25 billion. This growing defence trade between the two countries underscores the deepening of strategic ties between the two, and India’s increasing reliance on advanced American military technology.

India and the United States enjoy a comprehensive global strategic partnership covering almost all areas of human endeavour, driven by shared democratic values, convergence of interests on a range of issues, and vibrant people-to-people contacts.

There is also a regular high-level interaction between Prime Minister Shri Narendra Modi and the US President Joe Biden. They had several bilateral meetings. PM Narendra Modi has also participated in virtual Summits convened by President Biden including Quad, I2U2, the Intergovernmental Group of India, Israel, the USA, and the UAE, and various other events.

PM Modi made his first State Visit to the US from 21st to 23rd of June 2023 at the invitation of President Biden. In addition to a bilateral meeting with President Biden, he addressed a Joint Meeting of US Congress and interacted with business and thought leaders.

President Biden had also visited India from 8th to 10th of September 2023 to attend the G-20 Leaders’ Summit. Both had a bilateral meeting and co-hosted a group of G-20 leaders to accelerate investments in high-quality infrastructure projects and development of Economic Corridors through the India Middle East Europe Economic Connectivity Corridor and the Partnership for Global Infrastructure and Investment (PGI).

Various events mentioned underscore the importance the United States attaches to India under PM Narendra Modi. India during the past decade has achieved noticeable progress in different sectors including the defence sector, prompting the US to long for closer ties, particularly taking into consideration, India’s utility in countering China in the Indo-Pacific.

The proposed US-India Defence Cooperation Act marks a significant development in the US-India relations. By proposing to treat India as a strategic ally on par with Japan, Israel, South Korea and NATO members, the bill underscores the importance of India in the Global Geopolitical Landscape. The bill also highlights the need for a robust partnership between the two countries to counter common threats, particularly from China and Pakistan by India.

The bill as it progresses through the US Congress, could therefore herald a new era of defence and strategic cooperation between the two largest democracies in the world. The bill assumes importance as this is for the first time such an India-centric bill has been introduced in the US Congress that proposes to put India at the same level of that of its treaty ally, exempt it from CAATSA sanctions, and imposes sanctions on Pakistan for promoting terrorism in India, it has been opined.

India-UAE Joint Statement during the visit of Prime Minister, Shri Narendra Modi to UAE

President of the United Arab Emirates His Highness Sheikh Mohamed bin Zayed Al Nahyan and Prime Minister of India Shri Narendra Modi met in Abu Dhabi on 15 July 2023. Both sides noted that this was the fifth visit of Prime Minister Shri Narendra Modi to the UAE in the last eight years. Prime Minister Modi last visited the UAE in June 2022 when he visited Abu Dhabi to meet HH Sheikh Mohamed bin Zayed Al Nahyan to convey his greetings as His Highness assumed the presidency of the UAE. In 2015, Prime Minister Modi became the first Prime Minister of India to visit the UAE in 34 years. This visit was followed by the visit of HH Sheikh Mohamed bin Zayed Al Nahyan to India in 2016, then in 2017, when HH Sheikh Mohamed bin Zayed Al Nahyan was the Chief Guest at India’s Republic Day celebrations. Moreover, the India-UAE relationship was formally elevated to a Comprehensive Strategic Partnership during the visit of HH Sheikh Mohamed bin Zayed Al Nahyan to India in 2017. The leaders expressed satisfaction that UAE-India relations have witnessed tremendous progress on all fronts. India-UAE trade rose to USD 85 billion in 2022, making the UAE India’s third-largest trading partner for the year 2022-23 and India's second-largest export destination. India is the UAE’s second largest trading partner. In February 2022, India became the first country with which the UAE signed a Comprehensive Economic Partnership Agreement (CEPA). Bilateral trade has increased by approximately 15% since the entry into force of the CEPA on 1 May 2022. The leaders noted the significant global roles played by both countries in 2023, with India’s presidency of the G20 and the UAE’s presidency of COP28. The UAE side appreciated the hosting of the Voice of Global South Summit by India in January 2023. The Indian side also commended the UAE for its instrumental role in promoting the Global South's interests at COP28 and making COP28 a "COP of action.” Both sides also looked forward to further cooperation in plurilateral fora such as I2U2 and the UAE-France-India trilateral cooperation initiative. They noted that such platforms provide greater opportunities for both countries to elevate the partnership to new heights. Today, in Abu Dhabi, the President of the UAE HH Sheikh Mohamed bin Zayed Al Nahyan and the Hon'ble Prime Minister of India Shri Narendra Modi witnessed the following: I. The signing of a Memorandum of Understanding for the establishment of a framework to promote the use of local currencies (INR-AED) for cross-border transactions by Governors of the respective Central Banks. II. The signing of a Memorandum of Understanding on interlinking payment and messaging systems by Governors of the respective Central Banks. III. The signing of a Memorandum of Understanding for planning to establish Indian Institute of Technology – Delhi in Abu Dhabi. The leaders discussed that developing the Local Currency Settlement System between the two countries to settle bilateral trade is a reflection of mutual confidence. Moreover, it underlines the robustness of the economies in both countries and enhances the economic engagement between the UAE and India. The leaders expressed their interest in strengthening cooperation in the payment systems area by enabling integration between their instant payment systems to process cross-border transactions between the UAE and India more efficiently. Such cooperation will also include the mutual acceptance of domestic card schemes by interlinking national card switches. Integration between these systems will enhance access to payment services for the benefit of the citizens and residents of the two countries. The leaders reiterated their resolve to further strengthen investment ties between the two countries. In this context, they appreciated the efforts of the bilateral High-Level Joint Task Force of Investments. They acknowledged that the UAE became the fourth largest investor in India in 2022-2023, compared to the seventh in 2021-2022. They appreciated the plan of Abu Dhabi Investment Authority (ADIA) to set up a presence in Gujarat International Finance Tec-City (GIFT City), a financial free zone in Gujarat, in the next few months. This will further facilitate investment opportunities for the UAE in India. The leaders also discussed the significance of the tripartite MoU between the Ministry of Education of India, Indian Institute of Technology (IIT Delhi) and Abu Dhabi Department of Education & Knowledge (ADEK) for the establishment of IIT Delhi – Abu Dhabi. In February last year, during the Virtual Summit between the two leaders, they agreed to establish the Indian Institute of Technology in the UAE. Both sides have worked tirelessly over the past two years to make this vision a reality. The two leaders expressed their endorsement and approval that IIT Delhi – Abu Dhabi will become operational by January 2024 by offering a Master’s program in Energy Transition and Sustainability. Other Bachelor, Master’s and Ph.D. Level programs are expected to be offered from September 2024, in addition to establishing research centers in the fields of sustainable energy, climate studies, computing, and data sciences. The leaders resolved to further enhance bilateral partnership in the energy field, both in oil, gas, and renewable energy. Both sides will take forward their cooperation in Green Hydrogen, solar energy and grid connectivity. Both sides also agreed to increase investment across the energy spectrum, including in India’s Strategic Petroleum Reserve Programme. The leaders acknowledged the joint work on issues of climate change, particularly during India’s presidency of the G20 and the UAE’s presidency of COP28. They resolved to work together to make COP28 a success for all. Recognizing the importance of food security, the leaders reiterated their resolve to promote the reliability and resilience of food supply chains and expand food and agriculture trade, including through food corridors projects in India. The UAE side will complete its consultations with various Indian stakeholders swiftly for the early realization of projects in this area. The leaders highlighted the importance of the health sector and scope of cooperation bilaterally and in third countries by energizing ongoing health cooperation and further diversifying it. The potential of both countries to become a reliable alternative in global health supply chains of vaccines and medicines was highlighted. Opportunities for collaboration in the growing health infrastructure in the UAE and India were also discussed. The leaders noted that people-to-people contacts, which date back centuries, are one of the strongest and most important pillars of the historic India-UAE ties. The UAE expressed appreciation that the large Indian diaspora continues to play a significant role in the society and economy of the UAE and further reinforces bilateral relations. The leaders agreed to further strengthen bilateral collaboration to strengthen maritime security and connectivity in the region to promote prosperity in India, the UAE, and the shared neighborhood. They also agreed to enhance defense exchanges, sharing of experiences, training, and capacity building. The leaders reaffirmed their joint commitment to the fight against extremism and terrorism, including cross-border terrorism, in all forms, at both the regional and international levels. They agreed to further deepen their bilateral cooperation in the fight against terrorism, terrorist financing, and extremism. In this context, they emphasized the importance of promoting the values of peace, moderation, coexistence, and tolerance among peoples and stressed the need for all forms of extremism, hate speech, discrimination, and incitement to be renounced. Both leaders emphasized the importance of multilateralism and called for collective action to promote a just, rules-based global order. The two leaders also expressed satisfaction on the coordination between the two sides on UN Security Council matters, especially in 2022, when both countries served as non-permanent members of the UNSC. Prime Minister Modi commended the UAE’s achievements during the UAE’s term as an elected member of the Security Council. The UAE reiterated its endorsement of India’s bid for permanent membership of the reformed UNSC. Prime Minister Modi thanked HH Sheikh Mohamed bin Zayed Al Nahyan for his warm hospitality to his delegation. Prime Minister Modi is looking forward to the participation of HH Sheikh Mohamed bin Zayed Al Nahyan in the G20 Leaders’ Summit on 9-10 September 2023 in New Delhi. Both leaders reaffirmed their commitment to further strengthening the Comprehensive Strategic Partnership, exploring emerging areas of collaboration, and promoting peace, stability, and prosperity in the region and beyond.
