Shopping in Moscow is as varied and vibrant as in any other world capital, so forget any preconceptions you may have of bleak Soviet stores and long queues.

Moscow’s billionaires need places to spend their cash so the streets are packed with world-famous labels and designer boutiques. Some of the most exclusive areas include Tverskaya Street (including Kuznetsky Most, Stoleshnikov Lane and Tverskoy Boulevard), Petrovka Street and Kutuzovsky Prospect, where you’ll find a mixture of international brands and Russian designers.

GUM

One of the largest department stores in the world, GUM is as much an architectural marvel as a shopping center.

The name derives from an abbreviation of the Russian word for Main Universal Store, and GUM was once home to 1,200 shops, before it became nationalized after the 1917 revolution. Used as the headquarters for Stalin’s Five Year Plan, GUM was privatized after the fall of the Soviet Union and now features a large number of international brand outlets. But the pleasure in shopping at GUM comes from the grandeur of the building itself; its façade along Red Square is an impressive 794 feet and it has a glass ceiling designed by acclaimed architect Vladimir Shukhov.

Russia’s main department store, the Moscow GUM is an ultimate architectural stunner, housing a variety of high-end boutiques. Built between 1890 and 1893 and known as the Upper Trading Rows until 1920, the legendary store is now home to over 200 boutiques selling a variety of brands: from luxury Dior to affordable Zara. Even if luxury shopping is not on your to-do list, the Moscow GUM is still worth a visit – the glass-roofed arcade faces Red Square, offers a variety of tasty Soviet-style eateries and makes a fantastic view in the dark.

Beautifully located in the historic centre of Moscow, the TSUM Department Store is mere steps from the city’s important tourist attractions, including Red Square. Okhotny Ryad

Okhotny Ryad Shopping centre is yet another shopping mall in the proximity of Red Square, which unlike GUM and TSUM offers a more down-to-earth price tag. One of the largest shopping centres in Moscow, this underground arcade is home to over 160 brands of apparel, footwear, jewelry, makeup and perfumes. Moscow’s first world class luxury outlet mall, a major statement for Russia’s luxury market potential

The Outlet Moscow has been developed by TTMG International and headed by CEO Louis Trudel . The outlet mall covers 38.000 sqm and includes mono-brand stores of prestigious international luxury brands: Prada , Gucci , Brunello Cucinelli , Coach , Michael Kors, Agent Provocateur, Vilebrequin etc.

What motivated you to consider developing a luxury outlet shopping mall in Moscow?

Moscow is one of the world’s key metropolises.   According to Deloitte, 70% of the Russian luxury market is concentrated here. Russians love shopping, especially whilst on vacation in international outlets. Today, the capital of Russia has many boutiques and shopping malls comparable to, if not better than most international cities, but there has always been a gap in the luxury outlet sector. Russia has a very specific customs system and until today most luxury brands exported their unsold goods out of Russia at a very high cost, as there was no suitable outlet for those goods. This created an opportunity for a development in the sector, which we identified 4 years ago. We worked directly with all the luxury groups locally to ensure that we delivered a project that meets their high standards and expectations.

How important was the execution of the project at the highest international standards?

The luxury market sets the highest standards and of course we have implemented them in our project. Without delivering a high quality project, the brands would not have been willing to be a part of this endeavor. This is why other projects currently operating in the Russian market have not been able to attract the luxury brands, as they don’t meet those standards. Not only are the brands themselves demanding, but our Russian customers are very educated and well-travelled and expect the same level of luxury and service when they shop locally. We believe that our project exceeds most of the European competitors in the level of standards we have achieved.

Tell us more about the profile of the consumer target? What about the perception of outlet luxury branded goods?

The Profile of our consumers are very different: from families and housewives to fashionistas and businessmen. Our main target is Muscovites and tourists from the far Russian regions. We are ready to work with international consumers such as Chinese who are an important part of the tourist market for Russia and we will do so once restrictions due to COVID-19 are lifted.   Considering the general trend towards reasonable consumption, including in the luxury sector, more and more Russians are paying attention to quality and price. Our project has become a logical response to the modern demands of Russian consumers.

How did you choose the mix of brands? Why mono-brand?

We have over 20 years of expertise in luxury retail and our strong relationships with the brands gave us a clear understanding of how to position the brand mix. We want our customers to have an identical shopping experience to a regular luxury boutique and to give them the same level of service and experience. This is done through the various services we offer, the general atmosphere of the mall and the high level of finishing of the stores. Mono-brands allow us to offer a shopping experience identical to a full price store and enables the brands to offer the same level of service and brand awareness.

The Outlet Moscow – luxury outlet

Do you see potential of expanding towards other Russian cities? What about the CIS?

Russian Tourism within the country has been steadily growing over the years and I think that we are now seeing numbers of tourists in certain regions of Russia that are sufficient to look at potential future projects. Russia is a very big tourist destination for CIS countries, so we are already servicing this market when they travel here, but we are always looking at opportunities. 

There have been many attempts to develop a similar project in Easter European markets with a solid consumption of luxury goods? – Serbia, Romania, Bulgaria

Demand creates supply. Today, the demand for luxury goods is very low in these countries. Footfall is also an important factor and I don’t think these countries can generate enough footfall. Moscow and its surrounding suburban area is a city of roughly 20 million people, and you need to have this type of density, or be able to generate it via tourism.

In recent years, Russian HNWI were already shopping for luxury more locally. How will your project go along?

In general, based on information we have obtained from our research 60 to 90% of outlet customers are new customers that do not shop in full price stores. This is broadening the customer base for the luxury brands and gives access to a future full price customer. The trend in Russia which started a few years ago is for more and more of Russians to shop locally. This is due to a smaller price differences between Europe and Russia (on average 10 to 15%), and this logic also applies to our luxury outlet. The travel restrictions due to Covid-19 has accelerated this trend even further.

Which are the differences between major luxury outlet centers in Italy and Spain, compared to your project?

The main difference is that most luxury outlet centers in Europe are extremely dependent on tourism with Russians making a good percentage of that tourism. We of course are targeting tourists, but our main client base is local and our business model is based on local consumption. Starting next January, Russia will operate a simplified tourist visa program. It will allow the increase of tourist flow to Russia by an average of 20-40%. In 2021 we expect a large influx of foreign tourists who will have the opportunity to appreciate this wonderful country and Moscow itself, which is filled with rich history and wonderful architecture. The project is also completely different Architecturally from a typical outlet mall. Today the architecture and the environment needs to reflect the same image as its luxury tenants. This requires a larger investment for the development but in the long terms pays off.

What is your strategic approach to marketing?

We make extensive use of classic marketing, digital marketing and are actively developing our own community of influencers. Luxury brands are still very sensitive on how to market their brands, but we work closely with them to ensure we respect their marketing policies. To be honest this is the first time that these luxury brands are available in an outlet format in Russia so there has been a huge buzz and anticipation for the opening of the project.

You'll also find carpets from central Asia and stacks of used books. The market’s open daily but it’s best to go on the weekend since many shops shut down during the week.

In its wake, a once-settled feud between the developer and Carson has resurfaced, with both sides exchanging new and old accusations, and threats of legal action.

Developer Cam-Carson, a joint venture between Macerich and Simon Property Group – the latter of which operates dozens of malls in California, including Torrance’s Del Amo Fashion Center – informed Carson that it was pulling out of the project in a Monday, June 3, letter, which the Southern California News Group obtained.

This latest dispute, according to both Cam-Carson and city officials, centers around whether the developer should start paying certain operational and management costs for the 9 acres that would become the luxury outlet mall.

The result, it seems, is that the project is once again in question, though city officials said they remain committed to the project.

“We remain dedicated to the revitalization of our city,” Mayor Lulu Davis-Holmes said in an interview this week, “and will continue to work towards solutions that benefit our residents and the community at large.”

Development deferred

Ever since the CalCompact dump site closed in 1965, Carson officials have dreamed of redeveloping the land.

It is, after all, prime real estate – and massive. The 157 acres sit squarely between the interchange of the 405 and 110 freeways. It even has its own 405 exit off Avalon Boulevard.

But because it’s a former landfill, the ground is toxic and needs to be cleaned up, a costly effort known as remediation.

Over the years, that has been a considerable burden, causing a hope-and-then-despair cycle in Carson as the community was teased with one sparkling project after another only to see those proposals whither.

Within the last two decades alone, for example, the cost and complexity of environmental remediation has nixed multiple proposals, including an NFLstadium and giant shopping centers . In 2015, city officials were so hopeful they could lure an NFL team to Carson that they erected a Stadium Way street sign near the dump site at the southbound 405 exit ramp.

But that effort went nowhere . Instead, SoFi Stadium went up in Inglewood. But the Stadium Way sign in Carson remains.

And so does the former landfill’s status as one of the largest undeveloped parcels in Los Angeles County.

But in recent years, the cycle returned once more to hope, with the prospects becoming brighter that the land could finally transform from vacant to vibrant .

That’s because Carson struck deals with two developers to tackle separate portions of the 157 acres.

Developer Faring took 96 acres. It is in the process of creating a dining-and-green space area called formerly  dubbed Country Mart – now Carson Place – on about 12 acres of that and erecting six industrial buildings on the rest. That project is going well, city officials said.

Faring is also working on a 1,200-unit apartment and condo complex across the street from the landfill, despite controversy over that project closing a mobile home park that mostly housed seniors.

And then there’s Cam-Carson.

That developer struck a deal with Carson in 2018 to build a 400,000 square-foot luxury outlet mall on a 40-acre section of the former landfill.

While 400,000 square feet is a sliver of the overall size of the former landfill, the outlet mall seemed poised to become the crown jewel not only of the entire 157 acres – but also of the whole city.

It would be the South Bay’s first outlet mall and attract tourists to the city, bring in an estimated $5 million in sales tax revenue, and create around 1,200 and 1,600 construction and permanent jobs, respectively, according to Carson officials.

But in 2020, the developer filed a lawsuit against the city and the Carson Reclamation Authority, accusing them of negligence and financial mismanagement in their remediation efforts. Carson filed a countersuit.

The project, though, received new life in October 2022 , when Cam-Carson and the city agreed to pause their lawsuits. As part of that deal, Cam-Carson agreed to take on the remaining remediation work.

Then, six months ago, the Carson City Council approved an economic development benefit agreement with Cam-Carson. That deal provided $26 million in city money to help redevelop the land, which officials said at the time was intended to both continue efforts to settle the paused litigation and incentivize the work to continue.

All seemed well.

Compact crumbling

But Cam-Carson is still performing its due diligence to see if the outlet mall project is feasible, company officials said. The city, meanwhile, has been paying what’s known as carry costs, which are operational and management expenses related to holding on to the land, according to John Raymond, executive director for the Carson Reclamation Authority.

Those twin facts essentially sowed the latest dispute.

The impetus for pulling out of the project, according to Cam-Carson’s letter to the city, was the latter requiring the former to pay certain operational and management costs beginning in mid-March, even though the developer was still doing its due diligence. Cam-Carson, the letter said, would resume its litigation.

But the official due diligence period, Carson officials said, ended on May 15 after multiple extensions.

Mark Silvestri, Simon Property Company’s president of development, accused Carson and its CRA of “continually failing to meet their obligations.”

“We are deeply disappointed that the City and the CRA have squandered the opportunity to develop a world-class retail center on this long-underutilized property,” he wrote, “and wasted well over $100 million of its taxpayers’ money.”

Cam-Carson has also invested more than $80 million into the outlet mall project, said Rob Ellison, an attorney representing the developer.

Carson and the CRA have indeed spent nearly $100 million, Raymond said in a Thursday, June 6, interview. But none of that money was wasted, he added, and city officials are hopeful the environmental remediation and the lessons they’ve learned will pay off for the mall and for other developers.

Davis-Holmes, meanwhile, described Simon’s move as “negotiation tactics.” Carson and the CRA, the mayor said, have negotiated in good faith over the past 20 months and there has been no default or broken promises.

“We’re sincere in our efforts on this project,” Davis-Holmes said on Thursday. “Our city and community has been waiting patiently and despite that, Simon’s recent actions have undermined the project.”

Despite being in the works for years, the project is still in its infancy. Not a single wall has gone up.

But that’s because of the complexity of preparing the landfill site for construction – though that work is nearly complete.

Groundwater and gas extraction systems, which carry potential toxins away from the site, need to be installed. All but one of the 25 needed for the Cam-Carson site are in place, Raymond said.

Load-bearing, 95-foot piles need to be driven into the ground past any contaminated soil. Figuring out how to do that took 51 days, Raymond said. At last, all 2,238 are in place.

And even the bulk of the remediation is done.

Despite that progress, Cam-Carson does not yet seem assured that the project will succeed, according to its letter.

“We have been consistent in our position that is is completely inappropriate for (Cam-Carson) to resume payment of the CRA’s carry costs during the pendency of the litigation unless and until we have reached a mutually satisfactory path forward and (Cam-Carson’s) conclusion of its due diligence.”

The CRA, for its part, has been paying the carry costs – about  $110,000 per month – since 2019, Raymond said, indicating the agency is more than willing to shore up a fair share of the financial burden.

But on March 15, when the due diligence period expired, CRA told the developer it would have to pay the carry costs moving forward, Raymond said.

“They failed to pay $12.5 million of (carry costs),” said Carson city attorney Sunny Soltani, “and breached the agreement.”

Of that, $2.9 million were from 2019, a year in which the city also had an outstanding invoice of $8 million for piles and concrete slabs,  which was the crux of the city’s countersuit a year later.

“In the spirit of cooperation,” Raymond said, “we weren’t going to ask them to pay for that.”

Cam-Carson representatives, though, denied the company owes carry costs, calling it “a false narrative.”

“(The City and CRA) concocted this narrative to try to somehow shift blame for the project’s failure to Cam-Carson,” Ellison said in a statement. “Cam-Carson does not owe carry costs.”

There are other issues at play as well, such as a planned road, Leonardo Drive, that would travel through the project site.

Ellis, Cam-Carson’s attorney, accused the city of failing to enter into a construction agreement, finish the design or do what it needed to get Lenardo Drive built on the required schedule.

But CRA has spent $5 million of the $26 million subsidy on designing and engineering the road, Raymond said. And because of that project’s complexity, he added, CRA thought it best to send it out to bid.

Either way, the two sides appear at an impasse.

And now Cam-Carson and the city are poised to resume their legal battle.

A status conference about the dual lawsuits is scheduled for next week, Soltani said. The city, she said, will try to persuade Cam-Carson to resume negotiations. Whether they will agree is not yet clear; after all, Cam-Carson, in its Monday letter to the city, described the company’s officials as being “frustrated and disappointed.”

One thing, however, is clear: Carson’s dream of a luxury outlet mall is once again in doubt.

What Retail Apocalypse? Shopping Centers Are Making a Comeback.

Vacancy is the lowest it has been in two decades, at 5.4 percent, according to a recent report. The properties are thriving even as retailers like Macy’s and Express shutter many stores.

Shopping center landlords have found themselves in a wholly unfamiliar position: For the first time in 20 years, demand for retail space outstrips supply.

That demand has soared recently and, after years of muted construction and a purge of weak-performing properties, met a retail market with less available space. Properties that survived the purge signed up tenants that would draw more shoppers and give them more reason to linger. That meant more restaurants and venues that promote recreational experiences, like ax throwing and, more recently, pickleball. It also meant less space for traditional retailers that weren’t performing as well, like bookstores and apparel brands.

Because of those moves, “there’s not as much redundancy from tenants, and landlords are creating much more robust tenant mixes,” said Barrie Scardina, president of Americas retail services, agency leasing and alliances for Cushman & Wakefield, a real estate firm. “We are seeing some of the most productive occupancy recorded in the last 10 years.”

Shopping center vacancy is the lowest it has been in two decades, at 5.4 percent, Cushman & Wakefield said in a recent report, and the edge in lease negotiations has shifted from tenants back to landlords.

To meet demand, developers are on the hunt for distressed and failed properties — or even locations where retail would be a better fit than the current use. Partners Capital is converting a 100,000-square-foot office complex near Las Vegas into a $30 million project, called the Cliff, that will include restaurants, boutiques, health-and-wellness operators, entertainment space and a central bar. This is a shift from what the developer was doing just a few years ago, when it was selling off much of its retail-center portfolio and pivoting to industrial buildings that housed tenants such as logistics providers, said Bobby Khorshidi, president of the firm.

Partners Capital’s move is an apt representation of how the fates of office properties and shopping centers have switched places.

David Larcher, chief executive of Vestar, a developer in Phoenix that is planning several projects, including the second phase of Vineyard Towne Center, a 260,000-square-foot shopping center in Queen Creek, Ariz., said the pandemic had been “good for retail.”

“There was a lot of derelict space converted into other uses, and retailers with too much debt who had been hanging on by their fingertips were wiped out,” he said.

While the pandemic may have hastened the rebound, it is underpinned by a shift that began more than a decade ago. After the financial crisis and 2009 recession and amid the growth of e-commerce, retailer bankruptcies led to a glut of space that prompted many investors to sell or convert shopping centers and embrace offices, apartments and warehouses. Shopping center space, which had surged from 2006 through 2009, began to shrink — primarily in two waves, first from 2009 to 2016 and then again during the pandemic.

The shopping centers that were still around shifted strategy to meet changing consumer taste, and landlords brought in high-traffic-driving tenants including restaurants and entertainment centers, fitness operators, boutique services, public gathering areas and medical facilities.

In some cases, developers are adding apartments, grocery stores, hotels and offices, while still scaling back excess store space.

Trademark Property Company is planning to redevelop a 470,000-square-foot center in Arlington, Texas, by reducing the retail space by about half and adding office, residential, hotel and entertainment uses.

Similarly, Shopoff Realty Investments plans to turn a Macy’s and vacant Sears that bookend Westminster Mall, south of Los Angeles, into housing and about 25,000 square feet of food retail space, like restaurants. The project is part of the firm’s strategy to buy and convert distressed retail properties. It typically reduces shop space 60 to 90 percent, said Bill Shopoff, founder of the company, which is in Irvine, Calif.

“There’s a sufficient number of these opportunities to keep our pipeline well stocked for a number of years to come,” he said.

Open-air centers in high-growth markets such as Phoenix, Nashville and Austin, Texas, are leading the resurgence, said Ms. Scardina of Cushman and other industry experts. High-end malls have tight vacancies as well, she added.

The industry also experienced an uptick in demand in recent years as shopping in person enjoyed a mild resurgence and more retailers began using stores as distribution points. Nationally, the average rental rate of nearly $24 per square foot in the first quarter of this year was almost 4 percent higher than it was a year earlier. In some cases, landlords are able to raise rates on new leases by more than 30 percent from the previous lease, said Terry Montesi, founder of Trademark Property Company, a retail and mixed-use property developer in Fort Worth.

The current environment is reigniting investor interest. Because retail properties were out of favor, their values in general did not rise as much as apartments and warehouses over the past several years. As a result, shopping centers can generate an attractive yield compared with those pricier assets in a time of stubbornly high interest rates.

“Retail real estate fundamentals are the strongest they’ve been in my career,” said Mr. Montesi, who started Trademark in 1992. “The capital markets haven’t completely come around to retail, but they’re warming up.”

But a handful of threats could derail the good times. Most notably, industry experts say, consumers are feeling squeezed by inflation and have pulled back on discretionary spending, as recently reported in Walmart’s and Target’s quarterly earnings. Shopping center owners and retailers alike are being pressed by higher interest rates as well as the increasing cost of construction and insurance, all of which are elevating occupancy expenses.

Investors are also keeping an eye on troubled retailers, as more apparel stores like Express and Rue21 file for bankruptcy and major retailers like Macy’s and Walmart close low-performing locations .

In the meantime, shopping centers are looking better than they have in a long time, and spaces that become vacant are often snapped up quickly by other tenants.

During the pandemic, the developer NewMark Merrill secured pre-lease commitments for 100 percent of its Rialto Village project, a 96,000-square-foot center that opened last year in California’s Inland Empire region, said Sanford Sigal, chief executive of the group. A decade ago, pre-leasing commitments typically filled 65 to 70 percent of a center, he said.

“Every time I went to a party of any sort and would tell someone I was in the shopping center business, people would say, ‘Oh, you poor thing!’” said Mr. Sigal, who bought four shopping centers in Chicago for roughly $100 million this year. “So the idea of getting calls from brokers the day after a store announces closings is very unusual. Maybe we’re the cockroaches of the earth-extinction event.”
