Putin’s summer residence gets new air defenses as Ukraine steps up drone attacks

As Ukraine grows bolder in striking targets deep inside Russia, Moscow has quietly upped the security measures around President Vladmir Putin’s country residence north of Moscow.

Satellite images have revealed that several Pantsir-S1 air defense systems have been installed in the vicinity of the presidential residence on Lake Valdai in Novgorod region.

The Valdai residence could be a high-profile target, as Putin is known to be spending time there during the summer. The palatial property sits inside a large government vacation resort in the Valdai national park, on a peninsula wedged between two lakes. Access to the whole complex is severely restricted – the 40 hectares of grounds are surrounded by water on three sides and fenced off from the rest of the park.

First reported by Radio Liberty, satellite images show the Russian-made Pantsir-S1s have been moved into the area at some point between last September and this May, just as Ukraine became better at developing and using drones capable of striking deeper inside Russia.

Satellite images provided by Maxar Technologies show air defenses strategically positioned in the area, including on a tower located deep in a forest just a few kilometers away from the compound.

The Pantsir-S1 systems are designed to combat short-range cruise missiles and drones, suggesting the move to station them near the residence may be a response to Ukraine’s increasingly audacious drone attacks.

CNN has reached out to the Russian Defense Ministry for comment but has not received a response.

Kyiv has recently been given permission to use Western weapons to strike across the border into Russia, but this is limited to military targets that are near the border with the Ukrainian Kharkiv region and are supporting Russia’s offensive in Ukraine.

For any strikes deeper into Russia than that, Ukraine must rely on its own weapons. Drones are a big part of the strategy.

Ukraine’s drone program has grown significantly since Russia launched its full-scale invasion in February 2022. What began with efforts to modify cheap, off-the-shelf drones that could be used for surveillance has turned into the development of long-range attack drones that are capable of striking hundreds of miles beyond Ukraine’s borders.

So far this year, Kyiv has claimed that Ukrainian drones sank or severely damaged several Russian warships in the Black Sea and caused damage to the Kerch Strait bridge between Russia and Ukraine’s Crimea, annexed by Russia in 2014.

The Ukrainian military has also managed to destroy fuel depots, military targets and energy infrastructure much further afield. In April, it said its drones hit the Niznekamsk oil refinery – one of the five largest in Russia – in Tatarstan region, more than 1,100 km (700 miles) from the border. And last month, the Ukrainian military said it had destroyed one of Russia’s newest and most advanced fighter jets, the Sukhoi Su-57 fighter, with a drone strike almost 600 kilometers (372 miles) behind the front lines.

“Ukrainian drone strikes deep within Russia continue to pressure Russia’s air defense umbrella and force the Russian military command to prioritize allocating limited air defense assets to cover what it deems to be high-value targets,” the Institute for the Study of War, a Washington-based group, said in a battlefield update on Wednesday, pointing to the decision by Russia to move the Pantsir-S1 systems there.

The presidential residence is well protected from would-be invaders. Access to the complex is severely restricted – the 40 hectares of grounds are surrounded by water on three sides and fenced off from the rest of the park.

A special permit is required to access the wider park and the resort is completely off-limits – according to its official website, it has been closed indefinitely since last November.

The retreat’s history as a vacation destination for Russia’s top officials dates back to the time of Soviet leader Joseph Stalin, who had a dacha – or summer house – built in the area, according to the Russian Presidential Property Management Department, the body that manages the holiday complex. Nikita Khrushchev and Boris Yeltsin both enjoyed time at the residence, according to Russian state news agency Ria Novosti.

NASA will host a pair of news conferences Friday, July 26, from the agency’s Johnson Space Center in Houston to highlight upcoming crew rotation missions to the International Space Station.

NASA will host a mission overview news conference at 12 p.m. EDT and provide coverage on NASA+ , NASA Television, the NASA app , YouTube , and the agency’s website . The news conference will cover NASA’s SpaceX Crew-9 mission to the microgravity laboratory and Expeditions 71 and 72.

NASA also will host a crew news conference at 2 p.m., and provide coverage on NASA+ , NASA Television, the NASA app , YouTube , and the agency’s website, followed by individual astronaut interviews at 3 p.m. Learn how to stream NASA TV through a variety of platforms, including social media.

The Crew-9 mission, targeted to launch in mid-August, will carry NASA astronauts Zena Cardman , Nick Hague , Stephanie Wilson , and cosmonaut Alexsandr Gorbunov of Roscosmos to the orbiting laboratory. A SpaceX Falcon 9 rocket will launch the crew aboard a Dragon spacecraft from Launch Complex 39A at NASA’s Kennedy Space Center in Florida on the company’s ninth crew rotation mission for NASA.

These events will be the final media opportunity to speak to the Crew-9 astronauts before they travel to NASA Kennedy for launch. The Crew-9 mission will be the first spaceflight for Cardman, who was selected as a NASA astronaut in 2017. The Williamsburg, Virginia, native holds a bachelor’s degree in Biology and a master’s in Marine Sciences from the University of North Carolina at Chapel Hill. At the time of selection, she was a doctoral candidate in geosciences. Cardman’s research focused on geobiology and geochemical cycling in subsurface environments, from caves to deep sea sediments. With 203 days logged in space, this will be Hague’s third launch and second mission to the orbiting laboratory. During his first launch in 2018, Hague and his crewmate, Roscosmos cosmonaut Alexey Ovchinin, experienced a rocket booster failure, resulting in an in-flight launch abort and safe landing for their Soyuz MS-10 spacecraft. Five months later, Hague launched aboard Soyuz MS-12 and served as a flight engineer aboard the space station during Expeditions 59 and 60. Hague conducted three spacewalks to upgrade space station power systems and install a docking adapter for commercial spacecraft. As an active-duty colonel in the U.S. Space Force, Hague completed a developmental rotation at the Department of Defense in Washington, where he served as the USSF director of test and evaluation from 2020 to 2022. In August 2022, Hague resumed duties at NASA, working on the Boeing Starliner Program until this flight assignment. Follow @ astrohague on X and @astrohauge on Instagram.

A veteran of three spaceflights aboard space shuttle Discovery, Wilson has spent 42 days in space. During her first mission, STS-121, in July 2006, she and her crewmates spent 13 days in orbit. Wilson served as the robotic arm operator for spacecraft inspection, the installation of the “Leonardo” Multi-Purpose Logistics Module, and spacewalk support. In October 2007, Wilson and her STS-120 crewmates delivered the Harmony module to the station and relocated a solar array. In April 2010, Wilson and her STS-131 crewmates completed another resupply mission to the orbiting complex, delivering a new ammonia tank for the station cooling system, new crew sleeping quarters, a window observation facility, and a freezer for experiments. During nearly 30 years with NASA, Wilson served as the integration branch chief for NASA’s Astronaut Office, focusing on International Space Station systems and payload operations. She also completed a nine-month detail as the acting chief of NASA’s Program and Project Integration Office at the agency’s Glenn Research Center in Cleveland. Follow @astro_stephanie on X.

This will be Gorbunov’s first trip to space and the station. Born in Zheleznogorsk, Kursk region, Russia, he studied engineering with qualifications in spacecraft and upper stages from the Moscow Aviation Institute. Gorbunov graduated from the military department with a specialty in operating and repairing aircraft, helicopters, and aircraft engines. Before being selected as a cosmonaut in 2018, he worked as an engineer for Rocket Space Corporation Energia and supported cargo spacecraft launches from the Baikonur Cosmodrome.

Ukraine Is Targeting Crimea, a Critical Base for Russia’s Invasion

Newly armed with deep-strike missiles, Kyiv is trying to degrade Russian abilities on the peninsula, aiming at airfields, air defenses and logistics hubs.

In a clear night sky above the shores of Odesa, the faint glow from missiles streaks over the Black Sea.

For much of the war, it was one-way traffic, with Russia using the occupied Crimean Peninsula first as a launchpad for its full-scale invasion and then as a staging ground for routine aerial bombardments.

Ukraine, now armed with American-made precision missiles, is for the first time capable of reaching every corner of Crimea — and the missiles are increasingly flying in both directions.

It is a new strategic push as Kyiv seeks to raise the cost for Russian occupation forces that have long used the peninsula as a base of operations just off Ukraine’s southern coast.

While it is unlikely to have much effect on the front line, Ukraine’s campaign with the long-range version of the Army Tactical Missile Systems , known as ATACMS, appears meant to force the Kremlin to make difficult choices about where to deploy some of its most valuable air defenses to protect critical military infrastructure.

At the NATO summit in Washington this past week, President Volodymyr Zelensky of Ukraine said the Crimean campaign would have limited effect as long as Moscow can move its bombers to the safety of air bases deep in Russia. He pressed the Biden administration to lift restrictions so Kyiv can extend its strikes deep into Russia.

Since the arrival of the ATACMS this spring, the Ukrainian military has claimed to have destroyed or damaged at least 15 Russian long-range air defense systems in Crimea. Among those are the powerful S-300 and S-400 batteries, Moscow’s version of the American Patriot air defense system.

Over the past three months, commercial satellite imagery examined by military analysts has confirmed damage to Russian radar installations, electronic warfare assets, logistics routes and air fields.

“It is definitely fair to say the Ukrainians have had pretty impressive successes over the past couple of months,” said Justin Bronk, a senior research fellow for air power and technology at the Royal United Services Institute in London who has studied the satellite imagery.

It is impossible to confirm every Ukrainian claim, and throughout the war, Mr. Bronk said, new high-tech weapons have generally become less effective as the Russians adapt and Ukrainian stockpiles dwindle.

The strikes on Crimea are also likely to have a minimal effect on the fighting on the front, especially in eastern Ukraine, where the heaviest battles are taking place and where Russian forces continue to gain ground.

The attacks on the peninsula that use Western weapons have drawn Russia’s ire, prompting it to warn the United States of the “consequences” it will face for providing advanced weapons to Kyiv.

Related in part to these warnings, several American bases in Europe were recently put on a heightened state of alert, according to two U.S. military officials and one senior Western intelligence official. The bases, including the U.S. Army garrison in Stuttgart, Germany, where the headquarters of the U.S. European Command are, were apparently concerned about potential Russian sabotage .

The officials spoke on the condition of anonymity because they were not authorized to discuss the matter publicly.

Crimea holds deep political, symbolic and military value for President Vladimir V. Putin, who has called it Russia’s “holy land,” placing it at the center of his false narrative that Ukraine is part of Russia.

Since illegally annexing Crimea in 2014, Moscow has heavily invested in expanding its military footprint. From Sevastopol in the west to Kerch in the east, military installations have been spotted dotting both coastal areas and hidden within mountainous enclaves. Used to create an image of Russia as a great power, the Kremlin has also poured resources into making it a tourist destination.

Crimea helps to sustain the Russian occupation in southern Ukraine and is packed with land-based missile systems used to target Ukrainian cities and towns. Penetrating Russia’s robust air defenses remains challenging, but this summer, Ukraine was able to launch the same kind of assaults aimed at overwhelming and confusing the air defenses that it has been defending against for years.

In a multipronged attack starting on May 29, Ukraine used domestically produced air and sea drones, Western cruise missiles and ATACMS to overwhelm advanced Russian air defenses, the Ukrainian military and intelligence services said.

The attack damaged two ferries that played a critical role in the military supply chain between Russia and Crimea, a result confirmed by satellite imagery reviewed by military analysts, British military intelligence , Ukrainian officials and, in part, by local Russian officials .

“The Ukrainian strike on the ferry crossings and a subsequent attack on a nearby fuel depot, highlights again the vulnerability of the Strait to Ukrainian interdiction, despite Russia’s significant investment in security and air defense,” the British military intelligence agency said in a statement a week after the assault.

A senior U.S. official who closely tracks the war said Ukraine was using the American-supplied long-range missiles “very effectively.”

The official, speaking on the condition of anonymity to discuss ongoing operations, said Ukraine had enough ATACMS to keep up the Crimea campaign, adding that munitions were being replenished on a continuous basis.

While not providing exact numbers, the official said the United States was sending “scores” of missiles, but not “hundreds.”

Continued attacks on Russian air defenses could force Moscow to move some warplanes from Crimea “or risk losing more aircraft,” the British military intelligence agency reported .

Ukraine is pressing the Biden administration to lift restrictions so it can extend the campaign to target air bases deep inside Russia, limiting the number of places Russian bombers can find sanctuary.

“Imagine how much we can achieve when all limitations are lifted,” Mr. Zelensky said in a speech this past week at the Ronald Reagan Presidential Foundation and Institute in Washington.

Ben Hodges, a former commander of the U.S. Army Europe who has long advocated giving Ukraine long-range strike abilities, said he was impressed with the Ukrainian targeting methodology since the arrival of the ATACMS.

“They are doing what we would be doing,” he said. “Going after air defenses to set the groundwork for whatever is coming next.”

F-16 fighter jets provided by the West are expected to start flying in the skies above Ukraine in limited numbers this summer, but their effectiveness would be limited if Russia’s air defenses remained intact.

“If you want your drones or F-16s or any other asset to come in and hit big targets, you need to clear the way,” Mr. Hodges said.

Russia has responded to the uptick in attacks on Crimea by bringing in air defense systems from Kaliningrad and other parts of the country, according to Ukrainian and Western officials.

The Kremlin also dispatched its S-500 Prometheus air defense system to the battlefield for the first time, the head of Ukraine’s military intelligence agency, Gen. Kyrylo Budanov, told reporters last month.

Janes, a defense intelligence company in London, said that its analysts visually confirmed the deployment of at least the radar component of the S-500 to Crimea.

Russia still has robust air defenses, as was evident during a recent attack that appeared to be aimed at the Belbek air base just north of Sevastopol. Debris from an intercepted Ukrainian missile fell on a nearby beach, killing five civilians and injuring dozens more, according to Russian officials .

Russia immediately blamed the United States for the deaths, and the Kremlin summoned the American ambassador in Moscow. The Russian Defense Ministry warned that the strikes in Crimea were raising the “risk of direct confrontation between the alliance and the Russian Federation.”

But Ukraine shows no sign of slowing its campaign in Crimea, and residents there who were reached by secure messaging apps said the usual summer crowds of tourists were noticeably thinner.

While people still go to the beaches, one person said, some now wear badges with their name, home address and contacts for their next of kin.

Ukraine-Russia war latest: Russia's advance on Kharkiv 'halted'

Five people have been killed and three injured in Russian attacks on the Donetsk region, prosecutors have said. 

A woman and her husband were killed in artillery shelling in the village of Pleshchiivka, the general prosecutor's office said.

Another three women were killed in a strike on private buildings in the village of Hrodivka, it added.

Separately, the Russian military dropped two guided bombs on the village of Velyka Novosilka, injuring a man and his wife inside their house, while another man was wounded in an artillery strike in the town of Zalizne.

In April this year, the US finally approved a long-awaited aid package worth some $60.8bn (£49bn) in aid to Ukraine.

Included were vast quantities of much-needed weapons and ammunition meant for the frontlines - which Kyiv had been desperately calling for for months. 

So how have they impacted the war? 

Nichita Gurcov, Eurasia analyst for Armed Conflict Location & Event Data Project  (ACLED) told Sky News it may actually have pushed Moscow to act quickly and launch fresh attacks.

"It may have prodded Russia to step up its offensive to claim as much ground as possible, before the arriving weapons make it harder," he says. 

Russia resumed its offensive in October last year after fending off the latest Ukrainian attempt to cut the land corridor to Crimea, Gurcov explains. 

"By mid-February [this year] Russia secured the Avdiivka stronghold and has been since pressing toward Ukrainian logistical hub in Pokrovsk," he said. 

ACLED has counted the number of settlements gained by Russia in each month of the conflict. 

Five were taken in February, but just two in March.

In April (the month the US aid package was announced), seven settlements were captured, followed by nine in May and 11 in June - highlighting a clear increase in Russian offensive action. 

"The sharp increase in the number of claimed settlements in May is due to the Russian re-invasion of the northern Kharkiv region," Gurcov explains. 

"It could have pursued - diverting Ukrainian forces from elsewhere - but so far has been contained," he adds (see 11.40am post).

Another indicator of increased fighting is the number of reported battles, according to ACLED:  

"The sharp increase in fighting in April and the subsequent near-50% increase in May is an all-time high since the invasion," Gurcov notes. 

"The spike is only partially due to the re-invasion of the Kharkiv region as we are recording steadily intensifying offensive in the Donetsk region," he adds. 

Closing arguments in the trial of Wall Street Journal reporter Evan Gershkovich will be heard in a Russian court tomorrow. 

Mr Gershkovich attended a trial session for a second day behind closed doors today - more in our 8.10am post on that.  

The 32-year-old was arrested in March last year while on a reporting trip. Authorities claimed, without offering any evidence, that he was gathering secret information for the US - which he, his employer and his government all vehemently deny. 

Russia will not rule out new deployments of nuclear missiles in response to the planned US stationing of long-range conventional weapons in Germany, Moscow's deputy foreign minister Sergei Ryabkov has said. 

Russia regularly threatens Europe and the US with the nuclear option in public. 

"I am not ruling out any options," the Interfax news agency said he told reporters in the Russian capital when asked to comment on the US deployment plans.

Washington said last week it would start deployment in Germany from 2026 of weapons that will include SM-6, Tomahawk and new hypersonic missiles in order to demonstrate its commitment to NATO and European defence.

Interfax cited Mr Ryabkov as saying that the defence of Russia's Kaliningrad region, which is wedged between NATO members Poland and Lithuania, was a particular focus.

"Kaliningrad is no exception in terms of our 100% determination to do everything necessary to push back those who may harbour aggressive plans and who try to provoke us to take certain steps that are undesirable for anyone and are fraught with further complications," Mr Ryabkov said.

Is there a possibility of internal dissent within Putin's inner circle leading to his removal from power?

Moscow correspondent Ivor Bennett   replies:

"Not right now, no. This seems extremely unlikely for a number of reasons.

"Firstly, Vladimir Putin has just started a new presidential term, keeping him in the Kremlin for another six years.

"The potential political jeopardy of an election has evaporated and his approval ratings are near record highs (85% according to the independent Levada Center), helped by Russia gaining the upper hand on the battlefield in Ukraine.

"So there's no overt public support for a change at the top.

"Secondly, who would succeed him? His refusal to pick a successor all these years has been deliberate, and a key factor in preserving his power.

"Thirdly, his potential rivals are focused elsewhere.

"Look at what’s happening at the ministry of defence and the series of corruption scandals. By replacing his long-time ally Sergei Shoigu as minister of defence, Putin seemed to open the doors to a full-on purge of the military’s top brass.

"Analysts say this was a deliberate ploy to play his rivals off against each other - security services vs the military. By doing that, they're less likely to take a shot at him.

"Yes, it's only been a year since his authority was challenged like never before, with the Prigozhin-led uprising. But fast-forward 12 months and his grip on power appears stronger than ever."

A Russian court has sentenced US citizen Michael Travis Leake to 13 years in prison on drug smuggling charges, the court service has said in a statement. 

Mr Leake, a musician and former US paratrooper - who was arrested in June 2023 - was found guilty of selling drugs on a large scale, the court service said.

It was not clear how he pleaded.

He is one of about a dozen Americans currently held in Russian detention - alongside Wall Street Journal reporter Evan Gershkovich, whose trial continued today (see 8.10am post). 

Another American, Robert Romanov Woodland, was sentenced by a Russian court to 12-1/2 years for drug smuggling earlier this month.

European Commission President Ursula von der Leyen's desire to create "a true European Defence Union" if she is re-elected shows the mood in Europe is one of militarisation and confrontation, the Kremlin has said. 

Kremlin spokesman Dmitry Peskov said the plans reflected Ms von der Leyen's "changing priorities" and said her proposals gave a "military colouring" to the EU.

Mr Peskov told reporters that her proposal "confirms the general attitude of European states to militarisation, escalation of tension, confrontation and reliance on confrontational methods in their foreign policy".

"Everything is quite obvious here," he added. 

One more line to bring you from Volodymyr Zelenskyy's address at Blenheim Palace - concerning Russia's progress in northern Kharkiv. 

When trying to convince leaders to help with Kyiv's air defence capability, the president said Ukraine had halted Moscow's forces completely.

"We have stopped the Russian advance on Kharkiv - period," he said.

"Putin has sacrificed tens of thousands of his citizens but has achieved nothing significant," he added.

"This was made possible by the bravery of our warriors and the bravery of our partners, who have lifted limitations on the use of Western weapons along our border," he added. 

Russia launched a surprise attack on Vovchansk in the Kharkiv region in May, opening up another front for Ukraine to defend.

Moscow's troops made rapid progress in the days immediately after the incursion, before being slowed by a stubborn Ukrainian resistance. 

Reports earlier in the week that Russian operations were winding down in the area resulted in Kremlin spokesman Dmitry Peskov denying the claims yesterday. 

"This operation is ongoing, it will continue until it has been successfully completed," he told reporters.
