Check if You Need a Visa

Who needs a visa.

You will have to apply for a visa when travelling to Hungary if you are:

  • A citizen of a non-EU country that has not reached a visa liberalisation agreement with the EU .
  • A citizen of a non-EU country that has reached a visa liberalisation agreement with the EU, but you were rejected from entering Hungary or any other Schengen country visa-free.

Exemptions from Visa Requirements

You are exempt from applying for a visa to enter Hungary if you fall into any of the following categories:

  • You are a citizen of an EU member state, Iceland, Liechtenstein, Norway, or Switzerland.
  • You hold a passport from the US, Canada, Australia, Japan, or any other country with a visa liberalisation agreement with the EU .
  • You possess a valid residence permit from any country within the Schengen area.

Understand the Type of Visa You Need

While there’s only one type of visa for short trips to Hungary—the Schengen visa—it can be tailored to accommodate different reasons for travel. When completing the application form, you’ll specify the purpose of your visit, which can be any of the following:

Short Stay Visa

  • Transit Visa . For travelers passing through Hungary en route to another destination.
  • Tourism Visa. For individuals visiting Hungary for leisure and sightseeing purposes.
  • Visitor Visa . Visiting family and friends. Issued to those planning to visit relatives or friends in Hungary.
  • Medical treatment. Granted to individuals seeking medical care or consultations in Hungary.
  • Cultural Visa . Available for participation in festivals, sports events, religious ceremonies, or other cultural activities within the country.
  • Business Visa. Granted to individuals conducting business activities like meetings, conferences, or negotiations in Hungary.

Long Stay Visa

If you plan to work, study long-term, or move to Hungary, you have to apply for a long-stay visa (type D visa). Long-stay visas for Hungary are issued for:

  • Everyone who wants to work in Hungary, even for a short period of time, needs a work visa and a work permit.
  • Study . If you have been accepted into a full-term study program (90 days or longer), you have to apply for a type D student visa.
  • Family reunification. If you have an immediate family member who is Hungarian or lives in Hungary as a legal resident, you can apply for a family reunification visa to live with them. Immediate family members include spouses, children, or parents (of minor children).

Everyone who is not  a citizen of an EU/EEA country or of Switzerland has to apply for a long-stay visa if they plan to live in Hungary for more than 90 days. There is no exemption for long stays like there is for Schengen visas.

Determine Where You Need to Lodge Your Visa Application

Finding the right submission location.

  • You have to lodge your application for a Hungary visa through a VFS Global centre if you live in one of these countries: Bahrain, Belarus, Canada, China, People’s Republic of, Cyprus, Egypt, India, Indonesia, Iran, Kazakhstan, Kuwait, Kyrgyzstan, Maldives, Mongolia, Philippines, Russia, Saudi Arabia, Kingdom of, Sri Lanka, United Arab Emirates, or the United Kingdom.
  • You have to lodge your application for a Hungary visa through TLScontact if you live in Iraq, South Africa, Thailand, or Vietnam.
  • You have to lodge your application for a Hungary visa through BLS International if you live in Azerbaijan.
  • Everyone else has to lodge their Hungary visa application through an embassy or consulate of Hungary or another country to whom Hungary has delegated visa application.

If you cannot apply through a visa centre, you have to lodge your application at a Hungarian embassy or consulate. You can check which embassy or consulate to submit your application for the Hungary visa through the Consular Services website of the Hungarian Ministry of Foreign Affairs. Simply select your country of residence from the drop-down menu, and you will be shown the Hungarian diplomatic offices located there.

For example, if you live in Albania (which is the first country on the list), these would be representation offices with which you’d be required to make an appointment.

Who Should Apply for a Schengen Visa at the Hungarian Embassy/Consulate/VAC?

If Hungary is the only country in the Schengen Area you plan to visit, it’s straightforward – apply at the Hungarian embassy/consulate or the authorized Visa Application Center (VAC) in your country of residence.

However, if your journey includes Hungary and at least one more Schengen state, apply at the Hungarian embassy/consulate/VAC in your country of residence only if:

  • You will spend more days in Hungary than in the other Schengen countries.
  • You will spend an equal amount of time in each country, but you are starting your Schengen adventure by entering through Hungary.

You can’t apply for a short-stay Hungarian visa from a country where you are currently on a short-stay visa. You must hold a residence permit in the country where you are applying.

To book an appointment with a Hungarian embassy or consulate, visit the official website of the Ministry of Foreign Affairs and Trade . After you select the location (country/city) where you will apply, and then the type of application (in your case, Visa application (short term; schengen -C)), you’ll be able to pick an appointment date from the available options.

It’s advisable to book your appointment early. Appointments can be scheduled up to six months before your intended travel date. Note that if you submit your application less than 15 days before your planned travel date, the Consulate may not accept it.

Note: You can only use the online booking system to schedule an appointment in order to submit your documents. You are not able to complete the application form and submit it online, as you must do this in person.

Prepare the Required Documents

In order to obtain a Schengen visa, applicants need to follow a standardized set of documents specified in the Schengen visa code, though there may be some variations for each member country.

To meet the short-term stay visa requirements for Hungary, applicants must submit the following documents to the Hungarian embassy or consulate:

  • The Hungarian Schengen visa application form .
  • Documents generally required for any Schengen visa application .
  • Schengen visa insurance . The insurance should have a minimum coverage of €30,000 for medical emergencies and include repatriation in the event of death.

Understanding the Requirement for Travel Insurance

Travel Medical Insurance is compulsory for Schengen visas under Regulation (EU) 2009/810 of the European Parliament.

Hungarian visa applicants can obtain visa insurance from either Europ Assistance or vti.travel , a European insurance comparison website, comparing insurance policies of AXA, Allianz, Europ Assistance and Mutuaide.

These insurance providers are acknowledged and accepted by Hungarian Embassies and Consulates worldwide. Moreover, you can cancel the insurance at no cost by submitting proof of Hungarian visa rejection.

How Much Money Do I Need to Visit Hungary?

One important document to submit is proof that you can financially afford your trip . You can submit bank statements which prove that you have at least 10.000 HUF or approx. €24 for each day you plan to be in Hungary.

Attend Your Appointment

On the date of your scheduled appointment, appear on time and submit your application form and documents, as well as enough money to pay your visa fee.

Paying the Visa Fee

When you submit your application, you also have to pay a visa fee. The fee for adults is €80, whereas for children and certain nationalities, it is reduced.

Submitting Biometric Information

Along with your documents, you also have to submit a biometric visa photo and give scans of your fingerprints.

This information is used for identification purposes and it is stored on the Visa Information System – VIS .

If you have applied for a Schengen visa in the last five years, you may be exempted from submitting fingerprint scans again.

Visa Interview

During the appointment, you can expect the consular officer to ask you questions regarding your application and your intended trip to Hungary. Common topics that may be covered during the interview include the purpose of your visit, your financial situation, ties to your home country and as such.

Can Someone Else Submit the Application on My Behalf?

Someone can submit the Hungary visa application on your behalf only if you are exempt from submitting your fingerprints and you provide them with a legalised authorization letter. Otherwise, everyone needs to submit their own application.

Wait for the Visa to Process

You can send in your visa application anytime between 6 months and 15 days before your planned visit. Usually, you’ll hear back about your application within 15 days. It’s best to apply early, ideally more than 15 days before your trip. If there are any delays, the consulate isn’t responsible for any issues with your travel plans. In some cases, the decision might take up to 45 days.

Track Your Application

You can track your Hungary visa application status if you applied through a VFS or TLScontact application centre. Visit the website of the VFS/TLS office in which you applied, and look for the Track application option. You have to enter the reference number you received after submitting your application to proceed.

Tracking your application if you applied through an embassy or consulate may not be possible—if you are interested in tracking your application, you should inquire with the consular officers when you submit your application.

If Your Visa Is Granted

If your visa application is successful, the visa will be affixed to your passport, allowing you to travel to Hungary and the Schengen Area.

The validity of your visa will be stated on the visa sticker —within which dates you can travel and how many days you can stay in Hungary in total. Schengen visas are issued for single, double, or multiple entries .

If Your Visa Is Rejected

If your application for a Hungary visa is rejected, the reason for the rejection will be clearly stated on the decision letter. What you can do is:

  • Re-apply for the visa. You can submit another visa application as soon as you can, fixing the mistakes which lead to the initial rejection.
  • Appeal the decision. You can also appeal the decision, by submitting a written appeal letter to the consulate or embassy within 8 days of receiving the refusal. You have to write the letter of appeal in Hungarian or another official EU language, and the fee for the appeal is €160. The letter of appeal has to be addressed to the Hungarian Ministry of Foreign Affairs and Trade.

Collect Your Passport

You will receive a notification that your visa has been processed with instructions on how to collect your passport. You have two options:

  • You can pick up your passport yourself in the same location as where you submitted your application.
  • You can have it delivered to you through a courier service. For this, you will have to pay an extra charge at the time of delivery.

How to Enter Hungary?

When travelling to Hungary, make sure to arrive within the dates specified on your visa sticker. Don’t forget to bring along the following documents:

  • Your passport with the visa sticker attached.
  • Proof of travel health insurance.
  • Confirmation of where you’ll be staying.
  • Your return flight ticket.
  • Evidence of enough money for your stay.

Visa Extension

In order to extend your Schengen visa , you must have a strong and legitimate reason to do so. Although you can request an extension of your visa, it is not guaranteed that your visa will be extended.

Visiting Other Schengen Countries

With a Hungary visa (unless it’s a Limited Territorial Validity Visa), you’re allowed to travel to other countries in the Schengen Area. Nevertheless, Hungary should be your main destination, and any days spent in other Schengen countries will be included in your 90-day limit.

SCHENGEN VISAS

Any travel to the Schengen member countries with a stay of up to 90 days in any 180-day period requires a Schengen visa. In other words, travelers should not stay longer that maximum 90 days in any 180-day period in the Schengen area.

Attention! Visa is only a preliminary permission for entry , which does not automatically authorize its bearer to enter Hungary or other countries of the Schengen area. At the external border, travelers may be requested to provide proof of the existence of the conditions of entry and stay in Hungary and/or the Schengen area.

Which country is competent to issue the Schengen visa?

The Schengen visa application has to be submitted at the representation of the country which is competent for examining and deciding on it according to the main destination of the travel. The competent country will be:

(a) the country whose territory constitutes the sole destination of the visit;

(b) if the visit includes more than one destination, or if several separate visits are to be carried out within a period of two months, the MemberState whose territory constitutes the main destination of the visit(s) in terms of the length of stay, counted in days, or the purpose of stay; or

(c) if no main destination can be determined, the country whose external border the applicant intends to cross first in order to enter the territory of the Schengen Member States.

If the applicant plans to visit any other Schengen Member States besides Hungary, the applicant is strongly recommended to check its entry rules.

When to submit a visa application?

Applications should be submitted no more than six months before the start of the intended travel. Holders of a multiple-entry visa may lodge the application before the expiry of the visa valid for a period of at least six months.

As the processing of a visa application may take up to 15 days, travelers are advised to submit their applications not later than 15 days before the travel takes place.

How to obtain an appointment?

VFS Global company is the authorized external service provider for receiving Schengen visa applications on behalf of Hungary.

Basic application documents:

  • completedapplication formsigned by the traveler,
  • it should have been issued within the previous 10 years,
  • it should be valid for at least three months after the intended date of departure from the territory of the Schengen states;
  • it should contain at east two empty pages.
  • it should be a passport-size photo taken within the last 6 months
  • its minimum coverage should be EUR 30.000;
  • it has to cover any expenses which might arise in connection with urgent medical treatment, repatriation for medical reasons or death;
  • it should be valid throughout the territory of the Member States and cover the entire period of the person€™s intended stay or transit.

Depending on the purpose of travel, additional supporting documents should also be attached according to the harmonized list of such documents.

A visa application is admissible only if the above documents are submitted no more than six months before the start of the planned travel and the fingerprints provided.

Admissibility

Please be informed, that following conditions of admissibility must be fulfilled when submitting the Schengen visa application

  • present an application form in accordance with Article 11;
  • present a travel document in accordance with Article 12;
  • present a photograph in accordance with the standards set out in Regulation (EC) No 1683/95 or, where the VIS is operational pursuant to Article 48 of the VIS Regulation, in accordance with the standards set out in Article 13 of this Regulation;
  • Member States shall collect biometric identifiers of the applicant comprising a photograph of him and his 10 fingerprints in accordance with the safeguards laid down in the Council of Europe€™s Convention for the Protection of Human Rights and Fundamental Freedoms, in the Charter of Fundamental Rights of the European Union and in the United Nations Convention on the Rights of the Child.
  • a photograph, scanned or taken at the time of application, and
  • his 10 fingerprints taken flat and collected digitally.
  • Where fingerprints collected from the applicant as part of an earlier application were entered in the VIS for the first time less than 59 months before the date of the new application, they shall be copied to the subsequent application.
  • children under the age of 12;
  • persons for whom fingerprinting is physically impossible. If the fingerprinting of fewer than 10 fingers is possible, the maximum number of fingerprints shall be taken. However, should the impossibility be temporary, the applicant shall be required to give the fingerprints at the following application. The authorities competent in accordance with Article 4(1), (2) and (3) shall be entitled to ask for further clarification of the grounds for the temporary impossibility. Member States shall ensure that appropriate procedures guaranteeing the dignity of the applicant are in place in the event of there being difficulties in enrolling;
  • heads of State or government and members of a national government with accompanying spouses, and the members of their official delegation when they are invited by Member States€™ governments or by international organisations for an official purpose;
  • sovereigns and other senior members of a royal family, when they are invited by Member States€™ governments or by international organisations for an official purpose.
  • pay the visa fee in accordance with Article 16;
  • children under six years;
  • school pupils, students, postgraduate students and accompanying teachers who undertake stays for the purpose of study or educational training;
  • researchers, as defined in point (2) of Article3 of Directive (EU)2016/801 of the EuropeanParliament and of the Council( 8 ), travelling for the purpose of carrying out scientific research or participating in a scientific seminar or conference;
  • representatives of non-profit organisations aged 25 years or less participating in seminars, conferences, sports, cultural or educational events organised by non-profit organisations.
  • children from the age of six years and below the age of18 years;
  • holders of diplomatic and service passports;
  • participants in seminars, conferences, sports, cultural or educational events organised by non-profit organisations, aged 25years or less.
  • provide supporting documents in accordance with Article 14 and the harmonized list of supporting documents (https://ec.europa.eu/transparency/documents-register/detail?ref=C(2014)7594&lang=en)
  • where applicable, produce proof of possession of adequate and valid travel medical insurance in accordance with Article 15
  • the application must be been lodged no more than six months before the start of the intended travel

Please be informed, where the competent consulate or the central authorities of the competent MemberState find that the conditions of admissibilty have not been fulfilled, the application shall be inadmissible and the consulate or central authorities shall without delay:

  • return the application form and any documents submitted by the applicant,
  • destroy the collected biometric data,
  • reimburse the visa fee, and
  • not examine the application.

Decision-making

During the decision-making process, the Consul

  • consults in every case the entry ban list (SIS, or Schengen Information System)
  • inspects former visas issued for the applicant
  • has to consult the competent authorities of the Schengen states, in particular cases

Some Schengen States require that they be consulted on visa applications submitted to other Schengen States by citizens of certain countries. The consultation process may take up to seven calendar days. Such consultation is currently required for nationals of the countries listed here .

  • may proceed with prior consultation with the National Directorate-General for Aliens Policing or the Ministry of Foreign Affairs and Trade according to the Article 22. of the Visa Code
  • may consult with foreign representations of other Schengen states
  • may request a personal interview with the applicant
  • may request further documents or certificates in addition to the already submitted ones

Decision on the visa application must not exceed 15 days (10 days where it is applicable under visa facilitation agreements). In specific cases, this period may be further extended up to 45 days.

The visa application will be refused

  • if the applicant
  • presents false, counterfeit or forged travel document
  • does not prove the purpose and conditions of the intended stay
  • does not certify that he/she has sufficient means of subsistence both for the duration of the stay and for the return to his country of origin or residence
  • has reached or exceeded the maximum duration of authorized stay on the Schengen territory: 90 days in any 180-day period
  • is a person for whom an alert has been issued in the Schengen Information System (SIS) and his/her entry has to be refused
  • is not in possession of adequate and valid travel medical insurance, when applicable

2. When doubt arises concerning the validity and the content of the supporting documents, the reliability of the statements made by the applicant.

The reason for refusal is notified to the applicant on the establishedrefusal form.

In case of refusal, the visa fee will not be reimbursed.

Appealing against a refusal

In case of refusal, a new visa application may be submitted any time but the visa fee has to be paid again.

Applicants have the right to appeal against a decision resulting in a refused visa application (or annulment or revocation of a visa). Appeals have to be submitted, within 8 days from the date when the refusal decision was received (3 days from the date when the annulment or revocation was received), personally at the Consulate by the applicant or by a person who has a power of attorney from the applicant.

The appeal should be submitted in writing, in Hungarian or in any official language of the European Union (e.g. English).

With the appeal, further supporting documents may be submitted and the applicant may be called in for a personal interview.

The fee for the appeal procedure should be paid at the time of submitting the appeal. This fee will cannot be reduced or reimbursed, not even for applicants who are otherwise waived from paying the visa application fee.

The Consular Department of the Ministry of Foreign Affairs and Trade decides on the appeal within 15 days (in 5 days on appeals against a refusal of the annulment or revocation of a visa). If the refusal is upheld in its decision, it may be subject to a judicial review initiated by the applicant.

D Type Long Term Resident Permit: Individuals who are nationals and/or residents of India must obtain a residence permit if they intend to live in Hungary for a period exceeding 90 days.

Please be aware that the application for a residence permit must be submitted in person at the Hungarian Embassy and typically involves an interview. Third parties are not permitted to submit the application on behalf of the applicant.

If necessary, a designated representative can collect the passport and the decision on the residence permit application, provided they present an authorised letter signed by the applicant and duly certified by a public notary.

Airport Transit Visa: With an airport transit visa, you can pass through the international transit zones of the issuing country and other countries mentioned on the visa sticker. If your connecting flight is booked under the same reservation number, you don't have to leave the transit zone, you don't need an airport transit visa.

Every applicant is entitled to exercise their right to appeal in case their application or visa is refused, annulled, or revoked. Here are the key steps in the appeal process:

  • The appeal must be submitted in person, either by the applicant or by an individual holding a power of attorney on behalf of the applicant, at the Consular and Visa Section of the Hungarian Embassy.
  • The appeal must be lodged within eight (8) calendar days from the date of receiving the decision or within three (3) calendar days if it pertains to the annulment or revocation of a visa.
  • The Consular Department of the Ministry of Foreign Affairs will make a decision on regular appeals within 15 days, while appeals against decisions related to the annulment or revocation of a visa will be decided upon within 5 days.
  • The appeal should be presented in writing and must bear the signature of the applicant or the authorised representative. The appeal fee must be paid when submitting the appeal and is non-refundable, even if the decision is favourable.
  • There is no possibility to reduce the appeal fee, and it applies to all applicants, including those who were eligible for a fee waiver during the initial application process. The appeal must be submitted in either Hungarian or an official language of the European Union. If the appeal is filed in another language, an official translation must be provided.
  • During the appeal process, the applicant or their representative may submit additional supporting documents, and there may be a provision for a personal visa interview at the consulate. The appeal judgement can potentially be subject to judicial review. In the event of a refusal, a new application can be submitted at any time, but the visa fee will need to be paid again.

When figuring out whether an airport transit visa (ATV) is required for Hungary, it's crucial to consider two different situations:

  • Staying within the international transit zone of an airport: This implies you stay inside the airport's international transit zone without leaving it. III. RESIDENCE PERMIT

Foreigners intending to stay more than 3 months in Hungary may apply for a residence permit at VFS Global Abu Dhabi and Dubai (please see point II.).

Information on residence permit procedure including the downloadable application form and the correspondent appendixes can be found on the website of the National Directorate-General for Aliens Policing at www.oif.gov.hu and also on the website of VFS Global.

In case of a refusal, the decision may be appealed within 8 days after the decision was delivered and the appeal is to be submitted in person at the Consular Office of the Hungarian Embassy in Abu Dhabi. The administrative fee for appeal is 641 AED. The competent authority (National Directorate General for Aliens Policing) decides on the appeal within 21 days.

IV. SCHENGEN VISA

1. General information

Hungary is a member of the Schengen Area, therefore if you have a valid Schengen visa (i.e. you have not surpassed the validity date, the number of days and the number of entries permitted) then you can use it to travel to Hungary as well.

We would strongly recommend you to apply for a visa as early as possible but not more than 6 months before the date of your actual journey.

In accordance with Article 9 of the Community Code on Visas (810/2009 Regulation of the Council and the Parliament) the application should be lodged at least 15 days before the intended travel. If an applicant fails this time due to the point II.3.3.1 of the C(2010) 1620 decision of the European Committee published on 19th March 2010 it is his/her responsibility. Please note that in certain cases the visa procedure could take up to 45 days (in accordance with Article 23 of the Visa Code).

2. Where to apply for a Schengen visa to Hungary

Visa service is provided at the Visa Application Centre for Hungary by VFS Global Abu Dhabi and Dubai (please see point II.). VFS assists applicants with the procedure and forwards the application to the Embassy for an additional fee.

Please note that if you are not resident in the UAE you should normally apply for a visa at the Hungarian Embassy or Consulate in your country of residence.

If you want to visit one Schengen country you should apply for a visa at the Consulate of that country. If you wish to visit several Schengen countries you should apply at the Consulate of the country where you intend to stay for the longest period of time. If you intend to visit several Schengen countries but no main destination can be determined you should apply at the Consulate of the Schengen country whose external border you will cross in order to enter the territory of the Schengen Area.

Applications should be lodged at least 15 days before the intended journey. Please note that neither the Consular Section of the Embassy of Hungary nor the Visa Centre takes responsibility for applications submitted less than 15 days before this date and the Consular Section of the Embassy of Hungary reserves the right to send back such applications without making any decisions on them.

3. How to apply at the Visa Application Centre

All Schengen visa applications shall be lodged at one of the following VFS visa application centres:

HUNGARY VISA APPLICATION CENTRE

VFS is accepting walk-in appointments for the following categories only:

Family members of Hungarian Nationals, visiting family/friends.

4. Duration of the procedure

In accordance with article 23 of 810/2009/EC regulation (Visa Code) applications shall be decided on within 15 calendar days of the date of the lodging of an application. However, this period may be extended up to a maximum of 45 days in individual cases, notably when further scrutiny of the application is needed.

5. Visa fees

Schengen visa fee is 321 AED.

Visas are issued free of charge for the following applicants:

- children under the age of 6 travelling with their own passports,

- family members of EU/EEA citizens either travelling together with their EU/EEA national family members or travelling in order to meet their EU/EEA national family members (family members of Hungarian nationals do not fall under this category)

- researchers having a valid contract with a research institution in Hungary,

- pupils, students and their teachers travelling for study reasons,

- representatives of non-profit organizations under the age of 25 participating and attending seminars, conferences, sport, cultural or educational events organised and held by NGOs,

- Belarus citizens between the age of 6 and 12 years,

- Turkish citizens between the age of 6 and 12 years,

- Belarus national participants aged 25 years or less in seminars, conferences, sport, cultural or educational events organised by non-profit organisations.

A reduced fee applies to the following applicants:

- nationals of countries having a visa facilitation agreement with the European Union: Armenia, Azerbaijan, Belarus;

- nationals of Ukraine, Albania, Bosnia and Herzegovina, Georgia, Moldova, Montenegro, Kosovo, Serbia and Moldova without biometric passports;

- children between the age of 6 and 12 years.

The visa fee can be paid when the application is submitted at VFS Visa Center.

Please note that in case of refusal the fee will NOT be reimbursed.

General requirements when applying for a short stay visa (C):

- passport containing at least two blank pages, issued within 10 years before the submission of the visa application and its validity shall extend at least three months after the intended date of departure from the Schengen area,

- UAE residence permit valid for at least three months beyond the intended departure from the Schengen area,

- a wholly and legibly completed and signed visa application form,

- a passport-size colour photo (not older than 6 months),

- travel medical insurance valid throughout the territory of the Schengen area and covering the entire period of the applicant€™s intended stay or transit. The minimum coverage shall be ‚30,000,

- documents indicating the purpose of the journey,

- documents in relation to accommodation or proof of sufficient means to cover the costs of accommodation,

- proof of sufficient means of subsistence (eg. recent bank account statements, payslips etc),

- confirmed outward and onward ticket reservation.

Please bear in mind that the consul may ask for additional documents anytime during the visa procedure and applicants may be called for a personal interview, as well.

8. Documents required from family members of EU/EEA citizens

Third country national family members of EU/EEA nationals accompanied by the EU/EEA national or joining the EU/EEA national are waived from visa obligation in case they possess a €˜residence card of a family member of an EU/EEA national€™ issued by an EU/EEA Member State. Please note that you may be requested by the immigration authorities to provide documentary proof of family relationship (e.g. original certificate of birth, marriage or civil partnership).

Family members of EU/EEA citizens not holding the above mentioned residence card are not waived from visa obligation even if they are travelling together with their EU/EEA national family member or travel in order to join the EU/EEA national family member in Hungary.

Family members of Hungarian citizens who need a visa to travel to Hungary based on the 2018/1806/EU Regulation should lodge the application in line with the general Schengen visa procedure.

9. Visa refusal

If the visa is refused, annulled or revoked, applicants have the right to appeal. Appeals should be submitted in person at the Consular Section of the Embassy of Hungary in Abu Dhabi 8 days within the date of receiving the decision on refusal and 3 days within the date of receiving the decision on the annulment or revocation of a visa.

The Department of Consular Affairs of the Ministry of Foreign Affairs and Trade decides on the appeals within 15 days (in case of annulment or revocation of a visa within 5 days). The appeal should be lodged in writing and it should be signed by the applicant. The appeal must be submitted in Hungarian or in any other official languages of the European Union. If the applicant lodges the appeal in another language he/she must submit an official translation thereof.

The fee of the appeal procedure is 641 AED and should be paid when submitting the appeal by bank card to the Embassy of Hungary in Abu Dhabi. The fee for the appeal procedure cannot be reimbursed, not even in case of a positive decision. Reduction of the fee is not possible and must be paid by all applicants (even if the visa procedure was free of charge).

Further supporting documents may be submitted during the appeal procedure and the applicant might be called to the Consular Section for a personal interview.

The decision on the appeal may be subject to judicial review.

In case of refusal a new application may be submitted at any time and the visa fee has to be paid again. For further details about the appeal procedure please check the information on the refusal form.

10. Getting your passport back

Upon collection of the passport, applicants are advised to check the entries of the visa sticker, and notify the Consular Section of the Embassy of Hungary in case of any discrepancy.

Schengen information

Schengen States issue uniform visas for short stay visit not exceeding 90 days in any 180-day period. The Schengen visa may be issued for a single entry (as a rule for the 1st time visitors of the Schengen area), for two entries, or as a multiple entry visa in case the applicant proves the need or justifies the intention to travel frequently as well as proves his/her integrity and reliability, in particular the lawful use of previous Schengen visas, etc. (as per Schengen Visa Code, Article 24).

If your travel destination is only Hungary – or in case of a Saudi resident Lithuania or Slovakia -, the Hungarian Embassy in Riyadh will deal with your application. If your travel destination includes more than one Schengen Member State, your application must be dealt by the Embassy/Consulate of your main destination

The following criteria may help you to decide whether you should submit your visa application with the Hungarian Visa Application Centre.

  • Hungary - or in case of a Saudi resident also Lithuania or Slovakia - is the sole destination of your visit(s);
  • Your visit to Schengen States includes more than one destination and Hungary - or in case a Saudi resident also Lithuania or Slovakia - is the main destination of the visit(s) in terms of the length or purpose of stay;
  • If you cannot determine which is your main destination, but Hungary or Lithuania or Slovakia is the first Schengen State you wish to enter.

Please note that the Embassy of Hungary in Riyadh issues visas only for residents in its territory of responsibility – Kingdom of Saudi Arabia, Kingdom of Bahrain, Republic of Yemen and the Sultanate of Oman.

Tourist Visa

Applicable for solely tourism purposes. If tourism is joined with another purpose such as a business meeting, private visit or visit of relatives, etc., such other purpose should be declared as the main one.

Family members of the EEA Member States traveling together with or to the family member of an EEA Member States are exempt from the visa fee and submission of part of supporting documents enlisted on the checklists to be downloaded for the application.

Service Charges

Applicants shall be levied a service charge of SAR 128.02 /- per application (VAT Included)

Service Charge will have to be paid at Visa application center.

All payments will be collected in local currency (Cash or Card) for Saudi Arabia.

The applicable visa fee in local currency is as per the current exchange rate. It is subject to change without notice.

The visa fee is non-refundable

Please Note:

  • The Schengen visa fee amounts to 35 EUROs (equivalent in Riyals) SAR 144 for Countries with a visa facilitation agreement with the European Union, for nationals of Albania, Bosnia and Herzegovina, Macedonia, Moldavia, Montenegro, Russia, Serbia, Ukraine, Republic of Yugoslavia, Azerbaijan.
  • The applicable visa fee in SAR is as per the current exchange rate. It is subject to change without notice due to sudden foreign exchange fluctuations
  • The abovementioned Visa Fee is to be paid in Cash/card at the Visa Application Center
  • The visa fee is non-refundable in case the visa is refused
  • Family members of Hungarian citizens are not considered as C-EGT applicants anymore and they have to pay for the normal visa fee.

VISA Fee Exemption:

  • Family members of a citizen of the European Economic Area (except those with Hungarian citizenship), notwithstanding their nationality are exempt from the fee (Children - under the age of 18/Spouse of EU Citizen/Parents of children - under the age of 18 - if the child is an EEA citizen)
  • Persons under 6 years of age are exempt from the fee
  • Holders of diplomatic and special passports

VFS Service Charge

Applicants applying at the Hungary Visa Application Centre shall be levied a service charge of SAR 128.02 (VAT Included) payable in Cash/Card.

The processing time for assessment of a Schengen Visa depends on the applicant's nationality and may take up to 20 calendar days after the application is registered with the Embassy of Hungary in Riyadh. Applications should be made as early as possible (within 6 months ahead of departure).

Kindly note that if you are applying from VFS in Jeddah/Dammam, VFS courier times (Visa Center to Embassy and return) can take up to 2 working days on top of the 20 calendar days usual Schengen consultation time.

Visa For Private/family Visit Or With The Purpose Of Sport

In case of staying with friends or family member in Hungary, Lithuania, or Slovakia, the applicant has to submit an invitation letter with an attached copy of the Hungarian/Lithuanian/Slovakian residence permit of the friend or family member justifying the purpose of the visit.

The travelers with the purpose of sport activity have to submit an invitation letter or the acceptance letter of the Hungarian/Lithuanian/Slovakian Sport Club or Sport Facility, or a proof about the registration at the sport event.

Family members of the EEA Member States traveling together with or to the family member of an EEA Member States for the purpose of visit are exempt from the visa fee and submission of part of supporting documents enlisted on the checklists to be downloaded for the application.

The Questionnaire must be filled in only case of private or family visit and if the applicant non family member of an EEA citizen.

SCHENGEN VISAS

Any travel to the Schengen member countries with a stay of up to 90 days in any 180-day period requires a Schengen visa. In other words, travelers should not stay longer that maximum 90 days in any 180-day period in the Schengen area.

The Schengen visa procedure is regulated by the Visa code. ( https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A02009R0810-20200202 )

Attention! Visa is only a preliminary permission for entry , which does not automatically authorize its bearer to enter Hungary or other countries of the Schengen area. At the external border, travelers may be requested to provide proof of the existence of the conditions of entry and stay in Hungary and/or the Schengen area.

Which country is competent to issue the Schengen visa?

The Schengen visa application has to be submitted at the representation of the country which is competent for examining and deciding on it according to the main destination of the travel. The competent country will be:

(a) the country whose territory constitutes the sole destination of the visit;

(b) if the visit includes more than one destination, or if several separate visits are to be carried out within a period of two months, the MemberState whose territory constitutes the main destination of the visit(s) in terms of the length of stay, counted in days, or the purpose of stay; or

(c) if no main destination can be determined, the country whose external border the applicant intends to cross first in order to enter the territory of the Schengen Member States.

If the applicant plans to visit any other Schengen Member States besides Hungary, the applicant is strongly recommended to check its entry rules.

When to submit a visa application?

Applications should be submitted no more than six months before the start of the intended travel. Holders of a multiple-entry visa may lodge the application before the expiry of the visa valid for a period of at least six months.

As the processing of a visa application may take up to 15 days, travelers are advised to submit their applications not later than 15 days before the travel takes place.

How to obtain an appointment?

As of 9th of May 2022, the VFS Global company, as an authorized external service provider will reopen for receiving Schengen visa applications on behalf of Hungary.

For clients submitting Schengen visa at the Consulate Generalof Hungary in Chongqing, a prior appointment is mandatory. Appointments can be done through the https://konzinfobooking.mfa.gov.hu website.

Basic application documents:

  • completed application form signed by the traveler,
  • it should have been issued within the previous 10 years,
  • it should be valid for at least three months after the intended date of departure from the territory of the Schengen states;
  • it should contain at east two empty pages.
  • it should be a passport-size photo taken within the last 6 months
  • its minimum coverage should be EUR 30.000;
  • it has to cover any expenses which might arise in connection with urgent medical treatment, repatriation for medical reasons or death;
  • it should be valid throughout the territory of the Member States and cover the entire period of the person€™s intended stay or transit.

A visa application is admissible only if the above documents are submitted no more than six months before the start of the planned travel and the fingerprints provided.

Those who have not provided fingerprints for a Schengen visa before should appear personally during application.

Admissibility

Please be informed, that following conditions of admissibility must be fulfilled when submitting the Schengen visa application

  • present an application form in accordance with Article 11;
  • present a travel document in accordance with Article 12;
  • present a photograph in accordance with the standards set out in Regulation (EC) No 1683/95 or, where the VIS is operational pursuant to Article 48 of the VIS Regulation, in accordance with the standards set out in Article 13 of this Regulation;
  • Member States shall collect biometric identifiers of the applicant comprising a photograph of him and his 10 fingerprints in accordance with the safeguards laid down in the Council of Europe€™s Convention for the Protection of Human Rights and Fundamental Freedoms, in the Charter of Fundamental Rights of the European Union and in the United Nations Convention on the Rights of the Child.
  • a photograph, scanned or taken at the time of application, and
  • his 10 fingerprints taken flat and collected digitally.
  • Where fingerprints collected from the applicant as part of an earlier application were entered in the VIS for the first time less than 59 months before the date of the new application, they shall be copied to the subsequent application.
  • children under the age of 12;
  • persons for whom fingerprinting is physically impossible. If the fingerprinting of fewer than 10 fingers is possible, the maximum number of fingerprints shall be taken. However, should the impossibility be temporary, the applicant shall be required to give the fingerprints at the following application. The authorities competent in accordance with Article 4(1), (2) and (3) shall be entitled to ask for further clarification of the grounds for the temporary impossibility. Member States shall ensure that appropriate procedures guaranteeing the dignity of the applicant are in place in the event of there being difficulties in enrolling;
  • heads of State or government and members of a national government with accompanying spouses, and the members of their official delegation when they are invited by Member States€™ governments or by international organisations for an official purpose;
  • sovereigns and other senior members of a royal family, when they are invited by Member States€™ governments or by international organisations for an official purpose.
  • pay the visa fee in accordance with Article 16;
  • children under six years;
  • school pupils, students, postgraduate students and accompanying teachers who undertake stays for the purpose of study or educational training;
  • researchers, as defined in point (2) of Article3 of Directive (EU)2016/801 of the EuropeanParliament and of the Council( 8 ), travelling for the purpose of carrying out scientific research or participating in a scientific seminar or conference;
  • representatives of non-profit organisations aged 25 years or less participating in seminars, conferences, sports, cultural or educational events organised by non-profit organisations.
  • children from the age of six years and below the age of18 years;
  • holders of diplomatic and service passports;
  • participants in seminars, conferences, sports, cultural or educational events organised by non-profit organisations, aged 25years or less.
  • provide supporting documents in accordance with Article 14 and the harmonized list of supporting documents (https://ec.europa.eu/transparency/documents-register/detail?ref=C(2014)7594&lang=en)
  • where applicable, produce proof of possession of adequate and valid travel medical insurance in accordance with Article 15
  • the application must be been lodged no more than six months before the start of the intended travel

Please be informed, where the competent consulate or the central authorities of the competent MemberState find that the conditions of admissibilty have not been fulfilled, the application shall be inadmissible and the consulate or central authorities shall without delay:

  • return the application form and any documents submitted by the applicant,
  • destroy the collected biometric data,
  • reimburse the visa fee, and
  • not examine the application.

Decision-making

During the decision-making process, the Consul

  • consults in every case the entry ban list (SIS, or Schengen Information System)
  • inspects former visas issued for the applicant
  • has to consult the competent authorities of the Schengen states, in particular cases

Some Schengen States require that they be consulted on visa applications submitted to other Schengen States by citizens of certain countries. The consultation process may take up to seven calendar days. Such consultation is currently required for nationals of the countries listed here .

  • may proceed with prior consultation with the National Directorate-General for Aliens Policing or the Ministry of Foreign Affairs and Trade according to the Article 22. of the Visa Code
  • may consult with foreign representations of other Schengen states
  • may request a personal interview with the applicant
  • may request further documents or certificates in addition to the already submitted ones

Decision on the visa application must not exceed 15 days (10 days where it is applicable under visa facilitation agreements). In specific cases, this period may be further extended up to 45 days.

The visa application will be refused

  • if the applicant
  • presents false, counterfeit or forged travel document
  • does not prove the purpose and conditions of the intended stay
  • does not certify that he/she has sufficient means of subsistence both for the duration of the stay and for the return to his country of origin or residence
  • has reached or exceeded the maximum duration of authorized stay on the Schengen territory: 90 days in any 180-day period
  • is a person for whom an alert has been issued in the Schengen Information System (SIS) and his/her entry has to be refused
  • is not in possession of adequate and valid travel medical insurance, when applicable

2. When doubt arises concerning the validity and the content of the supporting documents, the reliability of the statements made by the applicant.

The reason for refusal is notified to the applicant on the established refusal form (the English format and its Chinese translation is available under the link). Information on the specific reason(s) of the refusal can be requested by the applicant directly from the Consulate. In case of refusal, the visa fee will not be reimbursed.

Appealing against a refusal

In case of refusal, a new visa application may be submitted any time but the visa fee has to be paid again.

Applicants have the right to appeal against a decision resulting in a refused visa application (or annulment or revocation of a visa). Appeals have to be submitted, within 8 days from the date when the refusal decision was received (3 days from the date when the annulment or revocation was received), personally at the Consulate by the applicant or by a person who has a power of attorney from the applicant.

The appeal should be submitted in writing, in Hungarian or in any official language of the European Union (e.g. English). If the applicant submits an appeal in another language (e.g. in Chinese), an official translation also has to be submitted with it.

With the appeal, further supporting documents may be submitted and the applicant may be called in for a personal interview.

The fee for the appeal procedure should be paid at the time of submitting the appeal. This fee will cannot be reduced or reimbursed, not even for applicants who are otherwise waived from paying the visa application fee.

The Consular Department of the Ministry of Foreign Affairs and Trade decides on the appeal within 15 days (in 5 days on appeals against a refusal of the annulment or revocation of a visa). If the refusal is upheld in its decision, it may be subject to a judicial review initiated by the applicant.
