Hackers may have stolen your Social Security number in a massive breach. Here's what to know.

By Aimee Picchi

Edited By Anne Marie Lee

Updated on: August 16, 2024 / 3:02 PM EDT / CBS News

A new lawsuit is claiming hackers have gained access to the personal information of "billions of individuals," including their Social Security numbers, current and past addresses and the names of siblings and parents — personal data that could allow fraudsters to infiltrate financial accounts or take out loans in their names.

The allegation arose in a lawsuit filed earlier this month by Christopher Hofmann, a California resident who claims his identity theft protection service alerted him that his personal information had been leaked to the dark web by the "nationalpublicdata.com" breach. The lawsuit was earlier reported by Bloomberg Law.

The breach allegedly occurred around April 2024, with a hacker group called USDoD exfiltrating the unencrypted personal information of billions of individuals from a company called National Public Data (NPD), a background check company, according to the lawsuit. Earlier this month, a hacker leaked a version of the stolen NPD data for free on a hacking forum, tech site Bleeping Computer reported .

That hacker claimed the stolen files include 2.7 billion records, with each listing a person's full name, address, date of birth, Social Security number and phone number, Bleeping Computer said. While it's unclear how many people that includes, it's likely "that everyone with a Social Security number was impacted," said Cliff Steinhauer, director of information security and engagement at The National Cybersecurity Alliance, a nonprofit that promotes online safety.

"It's a reminder of the importance of protecting yourself, because clearly companies and the government aren't doing it for us," Steinhauer told CBS MoneyWatch.

In a statement posted to its website, NPD said the breach involved a "third-party bad actor that was trying to hack into data in late December 2023, with potential leaks of certain data in April 2024 and summer 2024."

The company added that it is working with law enforcement and government investigators. NPD said it "will try to notify you if there are further significant developments applicable to you."

Here's what to know about the alleged hack.

What is National Public Data?

National Public Data is a data company based in Coral Springs, Florida, that provides background checks for employers, investigators and other businesses that want to check people's backgrounds. Its searches include criminal records, vital records, SSN traces and more information, its website says.

There are many similar companies that scrape public data to create files on consumers, which they then sell to other businesses, Steinhauer said.

"They are data brokers that collect and sell data about people, sometimes for background check purposes," he said. "It's because there's no national privacy law in the U.S. — there is no law against them collecting this data against our consent."

What happened with the USDoD hack?

According to the new lawsuit, USDoD on April 8 posted a database called "National Public Data" on the dark web, claiming to have records for about 2.9 billion individuals. It was asking for a purchase price of $3.5 million, the lawsuit claims.

However, Bleeping Computer reported that the file was later leaked for free on a hacker forum, as noted above.

How many people have been impacted?

The number of people impacted by the breach is unclear. Although the lawsuit claims "billions of individuals" had their data stolen, the total population of the U.S. stands at about 330 million. The lawsuit also alleges that the data includes personal information of deceased individuals.

Bleeping Computer reports that the hacked data involves 2.7 billion records, with individuals having multiple records in the database. In other words, one individual could have separate records for each address where they've lived, which means the number of impacted people may be far lower than the lawsuit claims, the site noted.

The data may reach back at least three decades, according to law firm Schubert Jonckheer & Kolbe, which said on Monday it is investigating the breach.

Did NPD alert individuals about the hack?

It's unclear, although the lawsuit claims that NPD "has still not provided any notice or warning" to Hoffman or other people affected by the breach.

"In fact, upon information and belief, the vast majority of Class Members were unaware that their sensitive [personal information] had been compromised, and that they were, and continue to be, at significant risk of identity theft and various other forms of personal, social, and financial harm," the lawsuit claims.

Information security company McAfee reported that it hasn't found any filings with state attorneys general. Some states require companies that have experienced data breaches to file reports with their AG offices.

However, NPD posted an alert about the breach on its website, stating that it believes the information breached includes names, email addresses, phone numbers, Social Security numbers and mailing addresses.

Can you find out if your data was part of the hack?

There are tools available that will monitor what information about you is available on the dark web, noted Michael Blair, managing director of cybersecurity firm NukuDo. Commonly breached data includes your personal addresses, passwords and email, he added.

One such service is how Hofmann, who filed the lawsuit, found out that his information has been leaked as part of NPD breach.

"Make sure to use reputable companies to look that up," Blair said.

What should I do to protect my information?

Security experts recommend that consumers put freezes on their credit files at the three big credit bureaus, Experian, Equifax and TransUnion. Freezing your credit is free, and will stop bad actors from taking out loans or opening credit cards in your name.

"The biggest thing is to freeze your credit report, so it can't be used to open new accounts in your name and commit other fraud in your name," Steinhauer said.

Steinhauer recommends consumers take several additional steps to protect their data and finances:

  • Make sure your passwords are at least 16 characters in length, and are complex.
  • Use a password manager to save those long, complex passwords.
  • Enable multifactor authentication, which Steinhauer calls "critical," because simply using a single password to access your accounts isn't enough protection against hackers.
  • Be on alert for phishing and other scams. One red flag is that the scammers will try to create a sense of urgency to manipulate their victims.
  • Keep your security software updated on your computer and other devices. For instance, make sure you download the latest security updates from Microsoft or Apple onto your apps and devices.

You can also get a tracking service that will alert you if your data appears on the dark web.

"You should assume you have been compromised and act accordingly," Steinhauer said.

Kamala Harris Isn’t Giving Interviews. Any Questions?

Critics say the vice president has been too cautious with the press. Her supporters think it’s the right strategy at the right time.

Kamala Harris entering a room, with a crowd of photographers and reporters waiting for her.

By Michael M. Grynbaum

Michael Grynbaum has covered the interactions between presidential candidates and the news media since 2016.

Follow live updates on the 2024 election .

The press has questions for Vice President Kamala Harris. She isn’t giving a whole lot of answers.

In the nearly three weeks since President Biden withdrew his candidacy, catapulting Ms. Harris to the top of the Democratic ticket, the vice president has shown little eagerness to meet journalists in unscripted settings. She has not granted an interview or held a news conference. On Thursday, after a rally in Michigan, she held her first “gaggle” — an impromptu Q.-and-A. session — with reporters covering her campaign.

It lasted 70 seconds.

Ms. Harris replaced a Democratic nominee who has hosted fewer White House news conferences than any president since Ronald Reagan. Now she is taking a similarly cautious approach, relying on televised rallies and prepared statements amid a tightly controlled rollout of her candidacy.

Asked on Thursday if she might sit for an interview anytime soon, Ms. Harris suggested that she would get through the convention first. “I want us to get an interview scheduled before the end of the month,” she said, as aides signaled to the scrum of journalists that question time was over.

Ms. Harris’s lack of engagement with the media has become a constant rallying cry on the political right, with Republican critics and Fox News stars accusing the vice president of ducking scrutiny. The Harris campaign says it is being thoughtful about how best to deploy its message, and to introduce a new candidate to crucial voters in battleground states.

David Axelrod, the architect of former President Barack Obama’s winning campaigns, believes that Ms. Harris — who on Thursday said she had agreed to a prime-time debate on Sept. 10 with her opponent, former President Donald J. Trump — was trying to strike a balance.

“This has been a whirlwind few weeks, and right now, buoyant rally speeches are working really well, so she’s riding the wave,” Mr. Axelrod wrote in an email. “But I’m sure they know that, in addition, presidential races impose a series of tests, including debates and unscripted interactions with voters and media, by which people come to know you. There is time, and I’m sure she’ll get there.”

Mr. Trump has a less generous view.

“She doesn’t know how to do a news conference; she’s not smart enough to do a news conference,” he said during a discursive news conference on Thursday in Florida. “She won’t do interviews with friendly people because she can’t do better than Biden,” Mr. Trump added. “She should be doing interviews. She doesn’t want to do interviews.”

Fox News, which carried Mr. Trump’s news conference live, echoed the former president’s attacks, displaying an on-screen headline that read, “Trump Takes Questions as Harris Dodges.”

Ms. Harris has fielded some questions from journalists, but out of the public eye. On several occasions since becoming the presumptive nominee, she has held off-the-record meetings with reporters in the back of her campaign plane. Mr. Biden rarely held these sessions; this week, though, he opened himself to scrutiny in an interview with Robert Costa of CBS.

Some political strategists say Ms. Harris is doing exactly what she should be doing. Her campaign rallies have been widely covered, and a kickoff event on Tuesday with her running mate, Gov. Tim Walz of Minnesota, was watched live by nearly eight million people on cable news. Big interviews, early on in a candidacy, also carry big risks: witness Sarah Palin’s fiasco with Katie Couric.

“Where is it written that you have to sit down for a press interview?” said James Carville, former President Bill Clinton’s longtime messaging guru. “They’ve had to pick a vice president, plan a convention, move around, do this, do that, and she’s already agreed to a debate.”

Mr. Carville said Ms. Harris was wisely managing her time, given the extraordinary task of embarking on a presidential campaign three months before Election Day. He imagined a plea from a reporter — “‘Come talk to me for 45 minutes’” — and then offered how the campaign might respond: “Oh, shut up!”

Mr. Trump has granted several interviews in recent weeks, albeit to a heap of highly sympathetic media outlets, including the livestream of an internet celebrity who presented him with a gold Rolex, and “Sid & Friends in the Morning,” a Trump-friendly New York drive-time radio show. Mr. Trump faced tougher questions when he appeared at last week’s convention of the National Association of Black Journalists, and again at Thursday’s news conference, which stretched for 65 minutes.

Ms. Harris’s record with big interviews is mixed. An appearance with Lester Holt of NBC, in 2021, went poorly and raised concerns within the Biden administration. Since then, she has cultivated relationships with media stars like Joe Scarborough and numerous White House correspondents. In her most recent TV interview, on CNN immediately following the June debate, Ms. Harris comfortably addressed Mr. Biden’s poor performance.

Aides to Ms. Harris argue that in a fractured media landscape, where trust in traditional news outlets has fallen, their most effective voter outreach comes from alternative venues like TikTok and their own social media platforms.

“The vice president’s top priority is earning the support of the voters who will decide this election,” Kevin Munoz, a spokesman for Ms. Harris, said on Thursday, adding that the campaign was “being strategic, creative and expeditious” in using TV ads, rallies, local organizers, “and of course interviews that reach our target voters.”

He did not say when such an interview might take place.

Ocean County Vocational Schools teacher, 56, had sexual contact with student: Prosecutor

Portrait of Erik Larsen

TOMS RIVER - A former teacher at the Ocean County Performing Arts Academy engaged in an inappropriate sexual relationship with a female student when he was employed at the school, said Ocean County Prosecutor Bradley D. Billhimer on Thursday.

Douglas Bollinger, 56, of Neptune City, was charged with two counts of endangering the welfare of a child and two counts of criminal sexual contact for incidents that occurred in Point Pleasant Beach and Asbury Park between February 2019 and August 2019, Billhimer said in a statement.

Bollinger is no longer employed at the performing arts academy, the prosecutor said. The four-year comprehensive public high school in Toms River is part of the Ocean County Vocational Technical School District.

Bollinger was taken into custody at his home Thursday by the U.S. Marshals Fugitive Task Force, the statement said.

He is currently in the Ocean County Jail in Toms River where he will remain pending the outcome of a detention hearing, according to the prosecutor.

“It is my understanding that Mr. Bollinger is no longer employed as a teacher with the Performing Arts Academy, but I would encourage parents to have a conversation with their children if they had Mr. Bollinger as a teacher,” Billhimer said.

Anyone with additional information about Bollinger’s alleged misconduct or with knowledge of other inappropriate behavior on his part is asked to contact Detective Nicole Testa of the Prosecutor’s Office at 732-929-2027, ext. 3489.

Amazing staff onboard

We travelled over today at 9.45am (from the Island) and it was my 4yo's first time. He cried as soon as the hovercraft inflated and an amazing member of staff came over to distract him and speak with him nearly the whole time. She was absolutely amazing with him and a real credit to the company. She made it a really positive experience for him and by the end of their conversation he was bouncing around full of smiles. She took the time to give both my children stickers and even went off to get them certificates once we arrived in Southsea. I can't thank her enough for making his first experience such a positive one. On the return journey, he was SO excited and so happy and it's all thanks to her. I'm afraid I didn't get her name but she was a lovely lady with dark hair in a ponytail, and gold hoop earrings. Huge thanks to her 😊

Dreadful and Ignorant

The service ran 20 minutes late, in deep contradiction to the website claiming all services were running on time, and the dark haired woman in the face mask on reception was positively awful. Her inability to be in any way helpful was outstripped by her refusal to allow a disabled man to use the toilet because although the demand was urgent, he hadn't shown her his ticket. What an awful experience, and shocking that she's allowed to continue to receive passengers in this way.

Date of experience : 20 June 2023

Fantastic service!

I've used the hovercraft a few times over the last couple of years, and although it's expensive, it's always a fantastic experience every time!
