Decision due on massive Leicester Railway Station redevelopment

A decision on whether Leicester Railway Station can undergo a massive revamp is due within the next few days. Councillors will meet next week to decide on the £22 million scheme .

The Leicester City Council plan would see the station's entrance moved around the corner to Station Street, which would in turn be closed to traffic. A new pedestrianised public area would be created on the space which was previously home to the Parcel Yard pub. Demolition work on the pub building is already under way, after being approved at the end of last year.

Pick-up and drop-off points, including for taxis , would shift from inside the station to a parking area behind it, off Fox Street, close to the new entrance. The glass-roofed porte-cochère, currently used by taxis, would be completely overhauled to create a new food hall, with space for street food venues, cafés, bars and a convenience store . Planning officers have recommended the plans be approved by the council’s planning committee, saying it would improve the experience for passengers and enable the station to handle the “significant additional users” which are expected in future years.

Concerns over the scheme have been raised by accessibility groups, which have claimed that the needs of disabled people have “not [been] addressed in the proposals”. Among their concerns are fears the new food hall area has “inaccessible and hazardous stairs, no lift [and] inaccessible seating”. They have further claimed that the relocation of the taxi rank would be “cutting disabled people off from the front of the train station”.

Planning officers disagreed with their concerns, however, saying the new design would be more “useable” for disabled people than what currently exists. They added that moving pick-up and drop-off areas to the car park would increase “separation between pedestrians and vehicles”, improving the existing situation, in which pedestrians experience “significant conflict [with] and exposure to vehicle movements”.

The ramp leading to the main Station Street entrance and ticket hall had been “designed to be [an] obstacle-free, accessible, step-free route”, they added. A new lift would also be created near the ticket hall, planning officers said, and added that after concerns were raised, plans had been amended to create a toilet in the main station area before passengers pass through ticket gates to the platforms.

The port-cochère currently has 16 taxi ranks, with an additional two ranks located in Station Street. These would be reduced to eight in the new plan, despite officers saying the existing ranks were “typically in high demand” leading to “spill over” and cars being parked in restricted areas. Additionally, 98 parking spaces would need to be removed from the rear car park to create space for the new ranks and pick-up and drop-off areas, and to create room for vehicles to manoeuvre.

This would leave 367 parking spaces, planning officers said. However, a secure cycle parking area is also proposed under the new entrance ramp, which would have space for 255 bikes. Officers said they believed that would “encourage cycle use and provide a feeling of safety, making this means of transport more attractive”. The council’s highways team said the proposals were “satisfactory and acceptable”.

Planning officers also considered the impact on neighbouring flats in Elizabeth House. They said there would be some disturbance for residents during the construction phase, but ultimately the plan would replace the “existing poor and unsafe spaces” outside the block of flats with “a verdant and attractive public space”, while also “providing better surveillance and feeling of safety for residents”.

Ultimately, officers ruled, the plan would “positively address the inadequacy of the current railway station facilities and the way that the station functions, and will introduce a range of improved facilities that the travelling public now expect at a major rail hub”. It would further result in a “significantly improved range of facilities to serve rail-users" being created, including the new food hall.

Finally, they said, the “ticket hall, station concourse and ticket barrier space within the main railway station building will be enlarged and made more attractive”.

The scheme would be funded by almost £18 million of Government cash, with Leicester City Council putting up the rest. However, councillors were last year warned against delays to the scheme, with its officers saying the authority had until March next year to spend the Government cash or risk losing it.

City mayor Sir Peter Soulsby previously said: “Leicester’s railway station is a landmark building, but as a vital transport hub, it needs a radical revamp to meet the needs of a modern city the size of Leicester. We have been working closely with our rail industry partners and listening carefully to feedback from the public as we progress and develop these ambitious plans that will improve the station and revitalise this important gateway into our city.

“The award of almost £18 million of extra Government investment into the city through the Levelling Up Fund is a powerful endorsement of the importance of the project. It will make a vital and lasting contribution to Leicester’s future growth and prosperity.”

Suspect claimed "assassination attempt on Donald Trump," also searched how to travel to Mexico, FBI says

Washington — The FBI revealed Monday that the man arrested in connection with the apparent assassination attempt on former President Donald Trump earlier this month had in his vehicle a list of dates and venues where the former president had appeared or was expected to appear, and a cellphone found in his vehicle showed searches of how to get from West Palm Beach to Mexico.

The FBI said in the filing that Ryan Wesley Routh, who was identified as the suspect in the incident, had left a handwritten letter with a man months before, addressed "Dear World," that said: "This was an assassination attempt on Donald Trump but I failed you. I tried my best and gave it all the gumption I could muster."

The details were revealed in a court filing from federal prosecutors calling for Routh to remain detained through a trial. Routh appeared before a federal magistrate judge for a pretrial detention hearing Monday, during which he was denied bond and ordered to remain behind bars. Federal prosecutors revealed during the proceeding that they plan to ask a grand jury to return a new indictment charging Routh with attempted assassination of a political figure, which carries a maximum potential sentence of life in prison. 

Routh has already been  charged with two federal firearms offenses after the apparent assassination attempt on Trump. The Secret Service said Trump was not harmed after an agent spotted a man's face in the brush, later identified as Routh, and a rifle along the fence line outside of Trump International Golf Club in West Palm Beach on Sept. 15. 

Federal authorities said no shots were fired at Trump while he was on the golf course, but the agent fired at the suspect, who fled.

CBS News has reached out to Routh's attorney for comment. 

Prosecutors said in their latest filing that the suspect was in line with the 6th-hole green, and Trump was playing the 5th hole when the Secret Service agent opened fire. Trump was swiftly removed from the area once the shots were fired, according to the filing.

The FBI found in the fence line an AK-47 style rifle with a scope attached and extended magazine. The gun was loaded with 11 rounds, according to court filings, and the serial number on the rifle was obliterated and unreadable. Secret Service agents also found a digital camera, backpack and reusable shopping bag hanging from the fence, prosecutors said.

The backpack and shopping bag contained plates that "were capable of stopping small arms fire," according to the filing.

Routh was arrested about 50 miles away, after a witness at the golf course shared a description of the vehicle and license plate, prosecutors said. During a search of the SUV, a Nissan Xterra, the FBI found additional license plates, six cellphones, 12 pairs of gloves, a Hawaii driver's license in Routh's name, and documents, according to the court filing. The FBI said the license plate on the SUV was not registered to that vehicle.

One of the phones contained a Google search of how to travel from Palm Beach County, Florida, where Trump's golf course is located, to Mexico, prosecutors said. Among the documents was a handwritten list of dates in August, September and October and venues where Trump had appeared or was expected to go, according to the court records.

Cell site records obtained by the FBI for two of the phones found in the vehicle showed that the suspect traveled from Greensboro, North Carolina, to West Palm Beach on Aug. 14, prosecutors said. The records also showed that on multiple days and times from Aug. 18 to Sept. 15, the day of the incident, Routh's cellphone accessed towers near Trump International Golf Course and Mar-a-Lago, the former president's South Florida residence, according to the court filing.

The FBI also found a fingerprint matching Routh's on a piece of tape attached to the rifle recovered from the fence line at Trump's golf course, prosecutors said.

Law enforcement revealed in the filing that it received information on Sept. 18, three days after the apparent assassination attempt, from a man who said Routh dropped off a box at his house several months earlier. After learning of the Sept. 15 incident, the man said he opened the box, which contained ammunition, a metal pipe, building materials, tools, four phones and several letters, according to prosecutors. 

Prosecutors noted in their request that Routh was convicted in December 2002 of possession of a weapon of mass destruction, a felony. He was also convicted in March 2010 of multiple felony counts of possession of stolen goods. 

The incident outside of Trump's South Florida golf course has intensified scrutiny on the former president's protection and came just weeks after he was injured in an assassination attempt at a rally in Butler, Pennsylvania.

The gunman, Thomas Matthew Crooks , opened fire from the roof of a building near where Trump was speaking. The former president was shot in the ear and two others were wounded. Another rally attendee was killed.

The attack sparked immense criticism of the Secret Service and raised questions as to how Crooks was able to gain access to the roof so close to where Trump was speaking.

An internal review of the shooting by the Secret Service found there were multiple communications issues with law enforcement at the site and a "lack of due diligence" by the Secret Service.

Acting Secret Service Director Ronald Rowe said Friday that Trump has the "highest levels" of protection," and he praised agents for their work in thwarting another attack on the former president.

"No shots were fired at the former president. The former president wasn't exposed to where he was on the golf course," he said of the incident earlier this month. "The procedures work, the redundancies work, so that high level of protection is working."

A hurricane watch and warnings of storm surges up to 15 feet high were issued Tuesday for almost all of Florida's western coastline as Tropical Storm Helene formed over the Caribbean Sea, and heads towards the Gulf Coast.

Helene, previously called Potential Tropical Cyclone Nine, officially formed Tuesday, the National Hurricane Center said in an 11 a.m. advisory. The storm is forecast to strengthen into a hurricane Wednesday and authorities are urging people to prepare and exercise caution.

The hurricane watch extends from Indian Pass in north-west Florida near Panama City, down to Englewood, and includes Tampa Bay.

At 11 a.m. ET the weather system was about 180 miles east, southeast of Cozumel, Mexico, with maximum sustained winds of 45 mph. It’s moving northwest at 12 mph, according to the National Hurricane Center.

If it further upgrades, it'll be the fourth hurricane to hit the U.S. this year.

The center of the storm is forecast to move across the northwestern Caribbean Sea through Tuesday night and over the eastern Gulf of Mexico on Wednesday and Thursday, the NHC said.

It could potentially reach the Gulf Coast of Florida by Thursday. Helene could become a major hurricane, meaning a Category 3 (with 111 - 129 mph winds) or higher, by then.

Hurricane and tropical storm watches are now in effect for the entire western coast of the Sunshine State.

A storm surge watch has also been issued from Indian Pass Florida southward to Flamingo, on the tip of the Florida peninsula.

A hurricane watch means that hurricane conditions are possible, and is typically issued 48 hours before the anticipated onslaught of tropical-storm-force winds and conditions. 

A tropical storm watch is in place from Indian Pass to the Walton-Bay County line and from north of Bonita Beach to south of Englewood, as well as for the Lower and Middle Florida Keys.

A tropical storm warning was also issued Tuesday for the Lower Florida Keys west of the Seven Mile Bridge and for the Dry Tortugas. A tropical storm warning means that conditions are expected in the area within the next 36 hours. 

Outside of the U.S., a hurricane watch is also in effect for parts of eastern Mexico from Cabo Catoche to Tulum and Pinar del Río in Cuba. 

Helene is forecast to produce four to eight inches of rain over western Cuba and the Cayman Islands, with isolated totals around 12 inches. In the southeastern U.S., it’s forecast to produce three to six inches of rain with isolated totals around 10 inches, and will likely result in local flash and urban flooding. It’s also forecast to bring storm surge and strong tide, leading to flooding by rising waters moving inland from the shoreline, the NHC said.

Florida Gov. Ron DeSantis declared a state of emergency in 41 counties Monday, which was expanded to include 61 counties Tuesday. Sandbags were being distributed to residents in Tallahassee, Gulfport and Henrico County ahead of potential flooding.

DeSantis said he requested a pre-landfall emergency declaration from the Federal Emergency Management Agency. The governor warned that prediction models range from showing the disturbance forming into a tropical storm, and others show it exploding into a possible Category 4 Major Hurricane. 

Models show the Big Bend and Panhandle areas should brace for potential direct impact, he said.

He urged Floridians to prepare by filling gas tanks, stocking up on food, cleaning up yards to prevent strong winds from throwing debris and to be familiar with evacuation zones. So far, 18,000 linemen are ready to restore power, 3,000 National Guard soldiers stand ready to assist and the Florida State Guard has also been activated, along with shallow water vessels and search and rescue crews.  

The National Oceanic and Atmospheric Administration predicted an extremely active hurricane season forecasting 17 to 24 named storms, eight to 13 of which could become hurricanes, including four to seven major hurricanes.

The hurricane season runs from June 1 through November 30. The reasons for the high activity include warmer than average sea surface temperatures in the tropical Atlantic and Caribbean sea, reduced vertical wind shear, weaker tropical Atlantic trade winds and an enhanced west African monsoon. 

In the case of Helene, record warm waters will fuel the intensification of the disturbance. According to Climate Central , exceptionally warm sea surface temperatures along the system’s projected path, through the Northern Caribbean and Eastern Gulf of Mexico, have been made at least 200 to 500 times more likely due to human-caused climate change. Rapidly intensifying hurricanes are becoming more common in the warmer world. 

The three last hurricanes to hit the U.S. were Beryl which made landfall in Texas in June, Debby which made landfall in Florida’s Big Bend region and again in South Carolina in August, and Francine , which made landfall in Louisiana on Sept. 11.

If Helene does become a hurricane, it'll be the fifth hurricane to make landfall on Florida in three years, according to the Florida Climate Center .

Teens injured in 'fight' in Leicester city centre

Three 17-year-olds were injured when a “group of people” were involved in “fighting” in Leicester city centre . Two boys and a girl were hurt in the incident in Belgrave Gate, Leicestershire Police said.

The injuries were not life-threatening, a spokesperson for the force said. The “group” left the area prior to police arriving.

Nobody has been arrested in connection with the incident, which was reported at around 5.50pm on Monday, September 9.

PC Claire Marriott, the investigating officer, said today (Tuesday, September 24): “Our investigation to establish what happened is continuing and I’d like to speak to anyone who witnessed the incident but has not yet contacted police. From what we know, a white taxi arrived in the area while the fight was taking place, and I'm particularly keen to speak to the driver about what they saw and any footage they might've captured.

“I’m also keen to speak to anyone who filmed the incident on a mobile phone. Please cast your mind back. What do you remember seeing? Anything you’re able to tell us could help.”
