GEORGE TOWN, Sept 6 ― Penang Port Sdn Bhd (PPSB) today signed a joint venture agreement with Royal Caribbean Cruises Ltd (RCCL) to redevelop and expand the Swettenham Pier Cruise Terminal (SPCT).

SPCT will undergo a RM155 million expansion to extend the existing berth to 660 metres from the current 400 metres to enable the terminal to berth two of RCCL’s new mega cruise vessels at the same time.

Penang Chief Minister Chow Kon Yeow said the state government, either through Penang Port Commission directly or through Chief Minister Incorporated, will extend the lease of the SPCT land to PPSB for the expansion project.

He said the land issue will be resolved within a month and hoped the project can move ahead in a few months’ time.

“The state government is committed to assist in this project and make it a reality so we will speed up on the land leasehold issue so that the project can complete in a year’s time,” he said in a press conference after witnessing the signing ceremony.

Earlier, Transport Minister Loke Siew Fook said the federal government has applied for an extension of the lease for SPCT.

“I have spoken with the chief minister and he has given the commitment that the land issue for SPCT will be settled in a month so I hope this expansion project can start soon,” he said.

The Penang Port Commission (PPC), which is under the Transport Ministry, had leased the SPCT from the Penang state government until the lease expired in 2013.

The terminal complex was on a temporary six-month occupation certificate from the state government as its attempts to extend the lease for the land to 99 years were previously rejected by the state.

“I am told that following this expansion, the next step for Swettenham Pier will be to support more homeporting calls where passengers will fly in and embark in Penang,” Loke said in his speech earlier.

He called on RCCL to make Penang a home port after the expansion of SPCT.

“This expansion can bring the cruise tourism industry to another level as Penang transitions into a more tourism-oriented economy,” he said.

The SPCT expansion will enable it to handle two mega sized cruise ships simultaneously on the outer berths along with one small and one medium sized ships on the inner berths by the end of 2019.

The expansion will also enable Oasis-Class ships, the largest in the world, to berth at the terminal.

According to RCCL senior Vice President Gavin Smith, the improved cruise terminal facilities will be a boost for the smooth berthing of larger ships coming to Asia.

“Royal Caribbean will make 36 calls to Penang in total next year, bringing in close to 129,000 guests,” he said.

He added that George Town is a perfect cruise destination with multiple cruise destinations such as Phuket, Langkawi, Port Klang, Melaka and Singapore, nearby.

SPCT is a leading cruise destination in Asia and last year, it received over 1.2 million cruise visitors.

It is also forecasted that SPCT passengers spending in Penang will be above RM700 million in 2019.

Phase 1A of Penang cruise terminal expansion completed

The first phase of the Swettenham Pier Cruise Terminal (SPCT) expansion project has been completed with the berthing area now bigger by about 30%.

Penang Port Commission (PPC) chairman Datuk Tan Teik Cheng said besides the solid deck wharf extended 220m towards north of the terminal, the breasting and mooring dolphin had increased by 50m and 68m.

“Phase 1A was completed on May 31 and is expected to obtain the certificate of completion and compliance (CCC) by the end of July.

“Two new link bridges will be constructed to connect the breasting and mooring dolphin.

“As a result of this extension, it will allow for the berthing of two Oasis class vessels at the same time.

“This will increase the wharf capacity to handle 12,000 passengers from the existing 8,000,” he said.

The RM155mil project is a federal initiative funded by Penang Port Sdn Bhd.

Three other phases involving preliminary upland and terminal improvement are set to be completed within the next five years.

“Phase 1B of the development in connection with the berth expansion is the narrowing of concourse and installation of gangways or boarding bridges to improve the berthing of vessels. This phase is expected to start in 2023 and be completed within a year.

“Phase 2 and 3 for terminal improvement will commence after the completion of Phase 1A and 1B.

“The proposed terminal improvement will involve the restructuring of the existing terminal to allow simultaneous flow and movement plus embarkation and disembarkation of passengers for the home porting cruise, port of call cruise and regional ferries.

“It was also proposed that the existing north side driveway be converted to two-way vehicular access linking to the apron and new annex.

“Construction is expected to start by 2024 and will take a year to complete,” he said.

Other aspects of the expansion including the refurbishment of the warehouses inside the PPC area will continue as preliminary work has already begun.

Cautious approaches on the development of the warehouses are taken due to their heritage value.

George Town World Heritage Incorporated will also be involved in the development comprising retail, culture and duty-free elements while maintaining its original heritage value.

The warehouses are set to be ready in 2022 with the development estimated to be around RM300mil.

PPSB, which was set up in 1994 under Finance Ministry Incorporated, has been operating SPCT via a management contract while PPC comes under the Transport Ministry, which is the licensing authority of the port.

Swettenham Pier Cruise Terminal Scheduled for Expansion

The RM 155 million expansion works at Swettenham Pier Cruise Terminal (SPCT) are scheduled to begin next month.

Upon the planned completion in a year’s time, the cruise terminal's length will be expanded northwards from the current 545 meters to 793 meters. According to Penang Port Commission chairman, Jeffrey Chew, the terminal will still be open during the expansion period.

It was previously reported that upon completion, the cruise terminal would be able to handle a pair of mega-sized cruise ships simultaneously on the outer berths as well as one small-sized and one medium ship on the inner berths.

Chew revealed they recorded a total of 1.2 million cruise passenger arrivals per year. He also said the expansion was crucial as they were expecting around 2 million passenger arrivals starting 2020.

On the proposed East Seafront Project stretching from the old PYC (Penang Yacht Club) to Tanjung City Marina, Chew announced it would take off in 6 months’ time. The 4.8 ha site would feature a cultural and commercial district which complies with heritage guidelines set under the SAP (Special Area Plan) for the Unesco Heritage site.

GEORGE TOWN: The Transport Ministry intends to make the Swettenham Pier Cruise Terminal (SPCT) as the home port for the cruise industry in an effort to bring more tourists to Penang.

Its minister Anthony Loke Siew Fook said Penang was a state that had great potential in the tourism sector and he plans to improve the industry.

"Under the Transport Ministry, our plan is to implement Fly & Cruise in Penang where SPCT will be used as a home port while the Penang International Airport (PIA) will be upgraded to allow more tourists to visit the state," he said after holding a visit with the DAP candidate for Padang Kota area, Chow Kon Yeow, here on Saturday (Aug 5).

According to him, the PIA expansion project would be implemented soon and it would be a catalyst project to attract more tourists to visit Penang.

In addition, Loke said the new Penang ferry service would start operating on Monday connecting Pangkalan Raja Tun Uda (PRTU-Swettenham Pier Cruise Terminal) and Pangkalan Sultan Abdul Halim (PSAH) in Butterworth.

He said apart from the ferry project and PIA expansion, his ministry would also implement the light rail transit (LRT) project in Penang, which might take longer to be realised.

"All these plans will be successfully implemented, if Penang remains with the Unity Government after this state election which is aligned with the Federal Government," he said. - Bernama

A major point of entry for tourists by sea, Penang’s recently upgraded Swettenham Pier Cruise Terminal (SPCT) can now handle 12,000 passengers up from the previous 8,000 while the terminal’s berthing area can now accommodate two Oasis-class vessels at the same time. The solid deck wharf of 400m was extended by 220m towards the north of the terminal, and the breasting and mooring dolphin was increased by 50m and 68m. Over the next five years, three other phases involving preliminary upland and terminal improvement are also set to be completed, including the berth expansion which is expected to start in 2023 and is scheduled for completion within a year. The proposed terminal improvements will involve the restructuring of the existing terminal to allow simultaneous flow and movement, plus embarkation and disembarkation of passengers for the homeporting cruise, port of call cruise and regional ferries.

The three-storey high terminal building, which occupies a total area of 15,005 sq. metres, has the ideal facilities for cruise passengers arrivals and departures. The terminal is able to cater for larger cruise vessels carrying more than 2,000 passengers and also equipped facilities such as shopping lots and transportation facilities. Located within the UNESCO Heritage Site, the terminal has not only functioned as an international cruise vessels destination but has also served as a catalyst in the development of the local and international tourism industry.

The Penang State Exco for Tourism and Creative Economy, YB Wong Hon Wai has hailed the performance of the cruise industry as a robust resurgence post pandemic. 

He shared the outstanding performance of the Swettenham Pier Cruise Terminal (SPCT) in a press statement. 

“In 2023, Penang welcomed 573,178 international passengers to its shores, marking a remarkable increase of 30.56% compared to 439,012 passengers in 2022 and 39.82% compared to 409,943 passengers in 2019. 

“This significant recovery indicates that Penang’s cruise tourism has not only returned to pre-pandemic levels but has also exceeded its previous performance.

“In 2022, the Penang Swettenham Pier Cruise Terminal (SPCT) received 84 international ships. This number experienced a substantial growth of 85.71% in 2023, reaching 156 ships. 

“The increase in both cruise ship arrivals and international tourists by cruise not only reflects the flourishing cruise tourism industry in Penang but also underscores Penang’s growing status as a premier cruise destination. This has contributed to the growth of the economy in Penang and Malaysia.

“The expansion of the Penang Swettenham Pier Cruise Terminal is specifically designed to accommodate larger cruise ships, with the capability of hosting up to 12,000 passengers simultaneously. 

“The terminal has successfully achieved the simultaneous berthing of two ultra-large ships, totaling approximately 700 meters in length, marking a historic milestone. This strategic expansion not only enhances the terminal’s throughput capacity but also positions Penang as an ideal and welcoming stopover for international cruise lines. 

“The commitment to world-class facilities reflects Penang’s dedication to providing a seamless and enjoyable experience for both cruise operators and passengers.

“The top ten nationalities of cruise passengers arriving in Penang in 2023 showcase the diversity of travelers from around the world. Singapore leads the list, followed by India and Indonesia, underscoring the growing interest in cruise holidays among Asian countries.

“The Philippines ranks fourth, emphasizing the increasing popularity of cruises in Southeast Asian countries. China and the United States occupy the fifth and sixth positions, respectively. 

“South Korea holds the seventh position, demonstrating the strong presence of East Asian tourists in the cruise industry. Categories for Thailand, Australia, and other non-Commonwealth countries complete the list, highlighting the international appeal of cruise holidays across different continents.

“In summary, these data highlight the significant growth of the Penang Swettenham Pier Cruise Terminal, showcasing its strong post-pandemic recovery, increased international ship traffic, and a surge in passenger numbers. Penang eagerly anticipates welcoming an unprecedented number of cruise tourists in 2024, further solidifying its position as a key destination in the global cruise tourism industry,” said Wong.

Meanwhile, among the big cruise ship names are Celebrity Cruises, Virgin Cruises, Aegean Paradise, AIDAbella, Celebrity Millennium,  Marella Discovery 2, World Odyssey, Amusement World, Regent Seven Seas Cruises, Costa Serena, TUI Cruises (Marella Discovery 2) https://www.tui.co.uk/cruise/ships/marella-discovery-2/  

The regular cruise ships like Spectrum of the Seas by Royal Caribbean and Genting Dream by Resort World Cruises will still ply the Penang route for holiday makers.

Meanwhile, AIDAbella has a passenger capacity of 2,050, Aegean Paradise has a capacity of 650 passengers, Celebrity Millennium is 2,138 passengers, Marella Discovery 2 has a capacity of 2,076 passengers, World Odyssey has a capacity of 636 passengers and  Amusement World has a capacity of 1,300 passengers.

Change on the horizon for Penang's seafront

GEORGE TOWN: Penang’s coastal landscape is set to further change once the RM1bil Eastern Seafront Development (ESD) project takes off early next year with the Promenade Walk above the sea easily being the top attraction.Penang Port Commission (PPC) chairman Jeffrey Chew said the Promenade Walk along the waterfront would start from the Swettenham Pier in Esplanade up to the abandoned Tanjung City Marina.

“The estimated cost is over RM1bil. The seamless promenade walkway is expected to start in the first quarter of next year with the entire project to be completed in 2024, ” he said in an exclusive interview with The Star.

The projects in the ESD include the expansion of the Swettenham Pier Cruise Terminal (SPCT) and the upgrading of the ground transport area (GTA), including port warehouses, a yacht club and the Tanjung City Marina.

“We are embarking on a cautious approach on the development of the warehouses due to their heritage value.

Both the GTA and the yacht club near the PPC building, said Chew, would be developed by the Penang Port Sdn Bhd (PPSB) and would be a critical component for the SPCT after the completion of the terminal with the arrivals of quantum class ships.

The estimated development of both the areas is expected to be around RM300mil.

“The tender exercise for the project has been completed, ” said Chew.

“The biggest challenge will be developing the Tanjung City Marina land. It is actually, not easy to build a marina on the 2ha of land and 5ha of water surface due to water swelling in the area about 12m deep.

“It’s better to have a retail component to complement the warehouses with a mini marina or an urban archaeological park, ” he added.

The value of the Tanjung City Marina land, he said, was estimated to be around RM100mil and at least RM200mil would be needed to change the present facade of the area to blend in with the promenade.

“There could also be an area for water taxis to ferry people to the promenade walkway. In fact, the walkway could stretch up to the clan jetties in the future. But the jetties are on private land and any tie-up would have to wait until completion of the eastern seafront development, ” said Chew.

Locals, he said, would be given priority in the entire development as opening up the port area would give them access to see and experience the arrivals of the cruise ships.

State Local Government Committee chairman Jagdeep Singh Deo said the northern seafront development from Astaka to Swettenham Pier would begin once certain components of the Gurney Wharf project takes off.

“We welcome the eastern seafront development plans by the PPC.

“Connecting the coastline will be an important aspect of development in the future although we are facing challenges to expand the roads from Tanjung Bungah to Batu Ferringhi due to the narrow stretch, ” he said.

Jagdeep said the state government had requested RM40mil in funding from the Tourism, Arts and Culture Ministry to build eco-decks from Tanjung Bungah to Batu Ferringhi.

“The eco-decks will be the best alternative as the stretch of roads can’t be expanded and the proposal was an environmental friendly with no damage to the coastline, ” he said.

The SPCT is the latest terminal in Penang Port, which began in 2010 after a major rebuild. It has a main berth that is 820 metres in length with a water depth of 11 metres, capable of handling 2 Oasis Class vessels with 12,000 passengers at one time. It also has two inner berths; north and south. The north inner berth is able to accommodate a 270 metres vessel (maximum size) with a depth of 10 metres, while the south inner berth is able to accommodate a 100 metres vessel (maximum size) with a depth of 5.5 metres.

Since 2010, SPCT has handled more than 1 million passengers, with the bulk of this traffic coming from the handling of international and local cruises including the “Cruise to Nowhere”.
