Patagonia’s Micro Puff is legendary in the synthetic jacket world for its down-like warmth and compressibility, and the Micro Puff Storm turns up the performance dial with a waterproof shell and thicker insulation for cold-weather adventures. We put the women’s version to the test while backpacking in southern Patagonia and ski touring on Vancouver Island and came away impressed by its combination of stalwart protection and cozy warmth at a very reasonable weight. It’s quite pricey at $549 and could use a couple of small improvements—including a larger hood and a two-way main zipper—but overall, it’s an excellent companion for frigid backcountry and alpine adventures in inclement weather. What We Like

  • PlumaFill insulation does a great impression of down’s lofty warmth and will continue to insulate when wet, which is a notable advantage over down fill.
  • With a 2-layer H2No build, this is one of the only insulated jackets on the market that’s fully waterproof.
  • Competitively light for such a well-insulated and protective design at just over 1 pound.
  • Thoughtful feature set for backcountry use, including four total pockets (two hand and two interior dump), gaskets along the hem and hood to seal in warmth, and a hidden Recco reflector. 
  • Mesh lining inside the hand pockets helps promote airflow when you start to work up a sweat.
  • Strong sustainability slant, including recycled fabrics and insulation, PFC-free DWR coatings, and certification to the Fair Trade standard.

What We Don’t

  • Very expensive at $549, although you’re essentially getting two jackets (insulation plus hardshell) in one.
  • Hood is noticeably snug over a ski helmet and restricts side-to-side movement when the jacket is fully zipped.
  • No two-way front zipper, which would be a helpful addition for belaying.
  • It’s a tight fit stuffing the jacket into its left hand pocket—it’s much easier to use the hood for storage instead.
  • Not breathable enough for working hard in mild conditions.

One of the Micro Puff Storm’s closest competitors is Arc’teryx’s Beta Insulated Jacket . While substantially pricier than the Patagonia at $750, the Beta Insulated stacks up very competitively: You get a 2-layer Gore-Tex membrane for stalwart protection from the elements, a mix of 90 and 100g Coreloft Continuous insulation for warmth, and a thoughtful assortment of backcountry-ready features. These include a helmet-compatible StormHood, pit zips, a two-way front zipper, a Recco reflector, and five total pockets (three exterior and two interior). It’s also pretty robust with a 40D shell, although we haven’t had any durability issues with the Micro Puff Storm to date. In other words, unless the added features are must-haves for you, the Patagonia offers similar all-around performance for 4.1 ounces and around $200 less.

Finally, we’d be remiss not to compare the Micro Puff Storm to a true down jacket given its intentions, and our favorite heavyweight option is Rab’s Neutrino Pro Jacket . As we touched on above, down is more compressible and warmer for the weight than synthetic, but it tends to clump up when exposed to moisture and lose its insulating abilities. To combat this, Rab outfitted the Neutrino Pro with a weather-resistant Pertex Quantum Pro shell and coated the down fill with a hydrophobic treatment to help protect it from wetting out. You also get a nice assortment of backcountry-ready features, including a helmet-compatible hood with a stiff brim, a two-way main zipper, adjustable cuffs, and a stuff sack for packing the jacket down—all for around the same weight as the Micro Puff Storm. The Patagonia still gets the clear edge in protection, but for those who already own a hardshell, the Neutrino Pro offers winter-ready warmth at a hard-to-beat $385.

D on’t be fooled by the name of this puffy by Patagonia : It’s much more than a hoodie, it’s a proper winter jacket that’s as versatile as it is practical. You can certainly wear it in early fall over a long-sleeve shirt to protect you from the season’s chilly air, but it is also appropriate for wearing in colder weather on top of multiple layers to keep you toasty when the temperatures plummet or the wind picks up. While the tight elastic cuffs and hood, as well as the drawstrings at the hem, help keep the wind out, note that because it’s water resistant but not waterproof, the Micro Puff is not meant for playing in the wet snow or heavy rain falls. Also, while it’s warm, it’s not the jacket you want in extremely cold temperatures (20 degrees should be the cut-off.) That said, if you get caught in a downpour, know that Patagonia’s Micro Puff dries extremely fast.

My partner took his Micro Puff (the men’s version ) with him on a 10-day trip to Iceland in September and it proved to be the perfect travel jacket for the fall weather on this near-Arctic island nation. It was warm enough to protect him when exposed to the wind during hikes and it was sufficiently water-resistant for the few showers we experienced.

The biggest asset of Patagonia’s Micro Puff is its ridiculously lightweight (10.5 ounces or 298 grams) and its capacity to pack into an 11.5 x 6.5-inch rectangle by being stuffed into the left pocket. This jacket will take minimum space in your carry-on or checked luggage, but you can also just toss it in a small backpack in case you need it, whether you’re going for an urban walk or a hike.

The shell of Patagonia’s Micro Puff is made of 100 percent post-consumer recycled nylon and its insulation is made of an extremely durable 100 percent recycled polyester developed by Patagonia that’s warm like down plumes but much lighter and way more ethical.

Finding a warm jacket isn't a hard task. No matter what your style preference is, there are dozens of options out there. Finding one that's lightweight is where you'll run into some difficulties. 

There's nothing worse than putting on a heavy jacket in the morning, only to have to carry it around for the rest of the day because it's now 80 degrees outside.

While windbreakers and fleeces might seem like good alternatives for the unpredictable weather changes fall is known for, renowned outdoor brand Patagonia has a solution to finding lightweight warmth — the Micro Puff Hoody .

The Patagonia Micro Puff Hoody is the best warmth-to-weight jacket the company has ever created. Instead of using thick materials stuffed with down or other insulation, the Micro Puff uses an ultralight, water-resistant nylon ripstop Pertex Quantum shell and is filled with PlumaFill, a sustainable alternative to down. 

What it's like to wear

I got my impression of the Micro Puff Hoody before I could even open the package. The shipping envelope felt empty — I couldn't believe how light the jacket actually was. 

Once I tried it on, I knew the jacket was well made. Despite its super lightweight construction, you'll find a decent amount of pockets. There are two interior pockets, which are very deep. 

You'll also find two exterior pockets with zippers to keep your belongings secure — a must-have feature for outdoor adventurers and city-goers alike.

One of the exterior pockets can also be used to store the entire jacket in. The design also features a helmet-compatible hood. That means you can comfortably wear it under a helmet if you're rock climbing, but it also works great for staying warm without the obstructed view of most hoods.

Prior to the pandemic, I had a long commute from New Jersey to New York City for work and I faithfully carried the Micro Puff Hoody every single day because of its versatility and how little weight it added to my backpack.

It could be freezing cold on the bus from the AC, super hot in the subway during summer, and raining outside all on the same day. With this jacket, I was prepared for anything. I could wear it when I needed it and pack it away whenever I didn't. On extremely cold winter days, the Micro Puff Hoody was thin enough to layer under my winter parka if I really needed some extra warmth. 

Although I haven't commuted into the office in over a year, I still love the Patagonia Micro Puff for its versatility. Whether I'm packing light for a trip where I can't bring multiple jackets or I'm going on a bike ride where it might get a little cold by the end of the evening, the Patagonia Micro Puff has been my go-to for outerwear.

Even when I'm not carrying a backpack, it's easy to tote around. The packed jacket has a loop, so I can attach it to my fanny pack or even a belt loop when I want to be hands-free.

The only factor that might deter some people from buying this jacket is the price. At $299, it is considerably expensive and will be out of some people's budgets regardless of the quality. But if you can afford to spend that much on a jacket, it's well worth it. I couldn't begin to tell you how many different jackets I've worn (between testing products at work and my own shopping habit), but I'm convinced that the Patagonia Micro Puff Hoody is warmer than any other jacket comparable in weight and is just as warm as many heavier jackets.

I've owned my Patagonia Micro Puff Hoody for almost four years now and I can't think of any  apparel around the same price that I've gotten as much use out of. Although I received this jacket as a sample for the sake of a review, I've used it far beyond a period of testing. If I lost it or damaged it beyond repair today, I wouldn't hesitate to buy another.

With most other lightweight jackets, you get what you pay for — and that's not much at all. The Patagonia Micro Puff Hoody is the complete opposite; it has everything you'll need in a good jacket you can use year-round. 

Whether you're going on an outdoor adventure, traveling, or commuting in a city like New York, this is the jacket you'll want to have on you.

Some people live by Patagonia's fleeces — I love those too — but the Micro Puff Hoody is the one Patagonia piece I can't go without.

Patagonia Micro Puff vs. Nano Puff: Which Insulated Jacket Is Better?

When Patagonia released its Micro Puff jacket in 2017, I knew this jacket was going to be game-changer. Numerous days spent backcountry skiing and hiking soon confirmed that this layer offered the perfect warmth-to-weight ratio compared to other jackets available at the time. And not just in my opinion — shortly after release, the jacket won several awards, elevating it to become one of Patagonia's most popular jackets, sharing the spotlight with the already-popular Nano Puff , which was first released about a decade ago.

Since then, both jackets have been updated to comprise more recycled and planet-friendly materials, and the latest versions are still both popular picks among shoppers. So which jacket is best for you? That depends on two main factors: how much you're willing to spend and how you'll use the jacket. Will it be a jacket you take around the city to stay warm during colder times of the year? Will you be packing it for hikes? Using it for ski touring or resort skiing?

The best jacket for you really depends on how you'll be using it. That said, we love the Micro Puff . The two most significant issues with the Micro Puff are durability and cost. But Patagonia improved the durability in the latest version with a new recycled nylon ripstop shell and liner. The price is still substantial, especially compared to similar products, but you can feel good knowing you've got a jacket with probably the best warmth-to-weight ratio on the market and one lighter on the planet than most. However, the Nano Puff is a solid option, especially if you do not want to spend as much on the Micro Puff or you're hard on jackets and want something more durable.

Backcountry

Who should buy this: Anyone willing to spend top dollar on an incredibly efficient, high-performing, insulated jacket. If you get cold easily, plan on packing this for sightseeing days, hiking trips, backcountry ski touring, skiing at the resort, or any other outdoor activity; this is an excellent option for you. This jacket excels in light and fast missions, and we found it particularly useful during dawn patrol hikes and paddleboarding sessions or something to stuff in the day pack for after-work and evening activities.

Who should buy this: Those looking for an insulated jacket that performs well on-trail and crosses over to the city, travel, and work. The Nano Puff has a look and feel that fits modern and urban wear a bit more than the Micro Puff. But because of its durability and warmth, this is also an ideal jacket for high alpine belaying and those a bit harder on their gear and outerwear.

Materials: 1.4-ounce 20-denier 100 percent recycled polyester ripstop (shell), 1.3-ounce 22-denier 100 percent recycled polyester ripstop (lining), and 60 grams of PrimaLoft Gold Insulation Eco 100 percent post-consumer recycled polyester with PURE (Produced Using Reduced Emissions) technology | Sustainability: Made with all recycled materials, bluesign-certified fabrics, and is Fair Trade Certified | Jacket weight: 11.9 ounces

Winner: Micro Puff

Patagonia claims the Micro Puff is warmer than the Nano Puff, and we agree. (Although do note, there's no official warmth rating for either of these jackets or other insulated jackets, in general.) Neither of these jackets will replace your heaviest down or winter coat, but both are suitable as standalone jackets from around 40 degrees and up or as part of your layering system . The Micro Puff has heavier insulation with 65 grams of PlumaFill and different baffles, allowing the synthetic insulation to mimic down a bit better than the Nano Puff's 60 grams of PrimaLoft.

The Micro Puff is an excellent option to stuff in my pack for most outings. It recently served as a perfect piece to throw on after I got a bit too rowdy on a paddleboard and fell into the Pacific. I was able to take off my shirt and just throw the Micro Puff on with nothing else underneath to warm my body temperature quickly. It's also my go-to jacket for quick ski touring missions and is a boon on the skin track.

Winner: Nano Puff

First, the Nano Puff simply has more durable materials. The 1.4-ounce 20-denier shell and 1.3-ounce 22-denier liner double to create a stronger outer layer than the Micro Puff's 0.8-ounce 10-denier shell. That said, neither jacket is overly durable and shouldn't be used where chances of abrasions will be frequent. But for normal outings, backpacking and hiking missions, and walking around town, both will do, with a bit of a nod towards the Nano Puff.

That extra durability and 20- and 22-denier shell and liner of the Nano Puff come with a trade-off. That's weight. The men's jacket version of the Nano Puff is listed at 11.9 ounces, while the men's jacket version of the Micro Puff comes in at 10.4 ounces. Both are silly light compared to other similar synthetic and down jackets on the market. But the Micro Puff—despite being a tad heavier than the previous version—is just insanely light. Outdoor Research's SuperStrand LT jacket is really the only one that comes close to the Micro Puff's weight. The Micro Puff and Nano Puff pack into pockets (the left-hand pocket for the Micro Puff and the internal left chest pocket for the Nano Puff).

Patagonia created the Micro Puff to be a warm insulated jacket for fast and lightweight missions, and that's really where this jacket impresses. Anytime I'm looking to save weight—like backpacking or ski-touring—the Micro Puff has been and continues to be, my go-to layering and insulated jacket.

Winner: It's a tie!

Neither jacket is going to be your bomber weatherproof layer. But both utilize synthetic insulation, which warms even when wet, and a PFC-free DWR coating that makes these jackets more weatherproof than most of their competitors, especially considering down will lose its warmth when wet.

We don't get a lot of rain in southern California, but both jackets have held up well to the hose spray test. The Micro Puff's Quantum Pertex outer is surprisingly good and should hold up, blocking up to moderate rain and moisture (again, why we like it as a packed layer for ski touring) and wind. And the Nano Puff's polyester ripstop shell and liner also shed moisture well while excelling in the wind.

In short: Both jackets have solid weatherproofing, especially considering their insulated construction and purpose.

While Patagonia improved the durability issues in the Micro Puff's previous model, it also increased the jacket's cost. Now, if you're looking for a highly sustainable jacket with incredible packability and a solid warmth-to-weight ratio, the Micro Puff is probably one of the best available on the market and still worth it.

But if you're looking for an everyday insulated jacket to take on hikes, to work, on the plane, or to the office, or cooler-weather bike commuting, it's tough to beat the Nano Puff. It's got a classic look and fit with solid warmth and is $50 less than the Micro Puff.

When preparing for a trip, you always have to account for whatever kind of weather might come your way – which, in most cases, means packing a jacket just in case. Of course, space in your luggage is precious, and the bulk of a jacket may be more than what you want to pack. That's why many travelers seek out packable jackets that fold down compactly.

Choosing a packable jacket doesn't mean you have to sacrifice warmth, though – there are plenty of options that will keep you warm without the bulk. There's no contest when it comes to the best packable jacket: The Patagonia Nano Puff is the tried-and-true choice for travel experts. "The warmth-to-weight ratio on this jacket is unmatched. It keeps me warm in cool temperatures or on a cold plane without making me overheat," says Lauren Maternowski, who has tried dozens of packable jackets in her role as managing editor at Pack Hacker. "And, if I add a few warm layers underneath, it adds enough warmth to feel comfortable in winter climates."

The jacket barely takes up any luggage space, either. "It compresses down to the size of a sandwich bag in its own interior pocket," says Melissa McGibbon, destinations editor at Powder. "I also appreciate that it's sustainably produced and lasts for years."

Many travel writers recommend Arc'teryx for its packable jackets like the Cerium and – if you're looking for something particularly lightweight – the Atom LT. Though light, this packable jacket retains heat thanks to its synthetic insulation. It also protects from the elements with a water-resistant shell, making it suitable for a variety of climates.

In addition to the design, the overall fit of this jacket earns high praise. "One of my favorite things about the Atom LT is its fit and comfort," says travel blogger Ethan Williams of Traveling Gossip. "It's not too tight, allowing room for layering, but still has a flattering, streamlined design." He notes that the side panels are made of a breathable, stretchy material, which increases mobility.

If you're looking for a jacket with a hood, there's also the Atom LT Hoody . While both men's and women's sizes are available, note that the women's jacket is now called the Atom (without the LT). Some stores may still advertise it as the Atom LT, however.

Travelers say the jacket has worked well for a variety of trips, including cruises to Alaska and backpacking through Europe.

The jacket is available in a variety of colors and sizes including children's and plus sizes , though many reviewers note the sizes are inaccurate (so you may want to purchase a few or use Amazon's Prime Try Before You Buy to find the right fit). The jacket comes with a packable carry bag and is machine-washable.

Fashion meets function in the Pack-It-Down Jacket by Lululemon, which features a slim fit that also covers the buttocks. "One thing I very much appreciate about the Pack-It-Down puffer jacket is that it cinches at the waist, so it doesn't make me look like an amorphous blob like most puffer-down jackets do," says travel blogger Katie Caf. You'd never know the jacket has 700-fill-power goose down by looking at it.

Caf also notes that her coat still looks new even after three New York City winters and two years of full-time travel, including trips to warm weather destinations. "When I'm traveling in tropical climates, it's a no-brainer to still bring my Pack-It-Down jacket because it takes up almost no room in my bag and weighs next to nothing." The water-resistant jacket has a removable stuff pocket for packing it into luggage, as well as a removable hood and hand pockets with a hidden phone sleeve.

Patagonia Nano Puff vs. Macro Puff vs. Micro Puff | Which Packable Puffer Jacket Should You Get?

This trio of insulated jackets from Patagonia look similar, but they have their differences. Let's see what they are and which puffer jacket is best for your needs.

One of the most relatable head-scratching dilemmas is picking out a travel destination. You know how it goes: you imagine yourself at a ski resort, maybe a cup of hot chocolate in one hand while gazing out into the orange-draped snowy landscape. The question is though, are you in Aspen? Niseko? Verbier? All look similar in the postcards, but their differences are what defines your trip.

In the same way, here we have three packable insulated jackets. They’re all from the same brand, designed to keep you warm in the winter, and they all look pretty similar. With names like Macro, Micro, and Nano, they’re even pretty similarly named, so which should you get? That’s what we’re here to answer.

But if you’re in a rush, here’s a quick look at what each of them is best at.

What’re these jackets for?

Before we start talking even more in detail about which puffer jacket is which and what’s different between them, it’s important to manage your expectations. These aren’t arctic-conquering puffer jackets by any means—they’re geared towards casual users who might take them for the occasional trek through a slightly snowy trail or just to keep you warm in the cold airport terminal. To be more specific, they’re designed for temperatures around 20°F to 50°F (that’s -6.67°C to 10°C), not sub-zero.

To get an idea of the technical differences between each jacket, we've collected some key specs in the chart below.

That all looks great on paper, but what does it actually mean for how each puffer jacket performs? Let's get into it.

Best for: Full-time Travelers

Patagonia Nano Puff Men's & Women's

As you can see, there are differences among the three, most notable in weight and fill. As for similarities, all three use synthetic fill rather than down. Down is generally regarded as the gold standard for jacket insulation. The downside (pun intended) for animal lovers is that it’s made from feathers, usually duck or goose. Fortunately, Patagonia’s synthetic fills perform well as a replacement.

When it comes to keeping you warm, the Macro Puff performs the best among the three. That’s expected of the heaviest puffer jacket here, and it certainly feels like it. It also doesn’t have a hoodless version at the time of writing, and the extra material contributes to weight.

On the opposite side of the spectrum, the Nano Puff will keep you the least warm because it has less fill than the rest. Still, it’s by no means ineffective—it’s just that its siblings do a better job overall. Meanwhile, the Micro Puff sits in the middle in terms of retaining heat. It’s also worth noting that the baffle design (the grid-like stitching that covers the puffer jacket) differs between them. The Macro Puff has bigger sections of insulation, followed by the Micro Puff and then the very checkered Nano Puff. This baffle is what keeps the insulation in place, so thinner fill will require more stitching, hence the Nano’s design.

All of that said, your mileage may vary on thermal performance since each user has a different body type and tolerance to cold. What works for us may not work for you.

Next, let’s talk about how each puffer jacket wears. The thin and light design of the Nano Puff fits closer to the body, while the Macro Puff feels a lot loftier than the rest. Once again, the Micro Puff sits in the middle, with a good balance of lightness and loftiness. It’s worth mentioning that we’ve noticed our Nano Puff has lost some of its loftiness over time, something that we’ve not seen on the Micro Puff (though we haven’t used the Macro Puff for as long).

Let’s move on to the other puffer jacket niceties offered. Bear in mind we’re leveling the playing field a bit here by comparing the hooded versions of each. On that note, let’s start with their hoods.

Patagonia Macro Puff Hoody Helmet

The Macro Puff stands out here with its large hood. It’s so large, in fact, that it can fit an entire bike helmet underneath. This is great for cyclists who don’t want to stuff anything between their helmet and head. On the other hand, the hoods of the Micro Puff and Nano Puff do need to go under helmets.

Patagonia thoughtfully designed the Macro Puff’s hood to have a single-point adjustment via cinch located in the rear, which can take some getting used to. That said, we don’t find it too cumbersome to adjust when we need to.

Speaking of cinches, both the Macro Puff and Nano Puff have cinches at the hems and hoods, while the Micro Puff lacks them altogether. Instead, the Micro Puff relies solely on elasticated edges along the hood and hem to keep things snug. This saves a tiny bit of weight and contributes to the Micro Puff being the most lightweight puffer jacket here.

All three have a pair of hand pockets where you can stuff some everyday carry items like a smartphone and wallet. However, the three start to distinguish themselves when it comes to additional gear storage. Both the Macro and Micro Puffs have two inner drop pockets where you can put a water bottle. Meanwhile, the Macro and the Nano Puffs both have a chest pocket, though the latter’s is inside rather than out. The order goes Macro Puff > Micro Puff > Nano Puff in terms of the total number of pockets.

Interestingly, the hand pockets on the Micro Puff hand pockets are noticeably positioned higher than those on the Macro Puff and Nano Puff. This means that the pockets remain accessible even when you’re wearing a harness (like a hip belt) or a waist pack. Those who wear a lot of harnesses, whether it’s for mountain climbing or other sports, will appreciate the slight variation in pocket placement.

Packability

Since all three are packable jackets, let’s take a look at how they pack up and how small they get.

Patagonia Nano Puff vs. Macro Puff vs. Micro Puff | A packable puffer jacket means less folding and fiddling when it’s time to pack up.

Because the Macro Puff is the biggest (and heaviest) of the three, it’s understandably still the largest when compressed, followed by the Micro Puff and then the Nano Puff. However, the Macro Puff’s large compressed size isn’t too big of a deal when you consider that it can be used as a travel pillow in a pinch. One side is lined with soft fabric that feels good to lay your head against, and its relatively large size means better cushioning.

It’s worth noting that leaving any of these packable jackets in their compressed state for a long period is not recommended as it could potentially damage the fill and affect their loftiness in the long run.

Despite the similarities in looks, features, and even names, the Macro Puff, Micro Puff, and Nano Puff each excel in their own right. In summation, the Macro performs the best in retaining heat because of its size and weight. The Micro Puff’s light weight and raised pockets are great for those who want to maximize mobility and wear a harness. Lastly, the Nano’s small compressed size makes it a solid choice for travelers trying to maximize every square inch of packing space in their bag. Whichever you choose, though, you’re getting a puffer jacket that’ll keep you warm.

Patagonia Just Made Its Lightest Jacket Ever, But Does That Mean You Should Buy It?

The Micro Puff Hoody will make your kit (and your wallet) a little bit lighter.

“We tried everything and came up with nothing,” declares the splashy text at the top of Patagonia’s website announcing its latest innovation: the Micro Puff Hoody . It’s a tricky play on words (and a damn smooth humblebrag), but it gets right to the point — the Micro Puff is the lightest insulated jacket that Patagonia has ever made. But does that mean you should buy it?

Let’s start with a (very) brief history lesson. Jackets filled with synthetic insulation have been around since the 1970s, when small groups of gear pioneers began experimenting with a fluffy polyester batting called Dacron that was manufactured by DuPont . Climbers and adventurers such as MSR’s Larry Penberthy and the National Outdoor Leadership School’s Paul Petzoldt prized the stuff for its ability to combat the deleterious effects that rain and moisture had on down insulation, which had been the standard bearer for lightweight warmth since Eddie Bauer began selling his Skyliner Jacket in 1936. Since those early days, synthetic insulation has been continually pushed by materials producers like Polartec and PrimaLoft (along with brands big enough to house their own R&D departments) to be both lighter and warmer.

Innovation has been a vital piece of Patagonia’s business model since Yvon Chouinard began forging his first climbing hardware using an anvil he bought from a local scrapyard. Developing proprietary materials instead of sourcing them from suppliers, as many outdoor brands do, has been a core factor in Patagonia’s consistent ability to be an industry leader and not a follower. Some of its breakthroughs include polyester fleece and polypro base layers, and, more recently, active insulation and neoprene-free wetsuits .

The Micro Puff is another tally on Patagonia’s nigh half-decade long progress report. On the outside, it looks just like any other synthetic insulation jacket , if not with just a little extra sheen. Instead of using horizontal baffles, as it does with many of its down jackets, or the quilted design exemplified in the synthetic Nano Puff , Patagonia applied a unique stitching pattern to create a mostly-continuous maze of channels that prevent the insulation from bunching. The shell itself is a super lightweight, water-repellent ripstop nylon called Pertex Quantum.

It’s a far cry from the wall insulation-style fabric sheets of the early synthetic jackets.

But enough about how things look — the real story behind the Micro Puff is about its guts: Patagonia’s brand new insulation, dubbed PlumaFill. Synthetic insulation comes in many different forms, but PlumaFill is unique: it’s made up of down-mimicking polyester fibers that are secured together in one continuous, fluffy line. It’s a far cry from the wall insulation-style fabric sheets of the early synthetic jackets. These long strands zigzag their way through the jacket’s interior, providing warmth and never bunching, even when soaked. The same can’t be said for down.

But Patagonia isn’t the only company taking a crack at a different type of synthetic insulation. PrimaLoft, a leading industry supplier of synthetic insulation, recently introduced a down-like fiber called ThermoPlume . The tiny filaments are shaped like sails, which allows them to flow freely without clumping — just like down feathers — and enables manufacturers to build garments much more efficiently. It’s a different take on the same problem: how can synthetics be pushed to provide the same, or better yet, superior, performance as down?

Despite its weakness to moisture, when it comes to weight, down has always reigned supreme. One of the chief goals of PlumaFill is to reduce the weight of a warm, compressible layer while using synthetic fill. The Micro Puff certainly achieves this — it’s 3.5 ounces lighter than its equally-warm synthetic predecessor, the Nano Puff. But, it isn’t really an ultralight jacket.

For many, this is a good thing. If Patagonia had wanted to create a jacket that truly spared no excess in shedding grams and ounces, it wouldn’t have constructed the Micro Puff with two zippered hand pockets or two interior mesh pouch pockets — these things add potentially unnecessary weight, after all. But the fact that they’re here leaves enough utility in the jacket for the everyday user who might not necessarily be austerely counting ounces while packing for a climbing expedition. It certainly is light enough for those activities though — even if there are still down jackets out there made by other brands that have it beat when it comes to total weight (we’re looking at you Montbell).

The risk that the Micro Puff runs is not landing firmly on either side of the road. It’s possible that the jacket doesn’t go far enough to please the ultralight crowd entirely, and those who aren’t ounce-counters might have a hard time shelling out $300 when there are so many, albeit slightly heavier, options in Patagonia’s collection that will provide just as much warmth and plenty of compressibility. That being said, the innovation that powers the jacket, PlumaFill, should be the big takeaway here. It’s an impressive new technology that gets exceptionally close to combining the best traits of down and synthetic and perfecting insulation once and for all.

Taxing shared micromobility: How cities are responding to emerging modes, and what's next

S hared micromobility (including shared electric scooters and bikes provided by private companies) is one of the newest transportation options that has come to cities in the last several decades. A new report explores the different ways cities charge shared micromobility companies to operate, and how these funds are used.

In the newly released report, John MacArthur of Portland State University, Kevin Fang of Sonoma State University and Calvin Thigpen of Lime have examined data from 120 cities in 16 countries around the world. They also conducted a survey of cities' shared micromobility program managers, with responses representing 33 jurisdictions in North America.

"This study builds our understanding of a topic that is near and dear to the hearts of cities, riders, and micromobility operators: how to run a system that is affordable for riders while also remaining financially sustainable for micromobility operators. In the last six months alone, the industry has seen substantial upheaval through mergers, bankruptcies, and closures.

"So as cities revisit their program regulations, we hope they take into consideration that the industry has matured substantially since fees were initially established—with safer vehicles, better operations, and closer city collaboration—as well as the role shared micromobility can play in achieving sustainability and equity goals," Thigpen said

Digging into how each city made the decision of what to charge, the researchers find that taxes and fees vary dramatically from city to city and may not always reflect the city's stated policy goals.

"Though cities are using fees and taxes to mitigate the cost of program administration, which is very understandable given local budget constraints, these additional costs to riders can be at odds with a city's broader goals for supporting sustainable and equitable transportation," MacArthur said.

The findings also reveal a trend of cities charging less for shared bicycles than for shared scooters. The notable exception to this pattern is Denver (which has both e-bikes and scooters), where the city does not differentiate between vehicle types and charges no program fees.

"One concern sometimes raised about shared micromobility is user fares. To the degree fees increase the cost of business and get passed along to riders, cities have a say in fares with their fee levels," Fang said.

Four key findings

1) Fees vary dramatically between cities. Some cities do not impose program fees at all, in line with municipal transportation goals. In cities that do assess program fees, the common types are per-trip, per-vehicle, flat annual, and flat one-time fees. There are large differences in the fee amounts that cities charge—for example, the highest per-vehicle fee is over four hundred times higher than the lowest.

"Fee levels were consistently inconsistent. In some cases, cities had zero permit fees. On the other end they could be a dollar or two for every trip," Fang said.

2) Shared micromobility is taxed twice—via sales tax and program fees—and these revenues can be substantial. On average, cities charging an annual fee received over a third of a million USD each year. If sales taxes/value added taxes (VAT) are included with fees, the average shared micromobility trip generates a fee + tax revenue of $0.70 USD per mile or $0.89 USD per trip. This means that globally, shared micromobility programs bring in an average rate of 16.4% of revenue from user fares in taxes and fees.

3) Shared micromobility taxes and fees are higher than most other modes of transportation, especially driving and ride-hail. The research team found that fees and taxes on shared micromobility are significantly higher compared to other travel modes, being 23 times higher per mile than personal cars and over 5 times higher than ridehail trips.

"On average, fees and taxes on shared micromobility were quite a bit higher than charges on personal driving or ride-hail trips. This seems counter to many cities' goals of promoting alternative modes of travel," Fang said.

4) When deciding on fees, cities are especially concerned with covering administrative costs as well as influencing operator behaviors. The primary use of fee revenue is to cover program administration costs, rated as the top consideration by 77% of respondents. Ensuring financial feasibility for scooter companies or lowering rider costs were less prioritized, even though both would benefit the shared micromobility system.

While cities' concerns over budgets are understandable, this consideration can be at odds with cities' broader goals for supporting alternative transportation.

"After the boom of shared micromobility in 2017, cities looked at fees as a way to react to this new mode. We see that cities are still setting fees to cover program administration costs, but also as a way to influence operator behavior of how they operate their systems in the public rights-of-way," MacArthur said.

The report's appendix includes a complete summary of program fees in each jurisdiction as well as shared micromobility program fee revenues in 2022.

Who can use this research?

Fees and taxes are relevant to all three of the major "stakeholders" in the shared micromobility field: cities, private micromobility companies, and travelers.

There have been numerous studies on cities' shared micromobility policies around parking, ridership, safety, equitable distribution of vehicles, and sustainability. By contrast, there has been little research on the taxes and fees levied on shared micromobility systems and how they work to advance or deter municipal goals for shared micromobility.

The researchers provide case studies of cities taking different—and evolving—approaches to illustrate how different cities weigh tradeoffs. The information provided in this report can help inform cities who are working with shared micromobility companies to align program fee structures with their goals around climate, equity, congestion and more.

In a section offering rationales for lowering (or not charging) fees, the report notes that the shared micromobility landscape has changed since e-scooters first swept the world in 2017 and 2018. The shared micromobility industry no longer deploys at-will in city streets, but rather works through formal procurement processes to serve cities.

"Considering the newness of shared micromobility, it is not that surprising that approaches to fees have varied so widely initially. Today, though, cities are mostly on the same page with what they want with micromobility operations, so greater alignment on fees probably makes sense," Fang said.

Shared scooters and bikes are no longer just pilots; most cities now have multi-year permits with established operators. Both cities and companies are aware of the risks of poorly managed systems and have developed technologies and programs to address equity and operational challenges. This research offers a comprehensive look at how cities around the world are approaching the question of what to charge, and offers strategies to ensure that a city's fee structure supports transportation policy goals.
