Travel Document

A travel document is a certification or identifying document containing the description and other personal circumstances of the bearer, which is issued in lieu of a passport and valid for one-way, direct travel to the Philippines. A travel document is issued to a Filipino citizen being sent back to the Philippines or who needs to urgently travel home but is unable to fully comply with the requirements for the issuance of a regular passport, at the time of emergency. Proof of urgency/emergency is needed.

(Note: absence of any such aforementioned documents will not automatically result in denial of a passport application and an applicant possessing other evidence that proves that he/she has retained Filipino citizenship may still proceed with his/her application subject to the assessment of the Consular Officer.)

Self-Addressed USPS Priority/Priority Express Return Envelope ( (with  $9.85 Stamp  and  Tracking Number ) or other pre-paid mailing envelope from courier of choice (except FedEx) , if travel document is to be mailed back.

Processing fee $30.00 payable in cash, digital payments, or money order made payable to “Embassy of the Philippines.” (Digital payments are credit/debit card, Apple Pay, Google Pay, with 4% convenience fee applied. Personal checks still not accepted).

Please note that the validity of travel document is only one (1) month and it is being issued due to emergency reason(s). Hence, its immediate usage is necessary.

The Consular Officer reserves the right to require additional documents from an applicant, to prove his/ her identity and/or citizenship, and ensure accurate and complete personal data entries, pursuant to the Philippine Passport Law (R.A. 8239) and the Foreign Service Act (R.A. 7157).

What is a Travel Document?

In case of emergency travel to the Philippines, a Filipino national may apply for a Travel Document (TD) at the Philippine Consulate General (PCG) to be used for one-way travel to the Philippines in lieu of a valid Philippine passport . Please note that the Travel Document is issued only for emergency or urgent travel to the Philippines and is issued to a Filipino citizen who has lost his/her Philippine passport; is a dual citizen (those who have reacquired their Philippine citizenship under RA 9225) who needs to travel to the Philippines; has an expired passport; cannot be issued a regular passport; or is being sent back to PH.

Following are the requirements:

• Duly-accomplished Application Form. Download form
• Copy of data page of Philippine passport, or parent’s copy of a Filipino child’s Report of Birth
• Copy of VALID immigration documents, e.g., PR card, work permit, Canadian visa; or Identification Certificate or Certificate of Retention/Re-acquisition of Philippine Citizenship (if applicant is a dual citizen)
• Three (3) passport-size (3.5cm x 4.5cm) colored photos taken within the last three months
• Tentative travel itinerary
• Proof of urgency of travel (ex., Death Certificate, Medical Certificate, etc. of relative in the Philippines)

If the application is made in person, payments can be made in Canadian Dollars either in cash, bank draft, postal money order, debit card, or credit card (with 2.4% convenience fee applied for credit card only). Personal cheques are NOT accepted.

• New / unused, self-addressed envelope, preferably with tracking features, to be used in mailing to you your Travel Document.

How long is the validity of a Travel Document?

The Travel Document is valid for only thirty (30) days from the date of issue. Thus, the date of travel to the Philippines must be within the 30-day validity of the TD. The TD is valid only for a one-way direct travel to the Philippines.

• Processing of TD application may take three (3) business days upon receipt of the documents. Applicants are advised to take into consideration the postal delivery / mailing period, which is not within the control of the PCG. The PCG requests clients not to submit their applications hours before their flight or on the day of their flight to avoid travel delays.
• Applicants are advised to inform the airline of their choice prior to booking that they are holding a Travel Document. The PCG received feedback that some airlines do not accept passengers holding a Travel Document.
• Minor applicants who have not been issued a Philippine passport yet may enter the Philippines upon presentation of the parent’s copy of the child’s Report of Birth (ROB) and the Travel Document . The parents are advised to obtain for the child a Philippine passport for presentation to Philippine immigration authorities upon the child’s departure from the Philippines.

In view of the above, an applicant for TD is required to submit a valid proof of urgent travel.

• A travel document may only be used for emergency or urgent travels and cannot be conveniently used to avoid going through the passport application/renewal process.
• A travel document must be used for one-way, direct travel to the Philippines (no connecting flights, no layovers) within 30 days from the date of issuance.
• A TD is valid for one (1) month only from the date of issuance.
• This service is NOT for the issuance of passport nor for notarization of Parental Travel Permits

Requirements

Applicants may send their request for issuance of a TD by emailing [email protected]. Walk-in applicants for Travel Documents may also be accommodated during business days between 9 a.m. and 12 p.m.

The following are the requirements for TD:

• Duly filled-out application form: Travel Document Application Form
• Four (4) passport-size photographs (4.5cm x 3.5cm, full front view with white background);
• Original and photocopy of Philippine passport. For lost passports, copy of Philippine passport, if available, with duly filled-out Affidavit of Loss: Affidavit of Explanation on the Loss of Passport
• Original and copy of proof of Immigration status in Canada i.e., Dual Citizenship Certificate, Permanent Residence Card, Work Permit, Visitor Permit or copy of tourist visa;
• Copy of travel itinerary or airline tickets, with the most direct flight (no layovers, no connecting flights) from Canada to Philippines;
• Fee of CAD$43.50 payable in cash, credit/debit card, bank draft or postal money order payable to the Philippine Consulate General; and
• Documents showing proof of urgent travel e.g. Death Certificate, Medical Certificate, Deportation/Exclusion Order (if applicable), etc.

Approximate Processing Period

Processing at the Consulate takes one (1) business day upon receipt of the complete documents. Please be reminded that the validity of TD is one (1) month only from the date of issue. All foreigners must make sure to check the policies and requirements relevant to the visa of their choice before applying for a permit and departing for the Philippines.

A visitor visa to the country can be obtained through an Embassy or Consulate. Citizens of Taiwan need to complete an online form with a valid passport in order to obtain their eTA for the Philippines .

Travel visa and documents required to enter the Philippines

The Philippines has visa exemption agreements with several countries around the world.

Therefore, a great number of nationals are not required to apply for a visa. However, all foreigners who wish to enter the Philippines must meet the following requirements :

• Passport valid for 6 months past the expected stay
• Roundtrip flight itinerary
• Hotel or accommodation reservations
• Cash, debit or credit card

Upon arrival in the Philippines, incoming passengers must go through border control.

All travelers should keep the following in mind regarding Philippine customs regulations :

• Firearms  are forbidden
• Certain items like alcohol and tobacco can be imported duty-free in small amounts only
• Foreign currency of more than US$10,000 and local currency of more than P10,000 must be declared upon entry or exit

Before heading to the country, non-Philippine nationals should be prepared to show the airline at the point of departure to the Philippines a ticket for onward travel . Otherwise, most airlines will make them buy one on the spot or refuse them entry into the aircraft.

Citizens of Taiwan will need to have a printed copy of their electronic visa waiver (eTA) , as well as all the other entry requirements.

Travelers from the below nations can remain in the Philippines for up to 14 days without a visa :

Visitors from all of the above countries who plan to stay longer than indicated or travel for reasons that are not covered by the visa-free agreement must obtain a valid visa or travel permit before entering the Philippines.

Those who are not on the aforementioned lists must also hold a visa in order to cross the border.

Regardless of their nationality, all foreign visitors must make sure to abide by the visa requirements and conditions not only when applying but also during the entirety of their stay in the Philippines.

At this time, only citizens of Taiwan are eligible to obtain an online visa waiver for the Philippines. Visa requirements for the Philippines electronic authorizations include:

• A valid Taiwanese passport
• A current email address to receive important notifications about the eTA application
• A debit or credit card to pay for the visa fee.

All fields in the online form must be accurately filled out in English unless otherwise stated.

2. Complete the form

To save time, complete the form on a computer. Sign each page of the application.

Someone else can help you complete the form, like a family member or a friend you trust. However, they must be 18 years of age or older.

If you can’t write and won’t be able to sign your document once you get it, include a medical letter explaining that you don’t write.

3. Gather all necessary documents and get a passport photo

Include the following documents with your application:

•  a photocopy of your proof of immigration status in Canada
• the original document or
• a photocopy signed by your guarantor
• We’ll keep it, but you can ask to get your old travel document back . We’ll destroy it if you haven’t asked for it back 2 years after it expires.
• They can handwrite this or use a stamp.
• Stick-on labels are not accepted.
• Your guarantor (opens in a new tab)   must sign it and write, “I certify this to be a true likeness of (your name).”

All your documents must be in either English or French. If a document is in another language, you must provide an  official translation (opens in a new tab)   .

• changing your name
• replacing a lost, stolen or damaged travel document
• changing the sex on your travel document

4. Find a guarantor and 2 references

You need a guarantor who meets the requirements for a travel document to sign

• your application
• the back of 1 of your passport photos
• the front and back of all photocopies of your supporting identity documents (ID)

You also need 2  references to include on your application.

Your references and guarantor must have known you for at least 6 months. Learn who’s eligible to act as a guarantor and as a reference .

Apply for a travel document or certificate of identity for a child (under 16 years of age) (30 business days or less)

The application form is the same for refugee travel documents and certificates of identity. Once we receive your application, we decide

• which type of travel document to give the child
• how long it will be valid for

3. Find a guarantor

Proof of immigration status documents.

Documents you can use as proof of immigration status in Canada include

• a valid permanent resident card
• a temporary resident permit
• a notice of decision from the Immigration and Refugee Board (IRB)
• an IRCC verification of status (VOS) document
• a positive pre-removal risk assessment (PRRA) results letter

Unclaimed passports are destroyed 2 years after they expire

If there’s a valid visa in it, we’ll keep the passport until the visa also expires. We’ll destroy the passport when both have expired.

If you need the passport from your previous country of residence back

You can ask to get it back if any of the following are true:

• you have become a Canadian citizen
• it’s been 2 or more years since the passport expired
• you need it and you will return your refugee travel document to us
