Singapore’s land transport itm outlines vision for a technology-enabled land transport system.

According to a press release by the Land Transport Authority (LTA), Co-ordinating Minister for Infrastructure and Minister for Transport, Mr Khaw Boon Wan, launched the Industry Transformation Map (ITM) on Feb 12.
Under the latest ITM, up to 8,000 new public transport jobs will be created by 2030. LTA will set aside S$25 million over 5 years for the Land Transport Innovation Fund for mobility-related research and technology trials.
The Land Transport ITM was developed by the LTA in close consultation with union and industry partners, with the overarching vision for a people-centred land transport system by 2030 with more connections and better service for all.
Initiatives outlines in the Land Transport ITM leverage emerging technologies to make the land transport system smarter, drive productivity growth and deliver better services to commuters, as well as to future-proof the workforce through comprehensive programmes for up-skilling and re-skilling.
Creating better jobs for a future proof workforce
The land transport industry currently has a workforce of about 123,000 people, which includes bus captains, bus mechanics, customer service officers, railway engineers, station managers, as well as taxi and private hire car drivers. More than 21,000 of them are employed by the rail and public bus sectors to support the 5 million daily commuter journeys on public transport.
With the expansion of public bus and rail networks, Singapore expect to create up to 8,000 new public transport jobs by 2030 to support its needs.
LTA works closely with union and industry partners on initiatives that support the growth in public transport jobs. Such initiatives include manpower planning, industry partnerships to grow the talent pool, as well as upskilling of the workforce.
LTA will conduct industry manpower planning to identify employment opportunities and formulate targeted workforce interventions. The Public Transport Skills Framework (PTSF) is jointly developed by the LTA, SkillsFuture Singapore (SSG) and the industry to identify current and emerging skillsets, and map these against possible career pathways. The framework will help identify training gaps as well as guide the development of programmes to professionalise public transport workers and help them meet the changing demands of the workforce.
It will also partner with the industry and the union to provide more enhanced and structured internships for students from Institutes of Higher Learning, in order to attract, identify and manage the growing pipeline of talent.
Meanwhile, it will also continue to develop the capabilities of the workforce, particularly through up-skilling and re-skilling of public transport workers, to ensure that workers can keep pace with industry developments.
For example, the Singapore Bus Academy and Singapore Rail Academy will offer new specialised programmes mapped against the soon-to-be-launched PTSF for continuous learning and mastery. In addition, more Professional Conversion Programmes will be developed to equip mid-career switchers with the relevant competencies to pursue a successful career in the land transport industry.
Growing an innovative and future-ready land transport industry
The Land Transport ITM also serves as the blueprint for growing and transforming the land transport industry into one that is enabled by technology and a highly competent workforce.
Other than helping the land transport industry and its workers continue to stay relevant, it also responds to disruptive technologies.
Some of these disruptive technologies include autonomous vehicles (AVs), big data, and artificial intelligence (AI). Harnessing their transformative potentials will give the industry new opportunities to enhance the land transport system and create better jobs for the industry.
It is expected that continuous adoption of technology and innovative solutions will play an integral part in the land transport industry’s development. As such, LTA will set aside S$25 million over five years for the Land Transport Innovation Fund to spur innovation and collaborative projects with industry partners.
“With the Land Transport Innovation Fund, I hope to see even more innovative solutions emerge to shape the transport of tomorrow,” Chief Executive of LTA Mr Ngien Hoon Ping said.
Through the Land Transport ITM, LTA will harness technology and innovation to improve productivity for the land transport industry and deliver a transport system that is safe, efficient, reliable and comfortable for commuters.
To build up a critical mass of research capabilities and provide a platform to facilitate collaborative research, LTA has established a number of Transport Research Centres (TRCs). with Nanyang Technological University (NTU), National University of Singapore (NUS), Singapore Institute of Technology (SIT) and the Singapore University of Technology and Design ( SUTD ). In addition, to develop local Small and Medium Enterprise (SME) capabilities, LTA will encourage SME participation in Government projects through the Government-Partnership for Capability Transformation (GovPACT) programme.
LTA is planning for the Land Transport Network (PLANET). It is a data warehouse developed by LTA to carry out advanced data analytics on travel patterns by car, bus and train. PLANET will enable more accurate prediction of commuter travel patterns, which supports the development and fine-tuning of land transport models so that transport planners can develop better transport policies.
Another technology-related initiative is the use of smart sensors and data analytics to monitor the status of railway systems for predictive maintenance. This will enable railway engineers to be more productive in their work, which translates into a smoother and more reliable ride for commuters. A Rail Enterprise Asset Management System (REAMS) will consolidate and integrate information collected from all trains to better assess and predict the condition of the entire network and its components, while a Common Fleet Management System (CFMS) will allow bus operators track bus fleets in real-time. Moreover, a next-generation ERP system will push real-time, targeted traffic updates to vehicles’ on-board units, recommending alternative routes that are less congested in order to optimise road usage.
LTA is also actively exploring how the use of automation and AVs can be applied in land transport system to improve efficiency, reduce human error and deliver better services.
For example, the introduction of robots and drones to inspect MRT and road tunnels will reduce the need for tedious manual inspections and free engineers to focus on analysing the data captured. Last year, LTA issued a Request for Information (RFI) to seek the industry’s participation in the use of Unmanned Aircraft Systems (UAS) and Unmanned Vehicle (UV) technology for MRT and road tunnel inspections.
Autonomous buses and dynamically-routed, on-demand shuttles can also be deployed to enhance public transport by providing more responsive, efficient and convenient transport modes for commuters. The Ministry of Transport (MOT) and LTA announced in November last year that autonomous scheduled buses and autonomous on-demand shuttles will serve commuters in Punggol, Tengah and the Jurong Innovation District (JID) in Singapore from 2022.

Autopass Card
All foreign-registered vehicles must have a valid Autopass card, insurance, road tax and LTA's approval email before entering Singapore. Goods vehicles and public services vehicles registered in ASEAN countries and vehicles registered outside Malaysia and Thailand must also have valid vehicle permits.
You are required to present the vehicles's certificate of insurance, road tax and vehicle registration certificate, together with the vehicle's Autopass card, vehicle's permit and LTA's approval email upon request by authorised officers in Singapore.
The Autopass card is used to record your vehicle’s entry and exit and pay all fees and tolls for your vehicle, and serves as an electronic Vehicle Entry Permit (VEP) for foreign-registered cars and motorcycles.
Autopass cards are non-transferable. Each Autopass card is encoded with particulars of the vehicle it is issued to. It is an offence to misuse an Autopass card issued to another vehicle .

Foreign-registered vehicles need to have valid VEPs for the duration of vehicle's stay in Singapore, regardless of whether they are used on Singapore roads . VEPs for Social Visit Pass holders have a validity period of up to 14 days from the date of the vehicle's entry into Singapore and can be extended up to 5 days before it expires . Enforcement action, including the seizure of vehicles, will be taken against vehicles with expired VEPs in Singapore.

Understanding the Autopass Card
The Autopass card is a stored-value card for all foreign-registered vehicles entering Singapore. It is used to pay all fees and tolls for your vehicle and serves as an electronic Vehicle Entry Permit for foreign-registered cars and motorcycles. Autopass cards are non-transferable. Each Autopass card is encoded with particulars of the vehicle it is issued to. It is an offence to misuse an Autopass card issued to another vehicle . You must apply for a new Autopass card for the vehicle, even if you have kept the same vehicle number for your next vehicle.
Getting and using an Autopass Card

Application for an Autopass card depends on your vehicle type.
An Autopass card is sold at $10, with a pre-loaded cash value of $4 and non-refundable card cost of $6.
For Cars and Motorcycles Registered in Malaysia and Thailand
Apply and Pay Online
Motorists bringing cars or motorcycles registered in Malaysia and Thailand can apply for a Vehicle Entry Permit (VEP) and pay for an Autopass card online at least 2 weeks in advance before entering Singapore.
You will need:
- Your identity card or passport
- Your employment or immigration pass card
- Your vehicle registration certificate. If it is not in English, an English translation is required.
- A valid vehicle certificate of insurance (with third party coverage for bodily injury and death). For foreign vehicles not registered in Malaysia, you must have motor insurance from a Singapore-based insurance company to cover your vehicle’s use while it is in Singapore. You may purchase the insurance from MS First Capital Limited. Visit General Insurance Association of Singapore (GIA) website for more details.
To facilitate your application, please ensure to complete with accurate information and submit clear and complete set of documents.
An email on the status of your application will be sent to your specified email address. You may also check your application status online using your application reference number, or your vehicle registration number, and identity card or passport number.
Collect and Activate your Autopass Card Before Entering Singapore
After receiving LTA's VEP approval email for your online application, you may collect your Autopass card at the specific service centre located in Malaysia which you have selected in your application (refer to the steps in LTA's VEP approval email).
Please bring along your identification card or passport, as well as LTA's VEP approval email. Ensure that the authorised party collecting your Autopass card has his/her identification card and your authorisation within the LTA's VEP approval email.

Ensure to activate your Autopass card online before bringing your vehicle into Singapore (refer to the steps in LTA's VEP approval email).

After receiving LTA's PSVP approval email for your online application, you may make payment and collect your PSVP and/or Autopass card (refer to the steps in LTA's approval email).
Please bring along your identification card or passport, as well as LTA's PSVP approval email. Ensure that the authorised party collecting your Autopass card has his/her identification card and your authorisation within the LTA's PSVP approval email. For your convenience, you can show us the approval email on your smartphone. Ensure you make payment for the permit ($5 (bus) / $2 (taxi) per month or part thereof), preferably by NETS, CEPAS card or CashCard.
Your vehicle must have valid PSVP, Autopass card, insurance (with third party coverage for bodily injury and death), road tax and LTA's PSVP approval email before it can enter Singapore. You are required to present the vehicle's Autopass card and the mentioned documents upon request by authorised officers in Singapore.

If you are bringing a foreign passenger vehicle which is not registered in Malaysia or Thailand, apply for your Autopass card (and Visitor’s Permit, if you do not have an International Circulation Permit) by submitting a request via LTA's online feedback form . Please select the “Vehicle Matters” category and the “Autopass, Vehicle Entry Permits and Tolls” sub-category for your feedback to be processed more promptly.
You will need to attach the following documents:
- Vehicle registration certificate (a notarised English translated copy is required, if the document is not in English)
- Vehicle's certificate of insurance (with third party coverage for bodily injury and death). For foreign vehicles not registered in Malaysia, you must have motor insurance from a Singapore-based insurance company to cover your vehicle while it is in Singapore. You may purchase the insurance from MS First Capital Limited. Visit General Insurance Association of Singapore (GIA) website for more details.
- ATA Carnet / Customs Inward Permit / AIT Carnet (or Carnet de Passages en Douane (CPD)) (issued by the country where the vehicle is registered and endorsed by the Automobile Association of Singapore (AAS))

We will reply to you via email on your request and to make an appointment to visit LTA's Customer Service Centre, 10 Sin Ming Drive, Singapore 575701. Bring along the documents specified in the email and make payment for the Autopass card and/or Visitor's Permit, preferably by NETS, CEPAS card or CashCard.
You must obtain approval from LTA, vehicle permit and Autopass card before bringing the vehicle into Singapore.
Using your Autopass Card
When entering or exiting Singapore via Tuas or Woodlands Checkpoint, insert your Autopass card into the card reader at the immigration booth to record your entry and exit and pay the applicable fees and charges.

Topping up an Autopass Card
Your Autopass card can be topped up to a maximum of $500 . You can top up your card in the following ways:
Via credit and debit cards (Foreign and Singapore-issued)
- For NETS FlashPay card: Download the NETS App from Google Play Store or Apple App Store and register for Auto Top-Up (ATU) service to top up on-the-go. Registration for ATU service is not required for ad-hoc top-up.
- General Ticketing Machines (GTMs) at MRT stations
- Singapore Bank ATMs (DBS/ POSB/ OCBC/ UOB)
- NETS Self-Service Stations
- NETS Top-Up Machines located at selected car parks
- NETS Sales & Customer Service Centre
- FairPrice Xpress
Use our calculator to check your entry and exit fees and charges and ensure that you have sufficient funds in your Autopass card to pay for the fees and charges. There are no top-up machines at the checkpoints.
Your Autopass card can be topped up to a maximum of $500. If you need to make payment of more than $500:
- If your vehicle is exiting via land . Insert your Autopass card into the card reader at the immigration booth in Tuas or Woodlands Checkpoint when you are bringing the vehicle out of Singapore and visit LTA’s VEP/Toll Office within Tuas or Woodlands Checkpoint to make the payment for applicable fees, preferably by NETS, credit card or debit card.
- If your vehicle is exiting Singapore via air or sea . You will need to settle your vehicle's fees and exit procedures over the counter at LTA's Customer Service Centre, after your vehicle exits Singapore. To do so, you will first need to submit a request via LTA's online feedback form . Please select the “Vehicle Matters” category and the “Autopass, Vehicle Entry Permits and Tolls” sub-category for your request to be processed more promptly. We will reply to you via email to make an appointment to visit LTA's Customer Service Centre, 10 Sin Ming Drive, Singapore 575701 to settle your vehicle's fees and exit procedures, preferably by NETS, CEPAS card or CashCard.
Autopass Card Validity
CEPAS Autopass card has a validity period of up to 7 years. You can check the expiry date of your CEPAS Autopass card via:
- NETS App (Google Play Store or Apple App Store), by simply placing your Autopass card against the back of your NFC enabled mobile phone.
- NETS Top-Up Machines
- Add Value Machines Plus (AVM+)
- General Ticketing Machines (GTMs)
- LTA's VEP/Toll office within Woodlands or Tuas Checkpoint
Checking Autopass Card Balance and Transaction History
You may view your CEPAS Autopass card's transaction history and balance in NETS App, or at any NETS Self-Service Stations and NETS Top-Up Machines.
You can check the transaction history of your CEPAS Autopass card via:
- NETS App (Google Play Store or Apple App Store) (up to the last 30 transactions), by simply placing your Autopass card against the back of your NFC enabled mobile phone.
- NETS Top-Up Machines (up to the last 25 transactions)
- NETS Self-Service Stations
- NETS Customers Service Centre
- Singapore Bank ATMs (DBS/POSB/OCBC/UOB) (up to the last 10 transactions)
Please note that you may have to pay a service fee to print the transaction history.
Getting a refund for unused value in Autopass Card
You can get a refund for the unused value in your Autopass card by submitting the completed refund application form (PDF, 61kB) and your Autopass card to LTA's Customer Service Centre, 10 Sin Ming Drive, Singapore 575701 via registered mail.
You can opt to have the cash balance refunded in two ways:
- A cheque to be mailed to your provided address (in Singapore or Malaysia only)
- Direct credit into a Singapore bank account
- Indicate the bank’s name, the account holder’s name, and the account number on the refund application form.
- If the bank account holder is not the refund applicant, submit a copy of the identity card or passport of the bank account holder.
LTA is not responsible for any documents lost in transit. Refunds can only be processed when all required documents and Autopass cards are received and all outstanding payments for the vehicle are settled.
Reporting loss of your Autopass Card
If your Autopass card is stolen or lost in Singapore or Malaysia, make a report at any police station in the respective country. You are required to report the loss of your Autopass card to LTA and submit your police report and vehicle information via LTA's online feedback form . Please select the “Vehicle Matters” category and the “Autopass, Vehicle Entry Permits and Tolls” sub-category for your report to be processed more promptly.
If you lost your card in Singapore, when departing Singapore at Tuas or Woodlands Checkpoint, show the police report to the officer at LTA's VEP/Toll office for assistance.
You can apply and pay for a new Autopass card for your Malaysia-registered car or motorcycle via our digital service here . Please apply for an Autopass card for your Malaysia-registered car or motorcycle at least 2 weeks before your intended trip into Singapore.
After receiving LTA's approval email for your online application, you may collect your card within the collection period indicated in LTA's approval email, at the specific service centre located in Malaysia which you have selected in your application (refer to the steps in LTA's approval email).
Refund of stored value is not applicable for lost Autopass cards, as the remaining value in the lost card cannot be verified. Visit NETS website for the terms and conditions governing the use of the card.

SINGAPORE: No trains ran between Jurong East and Buona Vista MRT stations on the East-West Line on Thursday (Sep 26), prolonging a service disruption that started on Wednesday morning.
Authorities had hoped to partially restore services on Friday, with a single-line train shuttle service that will operate between the two stations every 20 minutes.
However, in an update on Thursday night, the Land Transport Authority (LTA) and rail operator SMRT said in a joint press release that there will be no train service between Jurong East and Buona Vista MRT stations on Friday.
They added that SMRT will aim to restore full service on Monday .
The initial plan for a Jurong East-Buona Vista shuttle train service on Jul 27 before it was shelved:
Earlier, LTA said that full services were expected to resume in "a few days".
"It is currently difficult to say exactly when, because of the extensive work and unpredictable weather," added LTA. "Even as we deploy more persons on site, the working space is limited. We also need to ensure the safety of our workers and commuters."
In a media release on Thursday, the authorities said engineers who worked through the night found "extensive damage" to the track and trackside equipment.
This was caused by a faulty train as it was returning to Ulu Pandan depot.
According to LTA and SMRT, a defective component known as an axle box dropped onto the train tracks, causing one bogie - or an undercarriage with wheels - to come off the running rail between Dover and Clementi stations.
This fault, the first of its kind that has happened on an SMRT train, resulted in further damage.
Engineers found 34 rail breaks across 1.6km of tracks between Clementi and Dover stations, as well as damage to three machines that are used to divert the trains to different tracks.
The third rail that supplies power, as well as power cables and rail clips, were also damaged, said LTA and SMRT.

This was what resulted in the power trip at about 9.25am on Wednesday, causing another train near Clementi station to stall. About 850 commuters on that train had to walk on the tracks and be guided back to the station platform.
Train services were also disrupted at nine stations between Boon Lay and Queenstown.
About 358,000 commuters were affected on Wednesday, according to information provided by LTA and SMRT.
It is estimated that on Thursday, about 516,000 commuters would be affected by the continued disruption.

Shuttle trains, bridging buses.
SMRT will continue to operate shuttle train services between Buona Vista and Queenstown stations, as well as between Jurong East and Boon Lay stations.
Between Buona Vista and Jurong East, bus bridging services will still be available.
LTA and SMRT said 80 double-deck buses were rolled out to provide free bridging services.
In addition, about 620 ground personnel from various agencies and transport operators were deployed to manage crowds since Thursday morning. They include police officers and employees from LTA, SMRT, SBS Transit and Tower Transit.
The faulty train, made by Kawasaki Heavy Industries, has been in service for 35 years.
LTA and SMRT said all the Kawasaki Heavy Industries trains running on Thursday have passed the axle box functionality checks.
There are currently 48 such trains in operation.
"SMRT engineers and technicians have worked continuously since yesterday to restore and replace the track and trackside equipment, and works are ongoing,” they added.
"LTA and SMRT’s priority is to resume train service as soon as possible."
President of SMRT Trains Lam Sheau Kai said: "We understand that many commuters are affected by this incident. My team and I have worked hard throughout the night, and we are doing our very best to recover train services safely on the affected stretch. The safety of our commuters and staff is our topmost priority."
TRANSPORT MINISTER APOLOGISES
On Thursday, Transport Minister Chee Hong Tat apologised to commuters for the disruption. Mr Chee, who was in Beijing on an official trip when the incident occurred, said: "On behalf of the One Transport Family, I would like to offer my sincere apologies to all our commuters for the disruption.
"Our workers are doing their best to safely restore train services as soon as possible."

There will be no train service on the East-West Line (EWL) between Jurong East and Buona Vista stations on 27 September 2024. 2. Earlier, we had conveyed that we were exploring the possibility of operating a shuttle train service between Jurong East and Buona Vista stations. We had tried our best to make this option work by expediting the repairs on one of the tracks. We have since determined that it can be done, but it would mean slowing down the repairs on the parallel damaged rail as repairs cannot be done when the shuttle train service is in operation. 3. On balance, it is better to prioritise repair and expedite restoring full service earlier, rather than run a 20-minute shuttle between Jurong East and Buona Vista stations. SMRT is aiming to restore full service on Monday 30 September, and running the shuttle train could risk delaying full restoration by at least a few days.
