Don’t Let Expired Driving Documentation Spoil Your Day

Don’t get caught on the road with an expired permit, ID, license plates or registration! After a brief pause, consequences for expired driving privileges and documents are in force again.

When COVID-19 first hit, the Oregon department of transportation partnered with the Oregon Police to place a moratorium on enforcement of expired IDs/licenses, trip permits, and vehicle registration. This allowed drivers a six-month grace period to get their documents in order and up-to-date and drivers could still take to the road without worrying about consequences of expired documents.

The Moratorium Has Ended, Now What?

The moratorium recently ended on December 31, 2021. As of January 1, 2022 Oregon drivers can be cited and convicted for operating a vehicle without proper driving privileges. Expired IDs/licenses, trip permits, and vehicle registrations all fall within this category.

Similarly, we are unable to provide roadside assistance for members who have expired driving privileges. While our policy includes a 30-day grace period for expired registration, we can’t provide roadside assistance for expired tags past the 30-day date as well as expired ID, license plates, and trip permits.

Get Up-to-Date on Expired Documents

Now that the moratorium has expired, you’re required to get your driving privileges up-to-date. DMVs are open for in-person access across the state and many are reporting that waiting periods have reduced significantly.

Make an Appointment for In-Person Services

The best way to make your DMV experience fast an easy is to make an appointment in advance. You can schedule appointments online and also change, modify, or cancel an upcoming visit you’ve scheduled. Appointments help you skip lengthy waits and plan the rest of your day around your visit to the DMV.

Take Care of It Online

Many services provided by the DMV are also available online , which can help you avoid an in-person visit altogether.

  • DEQ Testing Sites are now open across the state
  • AAA Oregon/Idaho cannot provide roadside assistance if your vehicle’s registration is more than 30 days past expiration

License Plates & Permits

  • Trip Permits allow you to temporarily use unregistered vehicles on Oregon roads
  • License Plates must be displayed on the back of the vehicle. AAA Oregon/Idaho cannot provide roadside assistance if there is not a current license plate on the vehicle.

Driver’s License & IDs

  • Make an appointment to renew your ID – online or in-person (required if you need a Real ID)

Getting your driving documentation in order will prevent a possible citation. Plus, we’ll be able to provide roadside assistance if the need arises on your next journey.

P.S. Have You Gotten Your Real ID Yet?

If your Oregon ID is nearing expiration or already expired, it’s a good idea to go ahead and get your Real ID.

Real ID is a state-issued driver license, instruction permit or ID card that meets the federal requirements set by the REAL ID Act​ . Oregon offers both a standard ID card and a Real ID Act-card. Both cards will allow you to legally drive and prove identity and age in the state of Oregon.

However if you plan to travel and board an airplane in the U.S. or visit a Federal Facility, a Real ID will be required by May 3rd, 2023. If you don’t have a Real ID by this date, you will be unable to board an airplane or visit federal facilities.

Oregon Drivers Get 'Grace Period' For Expired Registration, Licenses

The Oregon Department of Transportation announced Friday that local law enforcement officers will exercise discretion in their enforcement of driver licenses, vehicle registrations and trip permits that expire during the COVID-19 state of emergency declared by Oregon Gov. Kate Brown.

The Oregon State Police, Oregon Association of Chiefs of Police and Oregon State Sheriffs’ Association have all agreed to support this “grace period” for enforcing any expired vehicle documentation, according to ODOT.

“During this current public health emergency, times are hard enough,” Oregon State Police Superintendent Travis Hampton said in a statement. “The added stress of driving without a valid license or registration is one barrier we can eliminate. Our mission is to protect, not unnecessarily penalize, Oregonians.”

The grace period is in place to reduce the need for Oregonians to visit a DMV office during the ongoing coronavirus outbreak.

Although Oregon DMV offices mostly remain open, they are following guidelines including restricting customers in offices to 10 people or fewer at a time. Some offices may also need to close due to staffing shortages, according to ODOT.

Therefore, all Oregonians should be calling their local offices ahead of time if they are planning to visit the DMV.

This grace period is especially helpful for people living in the Portland metro area and in Medford, where vehicles must be inspected by the Oregon Department of Environmental Quality before renewing registration.

The Oregon DEQ has suspended vehicle emissions testing, ODOT said, so people in those areas are not currently able to renew their vehicle registrations.

Most other Oregonians can still renew vehicle registration through the mail or online .

“Even if your tags just expired, you can renew online and print the receipt to take in your car as proof of registration,” ODOT said.

Many other DMV services are available online through the DMV’s website and through mail.

Oregon law enforcement officers will “exercise discretion” amid the coronavirus crisis and give drivers worried about soon-to-be expired vehicle tags or licenses a breather from potential tickets and fines .

The move is designed to prevent people from flocking to DMV offices.

Transportation officials announced the so-called grace period Friday, which they said has the backing of state police and professional organizations representing sheriff’s and local police departments across Oregon. According to a news release, the reprieve will last as long as the state is under a public health emergency.

Gov. Kate Brown declared an emergency March 8. It is set to be in effect for 60 days.

The announcement comes days after Oregon shuttered vehicle emissions testing facilities across the state, a key roadblock for Portland metro drivers, who must visit those facilities to renew registrations. It also comes after DMV issued guidance Wednesday asking Oregonians to submit paperwork online or through the mail if possible, to cut down on crowds at the government offices.

“Our top priority is slowing the spread of COVID-19 and maintaining the health and safety of the public and our employees,” Kris Strickler, the state transportation director, said in a statement. “It’s only our strong partnership with Oregon State Police, Oregon State Sheriffs’ Association, and the Oregon Association of Chiefs of Police that enabled us to move in this direction.

“During this current public health emergency, times are hard enough,” said Travis Hampton, the state police superintendent. “The added stress of driving without a valid license or registration is one barrier we can eliminate. Our mission is to protect, not unnecessarily penalize, Oregonians,” he said in a statement.

The state will turn a blind eye to any driver’s license, identification cards, commercial and personal vehicle registrations, trip permits and disabled parking permits that expired any time after March 8.

Oregon had its first known case of coronavirus Feb. 28.

In a legislative hearing earlier this week, Nik Blosser, Brown’s chief of staff, said state officials were working toward official action on recently expired driver licenses and truck registration.

David House, a DMV spokesman, said officers always have a choice whether to cite drivers, but March 8 is the state’s chosen cutoff date. “It is safe to say if your license expired months ago, or if you’re suspended, this exception does not apply,” he said in an email.

Oregon’s 60 DMVs are still open in many parts of the state. But on Wednesday, the department said it would only allow 10 people in the lobby at a time. Other offices require drivers to remain in their car until they were called for assistance.

All driving tests were already canceled through April 17.

Until January 2019, Oregonians didn’t have a ton of options other than heading to the DMV if they had a vehicle-related need. Drivers could only change an address, renew registration or report the sale of a vehicle online.

Since then, the state added a number of options that it hopes people will take advantage of either online or through the mail, in order to avoid visiting a DMV office

Here’s what you can do online or via mail:

* Renew registration for most vehicles – even if your tags just expired, if you live outside Portland and Medford areas and thus don’t need a DEQ certificate to renew, you can renew online and print the receipt to take in your car as proof of registration.

* Update your address – if you move within Oregon, you must report your new address to DMV within 30 days.

* Report the sale of your vehicle – if you sell your vehicle, you can take an extra step against future parking tickets and towing/storage fees on that car by reporting the sale to DMV online.

* Get a trip permit if your tags are expired or license plates are lost or stolen, or if you’ve just bought a car without current plates.

* Register to vote or change your voter affiliation at the Secretary of State at sos.oregon.gov

* Visit OregonDMV.com to see the status of your local DMV office. DMV also accepts many transactions through the mail, and phone agents (503-945-5000) help people prepare for a DMV visit, if required.
